™ B ° a r d o f T r u s t e e s of the Village of Sleepy Hollow was held on Tuesday
May 19 2020 at 7.00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York
The meeting was broadcasted live. Residents could not attend in person due to the Covid-19
pandemic, but could attend by phone and video. The Village Board participated by video.

Mayor Wray called the work session to order at 7:00 p.m. and read the following statement:
"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided at a later date. I
have also confirmed with our Village clerk that this meeting has been duly noticed by posting a
notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the
Journal News and the Hudson Independent newspapers, posting a copy on the Village's website,
and listing it on the Village's Facebookpage "
Roll call was taken and the following Village Board members responded "present":

MAYOR'S COMMENTS: Mayor Wray commented on a troubling conversation he had with an
out of town visitor. He said the visitor asked directions from locals who responded by saying
"You don't belong here". Mayor Wray said that this attitude is not representative of the Village
and should not be tolerated.

�CENSUS REPORT: Complete Count Committee Chairs, Char Weigel and Diana Loja joined the
meeting. The census response from the Village is below average and the Committee is trying to
come up with ways to get better participation. The inner-village in particular has poor
participation. One of the problems is that the Committee members have not been able to do a lot
of outreach due to the pandemic. There was a discussion regarding ways to get the community
more involved. The census deadline has been extended to October 31, 2020.
FIREWORKS: The Board discussed alternate dates for the fireworks. There was an agreement
that Labor Day weekend would be the best time to have them rescheduled assuming restrictions
on crowds is lifted by then. The Board wanted to make sure that the fireworks can be cancelled
if this were to happen. Mr. Giaccio said that the Village can cancel the fireworks contract on 30
days notice. Mayor Wray asked that this item be on the next Board meeting agenda.
EVENT CANCELATIONS: Trustee Gonzalez started the discussion about upcoming events. A
six month plan has been submitted by each of the department heads. The Village Board will
need to consider a variety of issues when making decisions. These include public events, parks
restart and ways to help local businesses. Several of the items discussed involve recreation
programs and events and so the Board asked that Recreation Superintendent, Matt Arone to
attend the next meeting. The Board will continue discussing these items on a weekly basis.
RESTAURANT AND BUSINESS ASSISTANCE: Trustee Leavy asked how the Village can
help struggling business especially restaurants, that have been hurt by the pandemic. Trustee
Leavy would like the Village Attorney to look at what can be done legally to help them.
Discussion ensued.
BEEKMAN AVENUE SIDEWALKS: Mr. Giaccio informed the Board that it will be necessary
to reject the bid the Beekman Avenue Sidewalk Project. Only one bid was received for a second
time. Mr. Giaccio recommends that the project be rebid in the fall. Mayor Wray asked that this
item be placed on the next Board meeting agenda.
At 8:00 the work session was adjourned.
