                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
January 19,2021 at 7:00 P.M. The meeting was broadcasted live. Residents could not attend in
person due to the Covid-19 pandemic. The Village Board participated by video.
Present:

Mayor Wray called the work session to order at 7:00 p.m. and read the following statement:
"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March IS, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided at a later date. I
have also confirmed with our Village clerk that this meeting has been duly noticed by posting a
notice on the Village's bulletin boards, posting a copy on the Village's website, and listing it on
the Village's Facebookpage "
Roll call was taken and the following Village Board members responded "present":

LOWER BEEKMAN TRAFFIC STUDY: Chief Bueti was asked to comment on a recent inhouse traffic study that was conducted on lower Beekman Avenue. Chief Bueti provided
statistics from the study and said that traffic calming devices should be installed. The matter was
also reviewed by members of the Village Board and Planning Board. The consensus is to install
two raised crosswalks, one at the corner of Hudson Street and one at the corner of Clinton Street.
The Board was in favor of either hiring an engineer or using the Village Architect to complete
construction drawings for this project. The work would be done in the spring. In the meantime,
a cone will be placed in the center of the street as a temporary traffic calming measure.

�NEW BROADWAY TRAFFIC STUDY: Chief Bueti was asked to comment on a recent inhouse traffic study that was conducted on New Broadway. Chief Bueti said that the conclusion
of the study was that people tend to speed up to catch the light. Chief Bueti recommended
making the traffic island at the south end of New Broadway larger. Cones will be placed at that
location to see if making the traffic island larger will help slow down traffic.
POLICE REFORM COLLABORATIVE: Mayor Wray gave an overview of the Police Reform
Collaborative process. Mayor Wray requested a special session later in the meeting to appoint
individuals to the Police Reform Collaborative.
BID WATER LINE REPAIR PROJECT: Mr. Giaccio informed the Board that the Village
Engineer has completed plans to repair a Village owned water line that runs through the
Rockefeller Preserve. Funds for this project were allocated in the 2020/2021 capital budget.
Mayor Wray requested that this item be on the next Board meeting agenda.
BID RESERVOIR REPAIR PROJECT: Mr. Giaccio informed the Board that the Village
Engineer has completed plans to repair the Village's reservoir located on the Rockefeller
Preserve property. Funds for this project were allocated in the 2020/2021 capital budget. Mayor
Wray requested that this item be on the next Board meeting agenda.
APPROVE TREE INVENTORY: The Board reviewed a proposal submitted by Arbor Pro to
conduct a tree survey for the Village. Funds for this project were allocated in the 2020/2021
capital budget. Mayor Wray requested that this item be on the next Board meeting agenda.
SPECIAL SESSION
On a motion made by Deputy Mayor Glenn Rosenbloom and seconded by Trustee Leavy, the
Board moved to special session. Motion passed 7-0.
Motion was made by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom confirming the
Mayor's appointment of members to the Police Reform Collaborative. Motion passed 7-0.
On a motion made by Trustee Gebler and seconded by Trustee Gonzalez and carried
unanimously the Board came out of special session.
At 7:33 the work session was adjourned.
