The meeting was broadcasted live. Residents could not attend in ' person due to the Covid-19 pandemic. The Village Board participated by video. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Denise Scaglione (By Video) John Leavy (By Video) Sandra Spiro (By Video) Sam Gonzalez (By Video) Trustees Rachelle Gebler (Absent) Also Present: Anthony Giaccio, Village Administrator (By Video) Anthony Bueti, Police Chief (By Video) Matt Arone, Recreation Superintendent (By Video) Mayor Wray called the work session to order at 7:00 p.m. and read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " Roll call was taken and the following Village Board members responded "present": 1) Deputy Mayor Glenn Rosenbloom 2) John Leavy 3) Sandra Spiro 4) Denise Scaglione 5) Sam Gonzalez MAYOR'S ANNOUNCEMENTS: Mayor Wray announced that the senior center will be used as a polling place for the upcoming primary, which will be held on June 23, 2020. Mayor Wray responded to comments made regarding the Police Department. Mayor Wray added a discussion related to 30 Andrews Lane to the agenda. �P R E S E N T A T I 0 N : Jeff Anzevino and Amy Kacala of Scenic Hudson addressed the Board. Scenic Hudson has been working on a trails plan for both Sleepy Hollow and Tarrytown. Ms. Kacala gave a power point presentation, which outlined the plan (Attached) The Board had several questions. The next step is for Sleepy Hollow to appoint 4 members to the trails committee to help implement recommendations made in the plan. PLANS FOR RE-START: There was a discussion regarding opening up the parks as more pandemic restrictions are lifted. A memo from Recreation Superintendent, Matt Arone was previously distributed to the Board. The Village has been taking incremental steps to open its parks and will monitor the progress each week. This past weekend the basketball hoops at Sykes Park were used and illegal swimming at Kingsland Point Park was going on. Steps will be taken to prevent this from happening again. Otherwise there were no major problems. Continued discussion on this matter will take place at next week's Board meeting. APPROVE CONTINENTAL STREET SEWER PROJECT: The Board reviewed a memo from Dolph Rotfeld Engineering recommending awarding a bid for the Continental Street Sewer Project. The low bidder was from MTS Infrastructure, LLC, in the amount of $835,411 30 Mayor Wray requested that this item be on the next Village Board meeting agenda.' SET PUBLIC HEARING RELATED TO LOWER BEEKMAN PARKING RESTRICTIONS: Chief Bueti joined the conversation related to parking restrictions on lower Beekman Avenue Additional on-street parking spaces have become available as a result of the reconstruction of the Beekman Avenue Bridge. A parking policy needs to be adopted to regulate these new spaces Chief Bueti is recommending that there be three hour parking from Clinton Street to River Street from 8:00am to 5:00pm. The Board was amenable to setting a public hearing to discuss this proposal. Mayor Wray requested that this item be on the next Village Board meeting agenda. APPROVE AGREEMENT WITH OVAC: The Board reviewed an agreement with the Ossining Volunteer Ambulance Corps to provide EMT services. The Board was amenable to approving this agreement. Mayor Wray requested that this item be on the next Board meeting agenda. APPROVE SALARY INCREASE FOR AMBULANCE CORPS SECRETARY: Ambulance Corps Chief, Angela Martello sent a memo to the Board requesting an increase in pay for the Ambulance Corps secretary, Melissa Ojito. The Board was amenable to this request. Mayor Wray requested that this item be on the next Village Board meeting agenda. PERMIT EMERGENCY ACCESS AT 30 ANDREWS LANE: Mayor Wray started the discussion regarding 30 Andrews Lane. The owner of the property is in front of the Planning Board and has requested an easement from the Village for emergency access. The Planning Board needs the Village Board to decide whether to grant the easement in order for the proposal to move forward. The Village Board had no objection to granting the easement as long as fire zones are clearly marked. �CLOSING STREETS: There was a discussion about whether or not to close down streets to help local businesses that lost revenue during the pandemic. Tarrytown and Dobbs Ferry are both closing down their main streets on weekends. The decision was to not close streets at this time. At 8:30 the work session was adjourned.
