Present: Mayor Kenneth G. Wray Glenn Rosenbloom Rachelle Gebler Sam Gonzalez John Leavy Denise Scaglione Absent: Sandra Spiro Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Clinton Smith, Village Counsel "Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided later. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " At 8:06 p.m., Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence was held for Kathleen Anne LeVache, 90 year old of 1010 Kendal Way, Gordon V. Boudreau, 91year old of 1010 Kendal Way, Regina Ciriello, 82 year old of 1010 Kendal Way, Nicolita Radoescu, 98 year oold of 1010 Kendal Way and Maria Adelina Pastilha, 89 year old of Gordon Avenue and a longtime resident of Sleepy Hollow. Our thoughts and prayers and with their families and friends at this time. Public Meeting: Hazard Mitigation Plan: Consultant Ellen Feldman, of Cashin Associates, addressed the Mayor and the Board of Trustees and stated they prepared the 2014 and they prepared the current Hazard Mitigation plan. A review was done to see what is feasible or not and what needs to be done and looked what, in terms of emergency plans. The Village will have to adopt the plan, then the NYS Emergency Management and FEMA will have to approve it. There were no comments from the public at this time. Administrator Giaccio stated a committee meeting was held with all the department heads and all those involved, including community leaders, Phelps Hospital, the Chamber of Commerce, the Public Schools and Emergency Services. �Mayor Wray announced email or written comments would be accepted until December 11th from the public with suggestions. Approval of Warrants On a motion made by Trustee Gebler, seconded by Trustee Scaglione, the warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $208,093.05 Motion carried. Approval of Minutes On a motion made by Trustee Scaglione, seconded by Deputy Mayor Rosenbloom, the minutes of December 1, 2020 were approved. Motion carried. Mayor's Announcement Mayor Wray thanked Jay Sampaio of Peop/eHe/pingPeop/e NY for cooking and delivering over 1300 meals to local residents in Sleepy Hollow, Tarrytown and Ossining. Mayor Wray also announced that the SHPBA is continuing their Annual Toy Drive on December 21st 2-4 pm at the firehouse by Village Hall. They are currently accepting unwrapped toys at Village Hall. They are also adopting families this year. More information is available on the Village website or email: sleeDvhollowpba@amail.com. Administrator s Report Administrator Giaccio reported (see attached report). Department Head Report Police Chief Bueti reported on multiple items. A meeting with different groups in our community to put together informational training for residents and also for our Police Officers, regarding high-risk cases of domestic abuse victims will be schedule soon. There is approximately 83 active cases of covid-19 in our Village as of today. The Governor's Office has sent information to all municipalities regarding the covid-19 vaccine and who would be eligible to be priority. The Westchester County Government recently sent us hand sanitizer and masks. It will be distributed to houses of worship and local businesses. The Police Advisory Youth Committee will continue to meet. The PD and PBA are doing a toy drive; donations may be dropped off at Village Hall. New vehicles and a new radio system has been purchased and will be in use soon. �A traffic survey was done on New Broadway, Maple St., the average speed was 19 miles per hour, and less than 1% was over the speed limit. Another study will be done soon closest to the traffic light. Another traffic study was done on lower Beekman Ave for the second time and it showed that speeding in that area did slow down with a traffic-calming device in place. Trustee Gonzalez stated that local associations might want to be involved with the police reform committee. Chief Bueti agreed and will be reaching out to the community. Public Comments Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White of Kendal Way, addressed the Mayor and the Board of Trustees and stated she would like to know the data status of policing in Sleepy Hollow. She asked about the difference between the Police Reform Committee and the Police Advisory Committee. Mrs. White also stated that she is interested in "an evaluation of traffic stops and the percentage of people of color as compared to Caucasians"; she asked about diversion programs for the village, which she supports and would like to be involved in it. There were no further comments at this time. The Mayor explained the process in financing the new DPW garage and other infrastructure projects that the LDC is working on. The original ten million dollars will be refinanced and an additional twenty five million will be borrowed. The Village expects to pay for this in part with additional revenue from the Edge-on-Hudson project, through grants and through the sale of the old DPW garage.
