The public was not able to attend in person due to the Covid-19 pandemic. The Village Board participated by video. Residents were able to make comments by phone. Present: Mayor Kenneth G. "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " Roll call was taken. The following Village Board members responded "present": 1) Deputy Mayor Glenn Rosenbloom 2) John Leavy 4) Denise Scaglione 5) Sam Gonzalez 3) Rachelle Gebler 6) Sandra Spiro There was a pledge to the flag and Mayor Wray asked for a moment of silence for the passing of Kevin Jaeger. Warrant: Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to approve warrant 20MAY26 in the amount of $507,353.39. Motion passed. 7-0. �Mayor s Announcements- The sanitation schedule remains unchanged. Residents shouki continue to adhere to the Governor's order of social distancing. Resolution number three has been pulled. Thank you to the Fire Department for an impromptu Memorial Day ceremony. The lien sale will be on Thursday June 11, 2020 at 11:00am Recreation Report: Senior Center, Playgrounds and fields are closed. Parks are walk through only and the platform tennis courts are open. The kayak rack has been very popular. Other recreation programs are being considered. There are sanitary concerns with regards to opening up the spray grounds and bathrooms. The Board reviewed Mr Arone s six month plan. Mr. Arone said that a decision needs to be made on concerts ' and movies. Decisions on fall events and the after school program should be made in July. JP Doyle's cancelled their two events. A decision needs to be made soon on Kingsland Point Park and Kathryn Davis Building. The teen camp is cancelled. Sports eagues are being discussed. Mayor Wray suggested that cancellations be discussed at least every two weeks. There was a request for more signage at Kingsland Point Park. Storm Water Management Report: Mr. Giaccio gave a stormwater report (attached) Public Comments: None Resolutions: Motion was made by Trustee Gebler, seconded by Trustee Scaglione to approve an MOA with the Blue Collar Teamsters. Motion passed 7-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione to approve vacation carry over. Motion passed 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve the fireworks display. Motion passed 7-0. Motion was made by Trustee Leavy, seconded by Deputy Mayor Rosenbloom to reject the bid for the Beekman Avenue Sidewalk Project. Motion passed 7-0. Motion was made by Trustee Gonzalez, seconded by Trustee Leavy to approve year end budget transfers. Motion passed 7-0. Motion was made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom to close out completed capital projects. Motion passed 7-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy to approve the re-levy of unpaid water bills. Motion passed 7-0. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve a Floating Zone Request at 193 Beekman Avenue. Motion passed 7-0. The EPA's Storm water Phase II Rule establishes an MS4 storm water management program that is intended to improve the Nation's waterways by reducing the quantity of pollutants to storm water pTcks up and carries into storm sewer systems during storm events. Common pollutants include oi1 and grease from roadways, pesticides from lawns, sediment from construction sites, and carelessly discarded trash, such as cigarette butts, paper wrappers, and plastic bottles. When deposited into nearby waterways through MS4 discharges, these pollutants can impair the waterways therebv discouraging recreational use of the resource, contaminating drinking water supplies and interfering with the habitat for fish, aquatic organisms, and wildlife. As part of this MS4 Storm Water Management Program, the Village is required by law to submit an annual report to the Department of Environmental Conservation. This report outlines the steps the Village has taken over the past year to manage its storm water system. These steps include water system mapping, monitoring outfalls, enforcing storm water violations, maintaining catch basins, street sweeping and making sure developers comply with storm water regulations The Village improved its public outreach thanks largely in part to the work being done by the Environmental Advisory Committee and Fremont Pond Committee who have held seminars set up informational booths at Village events and started installing catch basin markers The Village continues to provide biodegradable dog waste bag dispensers and held its annual villagewide clean-up day as well.
