Present: Denise Scaglione Deputy Mayor Glenn Rosenbloom (Telephonic) Sam Gonzalez (Telephonic) Rachelle Gebler Sandra Spiro John Leavy, Trustees Mayor Ken Wray (Absent) Also Present: Paula McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Clerk Matt Arone, Recreation Superintendent At 7:01 p.m. in the absence of the Mayor and Deputy Mayor, Trustee Scaglione called the meeting to order with a pledge to the flag and a moment of silence for the passing of Orfelina Ruiz, 93yo of Sleepy Hollow, Ramona Duran Cepeda 85yo of Sleepy Hollow, Blanche M. Palmer 89yo of Sleepy Hollow, Nancy Green-Fragiacomo, 80yo of Sleepy Hollow, Elisabete Martins, 47yo of Sleepy Hollow. Our thoughts are with their families and friends. Motion was made by Trustee Gebler, seconded by Trustee Spiro to approve the warrant and authorize the Treasurer to pay bills in the amount of $488,993.10. Motion carried. 6-0. Motion was made by Trustee Gebler seconded by Trustee Leavy to approve the minutes of August 11, 2020. Motion carried. 6-0 Mayor's Announcements: Trustee Scaglione announced that it's not too late to complete the census. The deadline is September 30th. The Riverwalk Community Mural team is still looking for ideas and photos from the th public, the dead line is October 26 . Paint and paint supplies are being accepted as donations for this project. St. Teresa's Churchth is offering covid-19 antibody testing next week from August 31st until September 4 , 2020, 10am to 6pm. Everyone is welcome to walk in or make an appointment. Village Elections have been postponed to Tuesday, September 15th, due to the current �pandemic. All districts remain the same as previous years. Any questions may be directed to the Village Clerk at 366-5106 Sara DiGiacomo stated that its Capital Budget time and Departments heads are submitting their budget requests. The Board will review these requests and the final budget will have to be adopted by the end of September. Treasurer's Report; Matt Arone addressed the Board of Trustees and gave a report of all recent activities. (See attached report) Recreation Report: Public Comments: Trustee Scaglione opened the meeting to the public. There were no comments at this time Resolutions: Trustee Scaglione pulled the resolutions for LOSAP for further review and discussion. R1 - Approve Actions of the Ambulance Corp. New Business/Old Business: Trustee Leavy asked about having Fire Works for Labor Day weekend. The Village Clerk advised that there will be no Fireworks on Labor Day Weekend. Trustee Gebler stated that Trustee Spiro and the Village Administrator are working together to launch a digital Village newsletter by the beginning of September. Trustee Scaglione stated that there are 5 Tuesdays in September and the Board will be off on September 8th. Communications: The Village Clerk stated that an email was received from Bhava Reed and it was shared with the Board. Trustee Leavy suggested that everyone sign up for the Village's email alerts. Trustee Spiro stated that the Village's newsletter is critical to the community and we should make an effort to publish it more widely. " " ~ ' "' J, Paula McCarthy Tompkins Village Clerk �7, �August 25,2020 Sleepy Hollow BOT meeting Recreation Department Report Recent programs We ran two successful outdoor movies at Barnhardt Park. July 24th and August 14th. Both were wellattended and safe. We ran two "Parties in the Park" at Horan's Landing. July 29th and August 5th. Just like the movies, we had a good crowd, but everybody was safe and practiced social distancing. We might have another concert scheduled in September. We ran the following programs for the kids: An arts & crafts mini-camp outdoors at Barnhardt Park. We had 15 kids registered. Youth soccer clinics at Kingsland Point Park ran until August 14th A "Ninja Warrior" training program ran for a week at Barnhardt Park as well as an outdoor laser tag program. Both program filled up. Our full time staff ran supervised programs each Monday, Wednesday and Friday afternoons under the pavilion at Barnhardt. We had double-digit numbers of attendance each day. SUP Yoga classes at Horan's Landing resumed. Classes are well attended. The Lighthouse photo contest winner was Christina Ferrara and her picture was posted on our Facebook page. Senior Citizens: --Senior Citizen lunch delivery of sandwiches will be held tomorrow, Wednesday, August 26th. Seniors will be able to pick up box lunches either at Barnhardt Park or we will deliver to those that are unable to come out. --walking group has resumed on Fridays at 8:30am. -Outdoor exercise classes are held at Kingsland Monday and Wednesday mornings. No trips, indoor classes or meetings this summer. Lunch meals delivery program has never stopped and is still going on. We also can still help seniors with grocery shopping during the week. The future of the after school program As of today, we are planning on running the after school program as long as the school district runs the hybrid schedule as planned. My staff and I have worked very hard to make many changes and set up �protocols to ensure safety. We have been in constant contact with the school district over the past month and have been involved with some of their discussion regarding re-opening. All our suggested rules, regulations and protocols have been sent to our legal advisors for reviews and recommendations. There are too many details to be discussed now, however as you know, I have sent our plans to each of you so you are kept in the loop. We completely understand that running a program like this will be difficult and we might have to close down as we did in March if necessary. However there is a need for rec activities and child care for students with all the new schedules, so we are trying to run a safe and responsible program if possible. If you have any questions or concerns, please feel free to let me know. Parks Items: Our parks are all open and most every amenity is available. We still have our bathrooms closed, however we have portable bathrooms in each park. Our basketball courts also are still closed because basketball is considered a high-risk sport still here in NY State and it would be impossible to safely monitor them. We currently still are not renting any of the pavilions in the park for parties. The kayak rack is completely full. All spaces were rented this summer. The dog park is re-open after it was closed for some time due to the tree damage from the August storm. Summer youth baseball was played at Devries. A fall season for the kids is possible. We currently are still not allowing adult groups to use the fields for softball games. Other park items: -The Devries Park pavilion has been painted. Thanks to our own DPW staff for completing that. - Playground Medic has been contracted to repair the rubberized surface at the Barnhardt playground and spray park. -Progress is being made with a new propane company to connect a tank to the heating units at the platform tennis courts. We plan on having heat by the winter. -We have five private organizations that are using our parks for classes or activities {exercise, dance, etc). We have been able to rent some time/space at the park for these groups and they have been very thankful. We might have some more groups join us next month. --Involved in park improvement projects at Barnhardt and Devries. Since we are discouraging people from coming to the rec offices at this time, residents should create their own Community Pass account so they can register for rec programs on-line. This is done by going to the general registration page, htt(js://ree:ister.communitypass.net and then type in the name of our organization which is Village of Sleepy Hollow, NY.
