At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a
moment of silence for Jimmy Kilpatrick, 82 years old of Sleepy HoHow, SaH Vaughn 77
years old of Sleepy Hollow, Rodrigo Veliz, 45 years old of Sleepy Hollow, and
Debbie Calabro, 55 years old of Peekskill, beloved wife of Dan Calabro and loving
mother of Kevin Calabro of our Public Works Department. Our thoughts are with the
Public Hearing: 15-minute parking space request
Mayor Wray opened the meeting to the public and invoked the 3-minute rule.
The Village Clerk read the announcement aloud for the record.
There were no comments at this time.
On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the meeting
was adjourned for written comments until November 17, 2020.
Approval of Warrant
On a motion made by Trustee Gebler, seconded by Trustee Scaglione the warrant was
approved and Treasurer DiGiacomo was authorized to pay bills in the amount of
$1,973,220.10. Motion carried.
Mayor's Announcement
Mayor Wray stated there was a public hearing on the hazard mitigation plan earlier
today, a copy of it is posted on the Village's website. Written comments and emails will
be accepted until November 24, email to AGiaccio@sleepvhollowny.org

Mayor Wray stated that tomorrow, November 11th is Veterans Day, and it is a holiday

Old Business
Trustee Spiro asked the Board members to submit comments regarding the downtown
zoning, now that BFJ Consulting Firm has been retained. Trustee Spiro and Anthony
Giaccio met with the Planning Chair, and will meet with the Building Inspector to
discuss the zoning process.

Village Clerk stated that an email was received from Bhavya Reddy. (See attached)

In the .10/27 recording (at 1:01:50), it seems like the village may have skipped over sharing
communications received from residents and went right to announcements If that was the case
please note this omission in the upcoming meeting and read out what public comments were
r e e l e d over email prior to the 10/27 meeting, including my below request for aecess to cal
in public comments over Zoom and notes from any other residents
In the 9/29 minutes, it says "Clerk McCarthy stated receiving communications from the
following: Chris Mayceak, Anthony Landi, Anne White, Alberto De Carvalho, Tina Costantino
and Oscar Rodriguez. (See attached)." However, neither of the link, far 0/7,9 on the minutes n ^ e
includes the public communications that were supposed to be attached. Please update those
minutes with the attachments for communications.
Please use the correct spelling of my name in the 8/25 minutes, the proper pronunciation at
meetings, and in communications with me.
