                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
January 12, 2021 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

"Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order
Number 202J, dated March 13, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided later. I have also
confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on
the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal
News and the Hudson Independent newspapers, posting a copy on the Village's website, and
listing it on the Village's Facebookpage "

At 7:00 p.m., Mayor Wray called the meeting to order with a pledge to the flag and a
moment of silence was held for Manuel Rodrigo Nieves, 55 yo, Lawrence Ave
Juan Cintron, 43, of College Ave, Luisa Rodriguez, 69 yo, of College Ave, Edwin
Holmgren, 86 yo, of Kendal Way, Russell Johnston Melvin, 95 yo of Kendal Way
Dolly B Harte, 96 yo, of Kendal Way, Gretchen S. Berger, 91 yo of Kendal Way
Hugh Stewart Barbour, 99 yo Kenday Way, Alice Curi, 91yo, of North Broadway
Melania Vasquez, 64yo, of Hudson Street.
Our thoughts and prayers are with their families and friends at this time.
Approval of Warrants
On a motion made by Trustee Gebler, seconded by Trustee Scaglione, the warrant was
approved and Treasurer DiGiacomo was authorized to pay bills for $822,323.44.
Motion carried.
Approval of Minutes
On a motion made by Trustee Scaglione, seconded by Trustee Gonzalez, the minutes of
December 8th and December 15th, 2020 were approved. Trustee Spiro abstained from
the December 8th meeting minutes. Motion carried.

�Mayor's Announcement
Mayor Wray would like to appoint Thomas Chang to the Zoning Board of Appeals, to fill
the remainder of Tim Judge's term.
Mayor Wray thanked Tim Judge for his time and dedication to the Zoning Board of
Appeals and wished him well.
Mayor Wray gave an update of the LDC project. The fill project has been put on hold
because of a lack of clean fill. The project should start up again in March. The fill will
then be brought in for two more months and it will need to settle for an additional 6-8
months before construction can begin. The viaduct is being shored up; up and will be
removed later. The design of the DPW garage is being worked on.
The $35 million dollars funding has been secured for the viaduct removal, infrascture
improvements and DPW garage at the Sleepy Hollow Commons.
Covid-19 cases continue to rise in our community. Please continue to follow safety
precautions. Testing is being done weekly at St. Teresa's church on Beekman Avenue.

Department Head Report
The Village Clerk, Paula McCarthy reported on revenue for the Clerk's and Registrar's
Office.

The Recreation Superintendent, Matt Arone, reported on recent activities and upcoming
events. (See attached report)
Mayor Wray thanked Matt for his report and for all the recreation events.

Resolutions (see attached)
R1 - On a motion by Trustee Gebler, seconded by Trustee Scaglione, Mayor Wray's
appointment of Thomas Chang to the Zoning Board of Appeals, to fill the remainder of
Tim Judge's term was approved. Motion carried.
R2 - Approve Inter-Agency Agreement with Northeast Recreation
R3 - Approve Gulotta House Fundraising
R4 - Approve DPW Study

�Old Business/New Business
Mayor Wray stated a Police Reform Committee meeting will be meeting soon.
Communications;
Village Clerk stated that Mr. Chick Gallela was very thankful to the Mayor and the Board
of Trustees for his Birthday celebration.
Mayor Wray received a letter from Armando Gallela, the son of Chick Gallela, thanking
the Board and the staff for his Dad's Birthday celebration.

At 7:37 pm on motion by Trustee Leavy, seconded by Deputy Mayor Rosenbloom, the
meeting was adjourned.
