Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday
December 15, 2020 at 7:00 P.M. The meeting was broadcasted live. Residents could not attend
m person due to the Covid-19 pandemic. The Village Board participated by video.
Present:

Mayor Wray called the work session to order at 7:00 p.m. and read the following statement:
"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided at a later date. I
have also confirmed with our Village clerk that this meeting has been duly noticed by posting a
notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the
Journal News and the Hudson Independent newspapers, posting a copy on the Village's website,
and listing it on the Village's Facebookpage "
DPW STUDY PRESENTATION: Ben Syden of The Laberge Group made a presentation on a
proposed public works study. The presentation was previously submitted to the Village Board.
The proposed study will analyze various aspects of the public works department including
organizational structure, budgeting, shared service opportunities, risk management, technology,
sustainability and the future needs of the department. The Board had several questions.
Discussion ensued. This was the third DPW Study presentation made to the Village Board.
Mayor Wray said that a committee of the Village Board will work on deciding which consultant
to use for this project. Trustee Spiro and Deputy Mayor Rosenbloom volunteered to be on this
committee.

�SNOW AND ICE AGREEMENT: The Board reviewed a draft snow and ice agreement with
the State of New York. The agreement will enable the Village to get reimbursed from the State
tor maintaining State roads during storm events. Mayor Wray said that a resolution approving
this agreement will be approved later in the evening during the Village Board meeting.
At 8:05 the work session was adjourned.
