Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom (Via Zoom) Rachelle Gebler Sam Gonzalez (Via Zoom) John Leavy Sandra Spiro, Denise Scaglione, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Sara DiGiacomo, Treasurer Sean McCarthy, Building Inspector Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Approval of Warrant; On a motion by Trustee Scaglione, seconded by Trustee Leavy the warrant of $796,121.59 was approved and the Treasurer was authorized to process bills in this amount. Motion carried. Approval of Minutes; On a motion by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom the minutes of August 25, 2020 were approved. Mayor Wray abstained. Motion carried. On a motion by Trustee Scaglione, seconded by Trustee Leavy, the minute of September 29, 2020 were approved. Motion carried. On a motion by Trustee Scaglione, seconded by Trustee Leavy the minutes of October 6, 2020 were approved. Motion carried. On a motion by Trustee Scaglione, seconded by Trustee Spiro, the minutes of October 13, were approved. Motion carried. On a motion by Trustee Scaglione, seconded by Trustee Gonzalez, the minutes of October 20, 2020 were approved. Motion carried. �Mayor's Announcements; Mayor Wray asked everyone to be safe this Halloween during trick or treating and giving out candy is at one's discretion. There is a 9:00pm curfew for those under the age of 18 years old. Mayor Wray made several appointments to Environmental Advisory Committee; Karen Smith-Vustola, a new member, and named Jessica Fox and Dave Avrin as Co-Chairs. On a motion by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom these appointments were approved. Motion carried. Mayor Wray reminded everyone to vote next week, November 3rd, and asked residents to contact the Village Clerk if needed for information on polling places, at 366-5106. First Assistant Fire Chief Korzelius and Ambulance Chief Martello presented the Mayor and Board of Trustees with sweat shirts as a thank you for their support for the volunteers. Department Heads Report: Mayor Wray introduced Lynn Moffat Wray, Chair of the Public Space Advisory Council. Mrs. Moffat Wray discussed the current projects the council is engaged in. (See attached report) Matt Arone, Recreation Superintendent addressed the Mayor and the Board of Trustees and reported on recent programs, upcoming events and other programs. (See attached report) Police Chief Bueti, addressed the Mayor and the Board of Trustees and reported on the upcoming Halloween trick or treating. Chief Bueti suggested that everyone practice social distance and stated that there will be DWI safety check points the night of Halloween, and Chief suggested that no one should drink and drive. Chief Bueti stated that there's a new program for domestic violence calls which is being put into effect by the Officers. Chief Bueti reported on a speed analysis and data recently done at the bottom of Beekman Avenue. Numerous violations were observed. Trustee Leavy thanked Chief Bueti and Chief Barbelet for taking on this assignment. Discussion ensued. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time. �Resolutions: (see attached) Mr. Giaccio, Administrator stated that Cashin Associates have been hired to update the Village's Hazard Mitigation Plan which will make the Village eligible for a FEMA grant to repair the bulk head at Horan's Landing and to build a new public works garage. Discussion ensued. New Business/Old Business: The Village Clerk reminded everyone that Tuesday November 3rd, the Department of Public Works will be closed and all sanitation routes will be picked up on Monday instead. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Cheryl Cappello of Continental Street addressed the Mayor and the Board of Trustees and asked if her previous complaint regarding fire pits had been addressed. Mayor stated it has been discussed and that the existing regulations will continue to be enforced. Trustee Leavy stated that anyone being careless, hazardous with a fire pit should be reported to 911. There were no further comments at this time. At 8:08 p.m. on a motion by Paula A. McCarthy Tompkins Village Clerk Leavy seconded by Trustee Spiro the meeting was ��October 27,2020 Sleepy Hollow BOT meeting Recreation Department Report Recent programs We snuck in an additional "Party in the Park" at Horan's Landing back on September 17th. "Funk and Disorderly" was the band and we had a good crowd, but everybody was safe and practiced social distancing. We are looking forward to continuing these events again next summer. A pumpkin decorating event was held on Saturday, October 17th at Kingsland Point Park. We had close to 100 participants attended during different time slot to help social distancing. Masks were mandatory. We also allowed the families to ride in the back of the trailers for hayrides. Our SUP Yoga instructor ran a Halloween costume paddle at Horan's Landing on Saturday, October 17th. 15 participants participated in costume on the Hudson River and we hope to make this an annual event. A drive in movie event was held at Kingsland Point Park on Friday, October 23rd. Over 65 cars pulled into the park to enjoy a Halloween movie. The weather was perfect and we received many compliments. Our police and parks staff was very helpful and deserve to be thanked for their assistance. Our ambulance corp. was also on hand in case of emergency. Upcoming events On Saturday the 31st, we will be holding some small Halloween activities at Kingsland Point Park for our local residents. At 11am we will do some arts and crafts and more pumpkin decorating at the pavilion. At 1pm we will have Halloween pictures and pony rides at the KD Pavilion. At 3pm-5pm we will have Truck or Treat on the lawn. All kids should come in costume. Social distancing restrictions will apply and protective masks need to be worn. Senior Citizens: -The seniors have been venturing back in the building in small numbers over the past few weeks. Social distancing and masks must be worn. They met as a group and had lunch on Monday, October 19th and have attempted to have some small BINGO games on Tuesdays. Many of the seniors are still hesitant to come inside still. --Walking group has resumed on Fridays at 8:30am. --Outdoor exercise classes are held at Kingsland Monday and Wednesday mornings. We will start bringing them inside the senior center building in small numbers now that the weather is getting colder. --Senior Yoga class instructed by GymGuyz is on Thursday mornings at 9am-10am . They also will be moved inside in small groups as the weather changes. --We organized a "take home" ceramics class on Thursday, October 22nd. Instead of holding the class inside our senior building, we ordered the ceramic kits and the seniors were able to take them home to create their projects and we will bring them all back to the ceramics center to the can be glazed and firefinished. �Lunch meals delivery program has never stopped and is still going on. We also can still help seniors with grocery shopping during the week. The after school program We are running the after school program as long as the school district continues to run the hybrid schedule in some form. Currently, we only have 15 children enrolled (as opposed to are usual 40 +). My staff and I have worked very hard to make many changes and set up protocols to ensure safety and thus far, we have been successful. The families that have chosen to enroll are very happy with the program. I have had to limit staff hours simply because we do not need as many workers or hours because of our low number of participants. There has been many last minute schedule changes with the school over the past few weeks and we have been able to stay open, however if the school system shuts down and goes back to full-remote like they did in March, we would most likely follow suit and cancel or postpone. Parks Items: Our parks are all open and most every amenity is available. We still have our bathrooms closed, however we have portable bathrooms in each park. Our basketball courts also are still closed because basketball is considered a high-risk sport still here in NY State and it would be impossible to safely monitor them. We currently still are not renting any of the pavilions in the park for parties. Fall youth baseball was played at Devries. We allowed this because the summer program was run safely and successfully. We currently are still not allowing adult groups to use the fields for softball games. We are allowing the SHFC (soccer) to practice at Devries during the weeknights now that baseball is over. Other park items: -The Devries Park pavilion has had the lights fixed so it can be used by groups at night if necessary. Our local Boy Scouts have been requesting that use. -- Playground Medic has been in numerous times over the past few weeks to repair the rubberized surface at the Barnhardt playground and spray park. -Progress is being made with a new propane company to connect a tank to the heating units at the platform tennis courts. Anthony Giaccio, Rich Gross and I met recently with the company's representative to map out all the plans. We plan on having heat by the winter. --A new maintenance gate was installed next to the Quonset hut at Barnhardt Park to protect the propane tank and to prevent people from getting behind the building. -I purchased a replacement playground piece for Barnhardt Park because one of the old units was broken. We will have it installed this week. -New trees were planted at Barnhardt Park last week. Thanks to the parks staff and some of the DPW workers for their hard work. Also thanks to the tree committee members for their input. -Tom Lewis of Trillium Invasive Species Management to control some of the invasive species in southern DeVries Park. They have been at the park in recent weeks. -We have five private organizations that are using our parks for classes or activities (exercise, dance, etc). We have been able to rent some time/space at the park for these groups and they have been very thankful. We might have some more groups join us next month. -Involved in park improvement projects at Barnhardt and Devries. �Miscellaneous The school district's athletic study committee meetings continued this month. They are run by the new athletic director at the high school. I attended the meeting via Google Meet on Wednesday, October 21st. A window in the senior citizen bus was broken last month overnight in the parking lot. We are not sure who did it or how it was broken. The bus was able to continue to stay on the road and we purchased a replacement window and had it installed. Since we are discouraging people from coming to the rec offices at this time, residents should create their own Community Pass account so they can register for rec programs on-line. This is done by going to the general registration page, https://register.communitvpass.net and then type in the name of our organization which is Village of Sleepy Hollow, NY. Once your account is created, you will receive an e-mail that contains your log in information. If you have any questions, call the recreation department at 366-5109. ��Before discussing the Public Space Council, I wanted to extend congratulations to the three Sleepy Hollow women who envisioned, organized and constructed the community mural last month: Kersten Harries, Diana Loja and Erin Carney. It is no small feat what they accomplished, to co-ordinate the work with so many volunteers and artists to create a singular community statement on a scale that is new to the Village. The Public Space Council is currently engaged in a number of projects. In no particular order: 1. Edge on Hudson Riverwalk — Phase One of Three was approved by the Planning Board last week. We are working with Edge and landscapers Nelson Byrd Woltz to define the program for the "interpretive center" in Phase 2. As an aside, we were not asked to consider the programming for the piers in Phase One. 2. Traffic Island on Route 9 at HHV and Old Dutch Church — the Council recommended to the Board that Margie Ruddick Landscape be retained. We are meeting with Margie and her team on Friday to look at her latest drawings. Urban Strategies is setting up a meeting with the Director of the Mid-Hudson Regional DoT and various DoT officials in Albany to meet with Margie and the Mayor to discuss her plans. 3. Devries Park/Pocantico River Restoration — Margie Ruddick will be showing the Council her current drawings on Friday. I believe that the removal of invasive species is about to begin. A guiding principle to Margie's work in restoration of compromised and degraded sites is community engagement and stewardship and the Council will be assisting her in that effort. The Council had a positive conversation with the Chair of the Sleepy High School Science Department and we will be contacting various organizations with the help ��of Diana Loja as we move forward. Margie herself is reaching out to her peers at Scenic Hudson and Riverkeeper among others. 4. A number of council members are working with the Planning Board, SHEAC and the Tree Committee to send to the Board of Trustees recommendations for updating and streamlining the process for street tree planting and maintenance, and for trees sited in public parks. Although outside of the Public Space Council jurisdiction, trees located on private property will also be a part of those recommendations.
