The meeting was broadcasted live. Residents could not attend in person due to the Covid-19 pandemic. The Village Board participated by video. The work session took place concurrently with a meeting of the Board of Assessment Review, convened for the purpose of reviewing applications for tax assessment reduction. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) John Leavy (By Video) Rachelle Gebler (By Video) Sandra Spiro (By Video) Sam Gonzalez (By Video) Trustees Denise Scaglione (Left Early) Also Present: Anthony Giaccio, Village Administrator (By Video) Anthony Bueti, Police Chief (By Video) Mayor Wray called the work session to order at 7:00 p.m. and read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session on the Village's television station and via ZOOM" Roll call was taken and the following Village Board members responded "present": 1) Deputy Mayor Glenn Rosenbloom 3) Sam Gonzalez 5) Sandra Spiro 2) John Leavy 4) Rachelle Gebler SNOW ZONES: There was a discussion about ways to improve snow removal. One recommendation is to create uniformed snow zones. Snow zones restrict parking to one side of the street so that Public Works can plow the other side of the street. Currently, snow zones are consistent with alternate side of the street parking, but this only works if snow is removed in a 24 hour period. This was not possible during the last snow storm. The Village received many complaints regarding this. The Police Chief and DPW Foreman believe that it would be simpler if every street had the same snow zone. Discussion ensued. �LOSAP POINTS SUMMARY: A summary of the LOSAP points earned by volunteers in 2020 was provided to the Board. Volunteers that reach 50 points per year qualify for benefits. The summary was noticed for the required 30 days and now it has to be certified by the Village Board. Fire Department secretary, Dana Tavano and Ambulance Chief, Angela Martello answered questions from the Board. The Board thanked all the volunteers for their service especially during this difficult year. Mayor Wray requested that this item be on the next Board meeting agenda. TUITION REIMBURSEMENT FOR POLICE CHIEF: The Board reviewed a request from the Police Chief to receive tuition reimbursement for criminal justice courses he recently completed at the University of New Haven. There are funds available in the police budget for this purpose if approved by the Village Board. The Board is in support of employees that further their education and so Mayor Wray requested that this item be on the next Board meeting agenda. TUITION REIMBURSEMENT FOR POLICE OFFICER: The Board reviewed a request from Police Officer, Kevin Moya to receive tuition reimbursement for public administration courses he recently completed at John Jay College. There are funds available in the police budget for this purpose if approved by the Village Board. Mayor Wray requested that this item be on the next Board meeting agenda. POLICE REFORM COLLABORATIVE FACILITATOR: Mayor Wray explained the need to retain a consultant to act as facilitator for the Police Reform Collaborative meetings. A proposal from Dr. Sophine Charles was provided to the Board. The Board was in favor of approving this proposal. Mayor Wray requested that this item be on the next Board meeting agenda. STORM WATER REPORT PROPOSAL: Mr. Giaccio explained why it is necessary to hire an engineer to prepare the annual storm water management report. A proposal from A1 Engineers was provided to the Board. The Board was in favor of approving this proposal. Mayor Wray requested that this item be on the next Board meeting agenda. At 7:56p.m., the work session was adjourned. At 8:00 p.m., on a motion made by Deputy Mayor Rosenbloom and seconded by Trustee Gebler and carried unanimously, the meeting of the Board of Assessment Review was adjourned.
