The meeting was broadcasted live. Residents could not attend in person due to the Covid-19 pandemic. The Village Board participated by video. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Denise Scaglione (By Video) John Leavy (By Video) Sandra Spiro (By Video) Sam Gonzalez (By Video) Trustees Rachelle Gebler (Absent) Also Present: Anthony Giaccio, Village Administrator (By Video) Anthony Bueti, Police Chief (By Video) Mayor Wray called the work session to order at 7:00 p.m. "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " Roll call was taken and the following Village Board members responded "present": Deputy Mayor Glenn Rosenbloom Denise Scaglione John Leavy Sam Gonzalez Sandra Spiro GOVERNOR'S EXECUTIVE ORDER ON POLICE REFORM: The Mayor outlined Governor Cuomo's executive order entitled "New York State's Police Reform and Reinvention Collaborative". Mayor Wray said that the order requires the police department to conduct a comprehensive review of its policies and procedures, solicit input from the community and develop a plan to reduce racial disparities in policing by April 1 of 2021, or be subject to a reduction in State funding. The Board discussed how best to engage the public in this process. There was a sense that smaller meetings at various locations throughout the Village would be the most effective way of soliciting ideas from the residents. Discussion ensued. �INTER-MUNICPAL AGREEMENT RELATED ON THE RICI SYSTEM: The Board reviewed a draft inter-municipal agreement with the County of Westchester entitled Repository for Integrated Criminalistics' Information ("RICI System"). This system allows for the sharing of electronic transmission, criminal records and police blotter information between police departments. This is a renewal agreement. The Board was amenable to approving this agreement. Mayor Wray requested that this item be on the next Village Board meeting agenda. PARKING RESTRICTIONS ON LOWER BEEKMAN AVENUE: The Board discussed parking restrictions on lower Beekman Avenue. A public hearing on this matter was recently closed. The proposed local law would restrict parking on Beekman Avenue from Clinton Street to River Street to a 3 hour limit from 9:00am to 5:00pm. The Board was in favor of adopting this local law with the understanding that the restrictions can be lifted while the Village is under a State of Emergency. Mayor Wray requested that this item be on the next Village Board meeting agenda. RE-START UPDATE: Mr. Giaccio outlined the actions the Village has taken as pandemic restrictions continue to be lifted. Basketball, adult sports and access to the lighthouse continue to be prohibited. Playgrounds, spray parks, youth sports and parking restrictions are all back to normal operation. Playgrounds are being disinfected daily. Re-start policies are being reviewed weekly to determine if any changes need to be made. SPECIAL SESSION On a motion made by Trustee Scaglione and seconded by Trustee Gonzalez, the Board moved to special session. Motion passed 6-0. Motion was made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy to approve a contract related to a real estate feasibility study. Motion passed 6-0. Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom to acknowledge actions taken by the ambulance corps. Motion passed 6-0. On a motion made by Trustee Gebler and seconded by Trustee Gonzalez and carried unanimously the Board came out of special session. MAYOR'S COMMENTS: Mayor Wray congratulated the new officers for the fire department. He also congratulated Sergeant Rich D'Alessandro on his recent retirement. Mayor Wray announced that there will be only two Board meetings in the month of August. At 7:47 the work session was adjourned.
