Present: Mayor Kenneth G. Wray Glenn Rosenbloom (via Zoom) Rachelle Gebler Sam Gonzalez (via Zoom) John Leavy Denise Seaglione Sandra Spiro Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Ellen Marshall Scholle, resident of Kendal Way; Carol Friedman, 81yo, beloved mother of our Recreation Supervisor Robin Pell; Julio Montero, 75yo, former Sleepy Hollow resident; and Luis Matos, 53yo, of Georgia and former SH resident, retired Master Sergeant in the US Air Force. Our thoughts are with their family and friends. Approval of Warrants On a motion made by Trustee Seaglione, seconded by Trustee Gebler the warrant was approved and Treasurer DiGiacomo was authorized to pay bills in the amount of $721,000.51. Approval of Minutes On a motion made by Trustee Gebler, seconded by Trustee Seaglione, the minutes of September 22, 2020 were approved. Motion carried. Mmi^AllllflUDfifimgDit Mayor Wray reminded residents to vote this Saturday, October 3, 2020 at Village Hall from 9 am - 6 pm, for the proposed LOSAP (Length of Service Award Program) for the Volunteer Fire Department and Volunteer Ambulance Corp. Mayor Wray reminded residents this isfireprevention month. Please check the batteries in your smoke and carbon monoxide detectors. �Mayor Wray announced that gas powered leaf blowers have been banned in the Village due to COVID-19 concerns but this is the time when by Village Code allows gaspowered leaf blowers to be used starting October 1st - May 28, 2021. The Mayor asked the Board to consider lifting the ban and returning to the usual schedule. Mayor Wray announced to residents that the 2020 Census has been extended until the end of October. He encouraged residents to please complete their census and thanked all who have. Department Head Reports Sean McCarthy, Building Inspector, addressed the Mayor and Board of Trustees (see attached report). Public Comments Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Cheryl Cappello, of Continental Street, addressed the Mayor and the Board of Trustees and expressed concerns and issues with fire pits in the Village. Due to closeness of the homes in her neighborhood she has safety concerns about open fire pits and requested that the Board consider adding restrictions for neighborhoods that have close proximity to their neighbors or that a building permit be required for a fire pit. Building Inspector, Sean McCarthy addressed the mayor and the Board and reiterated the NYS Law for fire pits. Resolutions (see attached) R1 - Accepting Contribution of Margaret Horan Statue and Maintenance Funds R2 - Awarding Bid for Cortlandt Street Sewer Project Mew Business Mayor Wray discussed the fire pit issues and concerns that were raised earlier. Discussion ensued. Mayor suggested that the Board look at the Village Code and NYS Law regarding fire pits for further discussion and consideration at a future work session. Trustee Leavy raised concerns of speeding on Beekman Avenue from local business owners and residents. Trustee Leavy offered to work with Chief Bueti and Administrator Giaccio on options to help resolve this issue. Given that there are lines now painted over potholes and broken o a v e m e n t T r n LP during work on the gas lines, I would have assumed paving would have been full before any lines added Now that a decision has been made to paint parking lines on broken up pavement, we officially look like a NY City street which is disappointing and unfortunate. In addition, the location of the lines painted in front of my hous (117 New ' Broadway), do not necessarily fit two cars and abut right up on the neighbors driveway, which is unfair to them Can you please let me know why the decision was made to only partially pave the Webber Park neighborhood and then to pamt lines without any notification? I am writing to follow up on the question of what is being done to comply with the Governor's order to review current community safety programs and provisions, to gather community input, and to prepare a plan for improvements, including plans to address any inequities related to race. (Please note, I strategically do not name this a review of policing, but rather community safety, which is a more comprehensive term and not divisive; this is a goal I believe everyone in the community can get behind.) At your work session on June 12th, the Mayor laid out a proposed timeline for different phases, designed to meet the Governor's deadline of April 1st to submit a plan. The first phase was to be a review of current policing policies and procedures, to be completed before setting up a Stakeholder Group to seek public input. Chief Buetti has reported to the BOT a couple l �of times since then, including mentioning new programs the Police Dept is considering. But I am not aware of any report that has been issued on the results of that review. Has the Police Dept review of current Policies and Procedures been completed? And if so, is there a copy of that report that is available to the public? Meanwhile, in the recent Village newsletter, I find the following:"... members of the {Police} department, the Mayor and Village Trustees have been conducting a series of community meetings and outreach to establish any areas of concern." It was my understanding that these small group meetings would be set up following the appointment of a broadly based Stakeholder Group, to ensure that everyone who had concerns about the current policing and justice systems in the Village would have a chance to express those concerns in a moderated small group setting. Have I missed something? This does not feel like the open, transparent process I thought had been promised as we move forward on this important issue. I have not yet been able to find the agenda for this evening's BOT meeting on the website, but hope one of the agenda items will be to provide a more substantive update on this topic, including information on how members of the public can obtain copies of current policing Policies, the report on the review of those policies that has been conducted over the last few months and any other information that would be relevant as we move forward. I'm also hoping that you will be providing a zoom link for tonight's meeting, so that people like myself can offer public comments at the appropriate time. I am wondering if any details of the project for Statue Island are available. Are there resident committees involved in determining how this grant money should be used? If so may I have their contact information? I am concerned about the southern end of Old Broadway traffic signal conflicts with Route 9 and Pocantico street, oncoming and crossover vehicle traffic conditions. Crosswalk issues exist at this intersection lacking pedestrian walk don't walk signals etc. Entering Old Broadway going North should only be aflowed after a full stop at a red signal light. Vehicles should only be allowed to proceed North on Old Broadway with a green arrow synchronized so that no traffic enters across Broadway from Pocantico St. I don't want to lose this opportunity to correct this situation for the safety of the homeowners, residents and tourists. My wife and family have lived in this area for a long time and are burdened by these safety deficiencies daily. The village has done an outstanding job of communicating critical information and managing the many challenges that Covid-19 has brought our way. My family and I especially appreciate your willingness to work with local businesses to help us overcome and survive this unprecedneted obstacle. It's a pleasure and honor to serve our community and provide those from outside the area a destination within the Sleepy Hollow experience. Thanks for all you do! I know you folks have a lot on your plate but I wanted to bring to your attention a potentially dangerous and deadly situation that has been developing below Clinton St, on Beekman Ave. As grateful as we are for the improved sidewalks, crosswalks and re-organization of traffic patterns, we are becoming increasingly alarmed by the rate of speed and reckless driving observed as vehicles approach the straightaway from Clinton to the new roundabout. We are also becoming increasingly concerned about the complete disregard drivers have for the residential corridor of Hudson St. We place the blame for this reckless behavior squarely on those driving the autos and fully understand that the SHPD cannot be everywhere all the time. SHPD regularly patrols the neighborhood and provides an affective deterrent when there, but when there isn't a police presence, drivers are seemingly oblivious to their surroundings. I don't mean to come off as an alarmist but I'm certain that it's just a matter of time before something horrific occurs. Most disturbing is the fact that those operating vehicles are completely unfazed by the increased number of families, tourists, bicyclists, seniors and our staffers that are out and about, enjoying all our village has to offer. Cars do not yield for pedestrians in crosswalks, drivers accelerate once passed Clinton, take the corner of Beekman and Hudson at high rates of speed and willfully "gun it" down Hudson, with disregard for the many children and seniors that reside there. We have witnessed dozens of near tragedies in the passed few months and fear that's it's only a matter of time before something horrible happens as a result of this selfish and dangerous conduct. I know this has become an issue in other points of the inner-village and we are aware that the village is working l �tirelessly to improve these conditions and insure that Sleepy Hollow is safe for pedestrians and drivers that are just trying to get around, safely.
