Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom (Via Zoom) Sam Gonzalez (Via Zoom) Denise Scaglione Racheile Gebler Sandra Spiro John Leavy ^ in at 7:20pm Also Present: Anthony Giaccio, Village Administrator Anthony Bueti, Police Chief Clinton Smith, Village Attorney Rich Gross, Public Works General Foreman Matt Arone, Recreation Superintendent At 7:02 p.m. Mayor Wray called the meeting to order with a pledge. Public Information Meeting: LOSAP Mayor Wray opened the meeting and stated the LOSAP informational Meeting will be presented by a Hometown Services representative. Robert Sagistano, Vice President, Hometown Firefighter and EMS Services explained in detail how the LOSAP program works. (Via Zoom) Trustee Gonzalez thanked the residents in advance to come out on a Saturday to vote for the LOSAP and for supporting this important initiative. He stated that it wili provide a modest retirement benefit to our deserving first responders who are all volunteers. It will also assist with retention and recruitment efforts of new firefighters and ambulance corps members going forward. Mayor Wray stated that the Board of Trustees strongly endorses this program. There were no further comments at this time. Warrant: Motion was made by Trustee Scaglione, seconded by Trustee Gebler to approve warrant and pay bills in the amount of $482,779.24/ Motion carried 6-0. Minutes: Motion was made by Trustee Gebler seconded by Trustee Scaglione to approve the minutes of the September 1, 2020. Motion carried 6-0. �Mayor's Announcements: Mayor Wray thanked Justice Andres Vadelspino for his 3 terms in office as Village Justice. Justice Vadelspino has relocated with his family. Mayor Wray stated that the following members of the Tree Committee, Environmental Advisory Council, Public Space Council and Planning Board have been chosen to be an eight member Ad Hoc Committee to develop strategies and improve local ecological resources, biodiversity and public health. A village wide inventory of trees found on public land and /or land under the control of the Village. A process in which public or private trees can be assessed for health and safety and removed where necessary, and a tree management plan for parks and streets. Once the public has reviewed and the Board of Trustees has amended if necessary, and adopted these tragedies, the village code will be updated legal counsel. On a motion by Trustee Scaglione, seconded by Trustee Gebler, the following members were appointed: Francois Rejeili, Shelley Robinson; David Avrin, Jessica Fox, Lynn Moffatt Wray, Marjorie Shu, Kristen Harries and Erin Carey. Motion carried. Eugene Arduino, addressed the Mayor and the Board of Trustees and thanked the Village Board, Matt Arone and the parks staff for up keeping the fields during the baseball season given the current Covid-19 circumstances. Diana Loja and Kersten Harries addressed the mayor and the Board, regarding the progress of the Community Riverwalk Mural. Artists and community input have gathered together to review designs and several different elements have been chosen. As of Thursday the project may start once the walls have been prepared. The project may take approximately 3 weeks. Volunteers are welcome to sign up and assist. Matt Arone, Recreation Superintended, addressed the Mayor and the Board of Trustees and reported on several projects and events. (See attached report) Fire Department Chief Tavano and First Assistant Chief Korzelius, addressed the Mayor and the Board and made several requests for equipment and gear for the upcoming capital budget. Mayor Wray stated that the Chambers of Commerce would like to request that the annual street fair take place in Sleepy Hollow. Discussion ensued. Mayor Wray opened the meeting to public and invoked the 5 minute rule. There were no comments at this time. �At 8:45pm, Mayor Wray requested to go into executive session to discuss personnel • IT,-, - t f l - f - j - t ..X-L matters. On a motion by Trustee Gebler, seconded by Trustee Scaglione, the Board moved into executive session to discuss personnel matters. Motion carried. At 9:05pm, on a motion by Trustee Gebler, seconded by Trustee Leavy the Board exited executive session. Motion carried. Resolutions: R1 - Award Bid for Beekman Avenue Sidewalk Project R2 - Approve Salary Adjustment for Non-Union Employees R3 - Approve Afterschool Staff New/Old Business: After further discussion Mayor Wray and the Board of Trustees agreed to not allow the Street Fair event this year, and Administrator Giaccio stated that the haunted hayride has also been cancelled, due to the current pandemic. Trustee Spiro asked to have further discussions regarding a future virtual holiday fair. Trustee Spiro stated that shell take another look at our website and its contents to facilitate navigation, and will take some recommendations into consideration. Trustee Gonzalez suggested that Zoom meetings should be improved for better sound and be available to the public. Discussion ensued. Mayor Wray opened the meeting to public and invoked the 5 minute rule. There were no comments at this time. At 9:25 pm, on a motion by Trustee Gebler, seconded by Trustee Leavy, the meeting was adjourned. �Village of Sleepy Hollow Recreation & Parks Department Capital Projects August 2020 Barnhardt Park Spray Pad project We are doing some repair patch work to the surface of the spray pad at Barnhardt Park this year, however the entire spay facility needs an overhaul. It's been 14 years since that area was installed. I am recommending a complete new electronic control board for the water, an entire new rubberized surface and new water features. Estimated costs: A quote for $6,000 was received from Palotta for the new sprinkler control board. A quote for $70,000 was received from Playground Medic to do a complete removal and new install of the rubberized surfacing.
