                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
Sept. 1,2020 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:00 p.m.
DURACELL CLEAN-UP UPDATE: Mike Doherty and Brian Taylor of AECOM updated the
Board on the Duracell Clean-up project. Additional testing is being done to identify the source
of soil vapor on certain Village owned properties and adjacent properties. In order to proceed
with the work, AECOM will need to coordinate access to the Village owned properties and
secure building permits. The sampling points associated with the investigation will be restored
following collection of the samples. The ambulance building, Barnhart Park and the senior
center do not require additional testing. The Board had some questions. Discussion ensued.
CAPITAL PROJECTS: Village Treasurer, Sara DiGiacomo provided the Board with a list of
capital budget items requested by the department heads. Ms. DiGiacomo summarized each item.
The departments heads will present their capital budgets at the next two Board meetings.
HUDSON PLAZA PROJECT: The Board reviewed a recommendation from Provident
Engineering to award a bid for the Hudson Plaza Project. The bid opening for this project was
held on September 21. The bid results were provided. The Board was in favor of accepting this
recommendation. Mayor Wray requested that this item be on the next Board meeting agenda.
BEEKMAN AVENUE SIDEWALK PROJECT: Mr. Giaccio said that he is waiting for a
recommendation from WSP Engineering regarding awarding a bid for the Beekman Avenue
Sidewalk Project. The bid opening for this project was held on September 28. Mr. Giaccio
expects to receive a recommendation by the end of the week. The Board is not meeting again
until September 15 and so the recommendation will be sent to the Board by e-mail. Mayor Wray
requested that this item be on the next Board meeting agenda if the Board accepts the
recommendation.

�DEVRIES PARK SURVEY: Discussion on the Devries Park survey was tabled.
SPECIAL SESSION
On a motion made by Trustee Leavy and seconded by Trustee Scaglione, the Board moved to
special session.
Motion was made by Trustee Leavy, Seconded by Trustee Scaglione to approve a resolution
related to the LOSAP program for volunteer fire fighters. Motion passed 7-0.
Motion was made by Trustee Gebler, Seconded by Trustee Gonzalez to approve a resolution
related to the LOSAP program for volunteer ambulance corps members. Motion passed 7-0.
There will be a public informational meeting on the LOSAP program on September 15,2020 at
7:00pm at Sleepy Hollow Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York 10591
On a motion made by Trustee Scaglione, seconded by Trustee Gebler and carried unanimously,
the Board came out of special session.
EXECUTIVE SESSION
On a motion made by Trustee Gonzalez and seconded by Deputy Mayor Rosenbloom, the Board
moved to executive session to discuss a personnel matter.
On a motion made by Trustee Gebler, seconded by Trustee Leavy and carried unanimously the
Board came out of executive session.
At 8:15 the work session was adjourned.
