Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
July 7,2020 at 7:00 P.M. at Village Hall, 28 Beekman Ave., Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Glenn Rosenbloom
Rachel le Gebler
Denise Scaglione
John Leavy
Sam Gonzalez
Sandra Spiro

Also Present:

Trustees

Anthony Giaccio, Village Administrator

Mayor Wray called the work session to order at 7:00pm.
MAYOR'S INTRODUCTION: Mayor Wray informed the residents that Village Hall is back
open to the public with social distancing restrictions.
FIRE APPARATUS DONATION: The Board received an e-mail from Fire Chief, Mike
Tavano asking permission to donate an old fire truck to the city of Juan Lopez, Dominican
Republic. They currently do have a fire department and would like to start one. The fire truck is
no longer in service and is a surplus vehicle. There have been no offers made on the vehicle.
The Village Board had no objection to donating the truck because it will be put to good use.
Mayor Wray requested that this item be on the next Board meeting agenda.
COVID19 RE-START POLICIES: There was a discussion about easing some restrictions
related to the Covid-19 pandemic. Chief Bueti has recommended resuming all parking
restrictions effective Monday. There was a lengthy discussion about whether or not to open up
the basketball courts. Discussion on this matter will continue next week.
SET DATE FOR LOSAP REFERENDUM: The Board discussed setting a date for the
LOSAP referendum. LOSAP stands for "Length of Service Award Program". It is a way in
which volunteer fireman and ambulance workers can receive financial benefit for their service to
the Village in an effort to retain and recruit volunteers. A public referendum is required in order
to institute this program because of the cost involved. The date the Village Board agreed on was
Saturday, October 3,2020. The Village Attorney will prepare the resolution.
TUITION REIMBURSEMENT FOR POLICE OFFICER: Police Chief Bueti submitted a
memo to the Board requesting tuition reimbursement for one of his officers in the amount of
$1,787.50. The PBA contract does permit officers to get reimbursed for certain tuition with the
approval of the Village Board. The Board was in favor of approving this request and supported
the officer's efforts to advance his career through education. Mayor Wray requested that this
item be on the next Board meeting agenda.
