Present: Mayor Kenneth G. Wray Rachelle Gebler (via phone) Sam Gonzalez John Leavy Denlse Scaglione, Trustees Absent: Sam Gonzalez, Trustee Also Present: Joan Bucci, Village Deputy Clerk Anthony Bueti, Police Chief Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Dorothy May Kanfer, 85, of Kendal; Louise Sacci, 91, of Kendal; Luis Natal, 66, of 124 Valley Street and Douglas Gebler, father-in-law of Trustee Gebler. Our thoughts are with their families and friends. Approval of Warrants; Motion was made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom the warrant of $666,907.46 was approved and the Treasurer was authorized to process the bills in this amount. Motion carried. Mayor's Announcement: Mayor Wray announced schedule changes of the August meetings. There will be no work session on August 18th. Next meeting will be a Board Meeting on Tuesday, August 25th. Mayor Wray on behalf of the Board wished an early happy birthday to Trustee Leavy. Department Head Reports: Diana Loja, Community Liaison, reported along with Kirsten Harris, See attached report The Board agreed to support this project with a budget of $15,000-$20,000 which will include the $10,000 that was allocated for the Cultural Festival that is cancelled this year and any in-kind donations they are working on seeking. Bills will be submitted to the Treasurer to be included in the warrant for approval. Mayor Wray wanted to take a moment and acknowledge and thank all the DPW workers for all their hardwork during the storm freeing up the roads, made sure the water pump station and sewer pump station generator were watched and monitored. Chief Bueti, Police Department, report is from March. COVID update: - a doorway triage was implemented at the Police Station - Westchester County Emergency Operations Center acted as a procurement unit for all 46 municipalities �- thank you to the Village Administrator and Mayor who were instrumental and helpful in procuring masks, sanitary solutions and gloves for the workers from their various resources - approximately 100 gallons of hand sanitizer was distributed to Kendal, Open Door, Public Schools of the Tarrytowns and several businesses that requested it - the PD distributed over 3,500 masks to the general public - Phelps Memorial Hospital supplied the PD with gloves, googles, and gowns Chief thanked and expressed how proud he is of the officers of the sacrifices they made and how they worked well together to keep the Village residents safe at the peak of the pandemic. Also, thanked the residents for their diligence in following the governor's orders staying home and following social distancing. Chief announced a grant of $24,000 was received from the Gary Sinise Foundation for PEP equipment including chem suits. Projects: - PD/FD/VH security cameras were all updated - PD vehicles have been order - RICI system is up and running - Body cameras are in and awaiting tech assistance Chief discussed the Governors Executive Order 203. Bueti presented 2 new concepts. Supporting documentation with be emailed to the Board. Chief announced the Westchester County Police Reform and Reimaging Task Force is holding a Virtual Public Forum "Transform Your Thinking", on Thursday, August 13th from 6-8:30 pm. Chief discussed the Accreditation Program standards. We are issuing the orders and awaiting constructive input from SHPBA. Public Comments: Christen Renata addressed the Mayor and the Board of Trustees about the reinstating of the parking restrictions. She felt there was not proper notification on website for residents. Also discussed the option of same day paying for tickets with at a reduced fee. Resolutions: (see attached) R1 - Approve Inter-Municipal Agreement for RICI System R2 - Approve Parking Restrictions on Lower Beekman Avenue R3 - Accept Retirement of Police Sergeant R4 - Accept Retirement of Water Dept. Operator R5 - Set August Meeting Schedule R6 - Approve Settlement of Tax Certiorari �Old Business: Trustee Leavy addressed the Con Edison repaving of the streets were worked was done. Would like clarification of the curb to curb repaving. Will follow-up with Administrator Anthony Giaccio. New Business: Mayor Wray announced that Sustainable Westchester has a RFI out called Heat Smart Westchester that educates homeowners on ways to obtain lower cost and more efficient heating and cooling systems. Scenic Hudson reached and would like to submit a joint application with Sleepy Hollow and Tarrytown. Board agreed to move forward. Communications: Communications were received and distributed from the following: Pat Munroe, Mary Van Hoomissen, Daniel Convissor, John Lewis, Walid Mourani. Trustee Leavy asked Treasurer Sara DiGiacomo about the current status of the 50/50 Sidewalk Program. Treasurer DiGiacomo stated the first year budgeted amount was spent. Trustee Leavy will follow-up with Administrator Anthony Giaccio and Building Inspector Sean McCarthy. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. No comments were made.
