Residents could not attend in person due to the Covid-19 pandemic, but could attend by phone and video. The Village Board participated by video. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Denise Scaglione (By Video) John Leavy (By Video) Rachelle Gebler (By Video) Sandra Spiro (By Video) Sam Gonzalez (By Video) Trustees Also Present: Anthony Giaccio, Village Administrator (By Video) Anthony Bueti, Police Chief Mayor Wray called the work session to order at 7:00 p.m. and read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebook page " Roll call was taken and the following Village Board members responded "present": 1) Deputy Mayor Glenn Rosenbloom 2) John Leavy 3) Rachelle Gebler 4) Denise Scaglione 5) S a m Gonzalez 6) Sandra Spiro MAYOR'S COMMENTS: Mayor Wray said that there is still a food shortage in the community and thanked all of the organizations that have volunteered to make sure food is delivered to those in need. The sanitation schedule and closure of the parks remains unchanged. Residents should continue to adhere to the Governor's order of social distancing. Mayor Wray commented on the recent protests that have been going on around the country and pointed out that the Village Board has made it a point to hire police officers that represent the community. �SNOW AND ICE AGREEMENT: The Board reviewed a draft snow and ice agreement with New York State This is a renewal agreement. Mayor Wray requested that this item be on the next Board meeting agenda. WEBSITE AGREEMENT: The Board reviewed an agreement with Civic Plus to provide website services. The Village's previous website provider was Virtual Town Hall who was bought out by Civic Plus. This agreement is to recognize Civic Plus as the new website provider. Mayor Wray requested that this item be on the next Board meeting agenda. L0S "Length ^ p ^ ST? ^ ^ t h e L0SAP A P stands for Length of Service Award Program". It is a way in which volunteer fireman and ambulance workers can receive financial benefit for their service to the Village in an effort to retain and recruit volunteers. The next step is for the Board to consider a resolution that would enable the LOS AP program to go to a public referendum. Mr. Giaccio will reach out to the Village Attorney to draft a resolution for the Board to review. PLANS FOR RE-START: There was a discussion regarding how the Village will prepare for when the pandemic restrictions are lifted. Mr. Giaccio said that preparation to enable social distancing has started at Village Hall. Plexiglass will be installed at certain work stations hand sanitizers will be available and masks will be worn when social distancing is not possible No decisions have been made as to when the building will be open to the general public or when the Village Board will resume its meetings at Village Hall. There was also a discussion about reopening the parks. Police Chief Bueti joined the discussion. The Board asked Mr. Giaccio, Chief Bueti and Matt Arone to come up with a recommendation on how the parks can re-open safely. Continued discussion on this matter will take place at next week's Board meeting. SOLID WASTE IMA: The Board reviewed a draft solid waste inter-municipal agreement with Westchester County. This is a renewal agreement. Mayor Wray requested that this item be on the next Board meeting agenda. LANDSCAPE DESIGNER PROPOSAL: The Board reviewed a proposal from Landscape Architect, Margie Ruddick to design a plan for the Pocantico River Project. Ms. Ruddick comes highly recommended and the Board was amenable to approving this proposal. Mayor Wray requested that this item be on the next Board meeting agenda. At 8:20 the work session was adjourned.
