June Q, 2020 ^ meeting was broadcasted live. The public was not able to attend in person due fo tfr* Covid-19 pandemic. The Village Board participated by video. Residents were able *xT make comments by phone. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Sam Gonzalez (By Video) Denise Scaglione (By Video) Sandra Spiro (By Video) Racheile Gebler (By Video) Trustees John Leavy (Absent) Also Present: Anthony Giaccio, Village Administrator (By Video) Clinton Smith, Village Attorney (By Video) Sara DiGiacorno, Treasurer (By Video) Matt Arone, Recreation Superintendent (By Video) Anthony Bueti, Police Chief (By Video) Sean McCarthy, Building Inspector (By Video) At 7:00 p.m. Mayor Wray called the meeting to order and read the following statement "T<wight's work session is being convened in accordance with the Governor's Executive Order Number 202. /, dated March 13. 2020. which suspends certain provisions of the New York State Open Meetings Law to allow a municipal hoard to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has heen provided with the ability to view tonight's work session and public hearing, and a transcript will he provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Ullage's bulletin hoards, faxing a copy to the Warner Library, faxing a copv lo the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebook page " Roll call was taken. Motion was made by Trustee Gebler seconded by Trustee Scagiione to aop^ve the minutes of the May 19, 2020 Village Board work session. Motion passed 6-0. Motion was made by Trustee Scagiione seconded by Deputy Mayor R^e^bloom to approve the minutes of the May 26, 2020 Village Board meeting, Motion passed 6-0. Motion was made by Trustee Gebler seconded by Trustee Scagiione to approve the minutes of the June 2, 2020 Village Board work session. Motion passed 6-0, Mayor's Announcements: - Mayor Wray reminder residents that the Lien Sale will be this Thursday, June 11 2020 at 11:00. - Everyone is encouraged to participate in the Census - There will be a discussion later in the meeting regarding plans for the re-start as pandemic restrictions begin to be lifted. - There will be no meeting on June 30 because it's the 5th Tuesday of the month, Building Department Report: Village Architect, Sean McCarthy gave a monthly report for the Building Department (Attached). Mr. McCarthy provided permit and code enforcement information. The Board had several questions for Mr. McCarthy. Discussion ensued. Public Comments: None Resolutions: Motion was made by Trustee Gebler, seconded by Trustee Scagiione to approve a Snow and Ice Agreement with New York State. Motion passed 6-0. Motion was made by Deputy Mayor Rosenbioom, seconded by Trustee Spiro to approve Agreement with Civic Plus for website services. Motion passed 6-0. �Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve a Solid Waste Agreement with Westchester County. Motion passed 6-0. Motion was made by Trustee Gebler, seconded by Trustee Scaglione to Approve Seasonal Parks Employees. Motion passed 6-0. New/Old Business: There was a discussion about opening up the parks as pandemic restrictions get lifted. Recreation Superintendent, Matt Arone and Police Chief, Anthony Bueti joined the discussion. Mr. Arone previously sent the Board a memo with his recommendations. The plan is to take incremental steps to open the parks and monitor the progress each week. The Board had no objection to Mr. Arone's recommendations. Continued discussion on this matter will take place at next week's work session. Communications: Mayor Wray said he received some correspondence related to the Village Police Department in response to the recent protests. Mayor Wray said that he is proud of the Village's police department and attributes part of the department's success to the Village Board's recent efforts to hire local residents as police officers. Mayor Wray mentioned that he received a letter from Pat Munroe requesting support for a proposed federal law related to enforcement during demonstrations. There was a discussion about how the community liaison can better communicate with residents. Public Comments: Anne White asked for better communication to inform the residents about what's going on in the Village.
