The meeting was broadcasted live. Residents could not attend in person due to the Covid-19 pandemic. The Village Board participated by video. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Denise Scaglione (By Video) Rachelle Gebler (By Video) Sandra Spiro (By Video) Sam Gonzalez (By Video) John Leavy (By Video) Trustees Also Present: Anthony Giaccio, Village Administrator (By Video) Anthony Bueti, Police Chief (By Video) Mayor Wray called the work session to order at 7:00 p.m. and read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " FUNDRAISING REQUEST: Matthew Gullotta of Gullotta House addressed the Board. Mr. Gullotta requested permission to hold a fundraising event at Kingsland Point Park on February 13. The event is a Polar Bear Plunge that will raise funds to feed individuals effected by Covid 19. To date, Gullotta House has provided over 100,000 meals throughout Westchester. The Board was in favor of approving this request and thanked Mr, Gullotta for the work he is doing. REAL ESTATE FEASIBILITY STUDY: Urban Strategies gave a presentation on a recent real estate feasibility they recently completed. The study analyzed five Village-owned properties to ascertain the maximum potential value and use of each site and to make recommendation for the best use of each property. One of the recommendations made was to make a request to the State to eliminate the parkland designation where the current ambulance building sits. This is justified because new parkland will be created as part of the Sleepy Hollow Common project. The Board was amenable to this. The Board had additional questions. Discussion ensued. �NORTHEAST RECREATION AGREEMENT: The Board reviewed a draft inter-agency agreement with Northeast Recreation to provide therapeutic recreation services for Sleepy Hollow residents with special needs. This is a renewal agreement. Mayor Wray requested that this item be on the next Board meeting agenda. The Board thanked Northeast Recreation for the great work that they do. At 8:00 the work session was adjourned.
