The meeting was broadcasted live. The public was not able to attend in person due to the Covid-19 pandemic. The Village Board participated by video. Residents were able to make comments by phone. Present: Mayor Kenneth G. The following Village Board members responded "present": 1) Deputy Mayor Glenn Rosenbloom 2) John Leavy 3) Rachelle Gebler 4) Denise Scaglione 5 ) S a m Gonzalez 6 ) S a n d r a Spiro There was a pledge to the flag and Mayor Wray asked for a moment of silence for the passing of Barbara Novatt, Aurora Veras, Rubin Ayala, Manuel Maita, Karla M Heredia and Ramiro Lakoseljac. W a r r a n t : Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve warrant 20APR28 in the amount of $411,107 93 Motion passed. 7-0. Resolutions: Motion was made by Trustee Scaglione, seconded by Trustee Leavy to approve the minutes of the March 31, 2020 Board meeting. Motion passed. 7-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione to approve the minutes of the April 7, 2020 work session. Motion passed. 7-0 Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to approve the minutes of the April 14, 2020 Board meeting. Motion passed. 7-0. Motion was made by Trustee Gebler, seconded by Trustee Gonzalez to approve the minutes of the April 21, 2020 work session. Motion passed. 7-0. �Mayor's Announcements: There will be a food drive this Saturday sponsored by Senator Harckham's office from 12:00 to 2:00pm at the Village Hall parking lot. Mayor Wray recognized and thanked Trustee Scaglione, Trustee Gebler, Village Clerk Paula McCarthy, Community Liaison, Diana Loja, Recreation Superintendent, Matt Arone, Gulotta House and all organizations that have helped provide food for the community. Mayor Wray recommended that everyone sign up for e-mail blasts to get updates. Brush pick-up will be on the first and third Thursday of the month. Use of all leaf blowers has been suspended. Playgrounds remain closed. Parks are open to walk and bike through only. Alternate side of the street parking is still suspended. Senior citizens who need assistance should call the recreation department. Be safe and follow the Governor's orders to stay at home. Public Comments: Anne White of Kendal-on-Hudson spoke about her concerns regarding social distancing in Rockwood Hall and along the Kendal-on-Hudson trail. Joggers are of particular concern. There were no other comments Mr. Giaccio spoke and encouraged residents to respond to the Census to assure the Village is properly represented. Resolutions: Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler to approve local law 3C, 2020 to override the tax cap. Motion passed 7-0. Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve the water fund budget for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Leavy to approve the water consumption rates. Motion passed 7-0. Motion was made by Trustee Leavy, seconded by Trustee Scaglione to authorize the Mayor execute the tax warrant for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione to approve the tax payment installment policy. Motion passed 7-0. Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to set the unpaid tax rate. Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to approve the parking fund budget for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Leavy, seconded by Trustee Scaglione to set the parking fee. Motion passed 7-0. Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to approve the sanitation fund for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Leavy to approve the sanitation fund rates for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Leavy, seconded by Deputy Mayor Rosenbloom to adopt the sewer fund budget for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Gebler, seconded by Trustee Leavy to approve the sewer consumption rate for fiscal year 2020/2021. Motion passed 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to set the penalty for unpaid water, sewer and sanitation bills. Motion passed 7-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy to approve the annual salaries for the Mayor and Board of Trustees. Motion passed 7-0. Mayor Wray thanked the staff and Board for all the hard work they did on the budqet Trustee Scaglione thanked the staff. Deputy Mayor Rosenbloom thanked the public for their comments Trustees Gonzalez said that a lot of tough decisions were made in an effort to keep the budget down. The budget will be monitored throughout the year. Motion was made by Trustee Spiro, seconded by Deputy Mayor Rosenbloom to approve local law number 4 rdated to parking amendments on Valley Street and Continental btreet. Motion passed 7-0. Motion was made by Trustee Leavy, seconded by Trustee Gonzalez to authorize the administrator to solicit bids for the Continental St. Sewer Project. Motion passed 7-0. Motion was made by Trustee Gonzalez, seconded by Trustee Gebler to authorize the administrator to solicit bids for the Hudson Plaza Project. Motion passed 7-0 �New/Old Business: Claire Davis spoke regarding naming a climate smart coordinator. Ms. Davis sent the Board a draft resolution related to this. Mayor Wray requested that this item be on next week's agenda during special session. The Board thanked Ms. Davis for all the hard work she has done for the Village over the years. Communications: Mayor Wray said that comments on the budget were previously emailed to the Board and were taken into consideration when decisions were made on the final budget.
