Present: Mayor Kenneth G. Wray Glenn Rosenbloom (via Zoom) Rachelle Gebler Sam Gonzalez (via Zoom) John Leavy Denise Scaglione Sandra Spiro Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel At 7:05 p.m., Mayor Wray called the meeting to order with a pledge to the flag. Mayor Wray announced, "Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's meeting, and a transcript will be provided later. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " Approval of Warrants On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler the warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $594,258.48 Approval of Minutes On a motion made by Trustee Scaglione, seconded by Trustee Gonzalez, the minutes of September 15, 2020, were approved. Motion carried. On a motion made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom, the minutes of October 27, 2020, were approved. Motion carried. �On a motion made by Trustee Gebler, seconded by Trustee Gonzalez, the minutes of November 3, 2020, were approved. Motion carried. On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Gebler, the minutes of November 10, 2020, were approved. Motion carried. On a motion made by Trustee Scaglione, seconded by Trustee Spiro, the minutes of November 17, 2020, were approved. Motion carried. Mavorfs Announcement Mayor Wray stated that the Village is now in a "yellow zone" due to Covid-19 numbers going back up as of last week. Mayor Wray asked that everyone practice social distance, wear masks and avoid large gatherings to prevent future consequences. Mayor Wray appointed Katherine M. Baldwin of Sleepy Hollow, to the position of Village Justice to finish out Justice Valdespino's term, which ends in March of 2021; and takes effect the first Monday of April 2021. In addition, Mayor Wray would like to make two appointments to the Zoning Board. Department Head Reports Matt Arone, Recreation Superintendent - reported on numerous events (see attached) Diana Loja, Community Liaison, addressed the Mayor and the Board of Trustees, and stated that our census numbers were 68.5%, which was slightly lower than 2010. She thanked everyone who participated in assisting with this task, including Char Wiegel. Diana also thanked numerous people for helping and supporting the mural project. Kersten Harries of Sleepy Hollow addressed the Mayor and the Board of Trustees and thanked them for their support on the Community Mural project. She also thanked everyone involved, which was over 260 people, including those who donated paint. Mrs. Harries described the time line of the project and how it developed over a short period of time with everyone's assistance. Mayor Wray thanked Kersten Harries and Diana Loja for all the work and dedication they put into this community mural project. Diana Loja stated she continues to work with the members of the community regarding police reform, Covid-19 assistance, and food distributions. �Sean McCarthy, Building Inspector addressed the Mayor and the Board of Trustees and reported on recent projects and variances. Angela Martello, Ambulance Chief, addressed the Mayor and the Board of Trustees and reported on recent multiple calls and thanked all the volunteers for their assistance in covering all these calls. The SHVAC has responded to 781 calls to date, compared to last year, which had 762 calls. The County Executive and Senator Harckam donated a disinfected fogging machine for the Corps, which has been put to use. The junior Corps, has been reactivated and five volunteers have joined. More are welcomed. Public Comments Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White, of Kendal on Hudson, addressed the Mayor and the Board of Trustees and thanked the Mayor for urging the residents to stay safe and follow Covid-19 precautions. Mrs. White stated she is interested in participating in the police reform process and restorive justice. She has been advocating for it with the County's District Attorney's office. She also stated she is concern the traffic stops in Sleepy Hollow and Tarrytown are too high compared to its population, she stated there is evidence that if people cannot afford to pay these tickets they will lose their driver's license, which they need for their lively hood. She urged the Village to look into this matter. Dan Convissor of Maple Street addressed the Mayor and the Board of Trustees and thanked them for supporting the Rt.9 active transportation plan, and looks forward to working with the Administration and Board to making a solid plan. Mayor stated that you may donate to the Veterans Association by going to/dropping off at the American Legion at 27 Legion Drive in Valhalla, every Monday from 9:00am to noon; and Veterans' may pick up food goods but must have ID. Baldwin to Village Justice, to complete an unexpired vacant term until the beginning of next term, which is the first Monday in April, 2021. Motion carried. On a motion by Trustee Gonzalez, seconded by Trustee Leavy, Mayor Wray appointed Sandra Tripp to the Zoning Board, to fill an unexpired, vacant term. Motion carried. Old Business: Trustee Leavy stated the traffic study on lower Beekman is continuing, a second study was recently done and it showed less people, no obstructions on the road, and results may be different from the first one. Trustee Leavy will report back when results are in. Communications Village Clerk received a letter from Pat Munroe which was distributed to the Board of Trustees. She stated that the 2021 Village Calendars will soon be in the mail. Public Comments Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Kersten Harries, addressed the Mayor and the Board of Trustees and thanked them for all the work being done with the comprehensive plan, and encouraged the Board to implement some of the items revised, such as complete streets. McCarthy TompKins Vi lage Clerk �November 24, 2020 Sleepy Hollow BOT meeting Recreation Department Report Recent programs On Saturday, October 31st, we held three Halloween activities at Kingsland Point Park for our local residents. At 11am we held an arts and crafts and pumpkin decorating event at the pavilion. At 1pm we had Halloween pictures and pony rides at the KD Pavilion. Finally, at 3pm-5pm we had Truck or Treat on the lawn. All three events were well attended, however due to our social distancing restrictions we spread out the groups and kept everybody at safe distances. We also held a Halloween house decorating contest with various categories and prizes. Congratulations to the Munroe family of Webber Park, the Sedor family of Hunter Ave. and the Ruiz, Dean and Garrett families of Amos Street for participating and winning. Thanks to all of those businesses who donated prizes. Upcoming events We will not be running the annual tree lighting, cookies with Santa and horse drawn carriage rides this year, however we will still be able to sponsor "Letters to Santa" and are planning a holiday house decorating contest similar to our Halloween event. W e also will host a "virtual" holiday event at 5pm on Saturday, December 19th where residents will be able to celebrate the holidays here in Sleepy Hollow from home. Music, pictures and special holiday messages will be able to be viewed by logging on RooneyTunes Radio, https://streamfr.ee/rooneytunes W e will be holding another drive-in movie event on Saturday, December 5 th at Kingsland Point Park. The movie title is " E l f and we will be charging $10.00 per car for this event. The movie is scheduled to start at 5:15pm. Jimmy's Softserve will be on hand for hot beverages and popcorn sales. You must pre-register for this event on Community Pass. No paying at the park the night of. Spaces are limited. Senior Citizens: Senior citizen activities have dealt with some cancelations lately. We did not hold Bingo last Tuesday and only a few people were interested in attending the scheduled meeting last week. The holiday celebratory lunches also will not be held this December. --Walking group has resumed on Fridays at 8:30am. - T h e exercise classes that we held at Kingsland Monday and Wednesday mornings over the summer and fall have slowly moved back inside in small numbers of participants. We won't bring more than 10 seniors inside for these classes. --Senior Yoga class instructed by GymGuyz is on Thursday mornings at 9am-10am . They also will be moved inside in small groups as the weather changes. ��- W e organized a "take home" ceramics class on Wednesday, November 18th. Instead of holding the class inside our senior building, we ordered the ceramic kits and the seniors were able to take them home to create their projects and we will bring them all back to the ceramics center to the can be glazed and firefinished. Lunch meals delivery program has never stopped and is still going on. W e also can still help seniors with grocery shopping during the week. The after school proeram The after school program is still running in November, however we did hit a snag two weeks ago as one of our participants did test positive for COVID. We followed protocols with the county health department, the program was closed last week and all staff and participants were contacted by "tracers" and toid to quarantine until this week. We are back in operation, however decisions are being made this week how to proceed for December. Just a reminder we only have 15 kids this year as opposed to the normal numbers. Parks Items: -Progress is being made with a new propane company to connect a tank to the heating units at the platform tennis courts. DPW dug the required trenches this week so we can run the piping underground to bring the propane to the courts. I'll keep everybody updated on the progress. - A new playground piece for Barnhardt Park was installed last week to replace an old broken unit. Miscellaneous Two vehicles that were previously approved in capital budgets were purchased in the past two weeks. These vehicles are a new pick-up truck for the parks department and a new SUV for the recreation department to replace the old meals delivery truck. Since we are discouraging people from coming to the rec offices at this time, residents should create their own Community Pass account so they can register for rec programs on-line.
