                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
February 23, 2021 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open
Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance
with the Executive Order, the public has been provided with the ability to view tonight's work session
on the Village's television station and via ZOOM"
Roll call confirmed a quorum.
At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment
of silence for local residents: Richard P. Carey (age 73), Rocco Buscetto (age 79),
Lenore Meyer (age 94), Juan Carpio (age 76), Candida Rosa Nunez (age 68), and
Josephine Raguzin (age 81).
Our thoughts are with their families and friends at this time.
Approval of Minutes:
On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Gonzalez,
the minutes of February 9, 2021 were approved. Motion carried.
On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Leavy, the minutes
of February 16, 2021 were approved. Motion carried.
Mayor's Announcement:
Mayor Wray made the following announcements:
- Please use the County website to find out about vaccinations locations and
eligibility
- The Village is participating in a COVID-19 Survey along with the Village of
Tarrytown in hope that by gathering this data, we can better position ourselves for
a local pop-up vaccination location. Please take 2 minutes of your time and fill out
the survey online. Please respond no later than Friday, February 26th. The link is
on the Village website at: www.sleepyhollowny.gov.

�- Village elections will be on Tuesday, March 16, 2021. Polls will be opened from
6:00am to 9:00pm. For absentee ballots, contact the Board of Elections at 995-5700
or go on the Village website for additional information: www.sleepyhollowny.gov.
March 10th is the last day to file an absentee ballot.
Approval of Warrants:
On a motion made by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom, the
warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $982,548.05.
Motion carried.
Department Head Reports:
Chief Bueti addressed the Mayor and the Board of Trustees and reported ongoing tasks:
•

Last Thursday a Bridge Builders meeting along with Green burgh, Elmsford, and Tarrytown and
the high school students from their respective communities was held. A virtual summit will be
held on March 3, 2021. Sleepy Hollow &amp; Tarrytown plan on having monthly meetings/
workshops where the police department will explain how and why we take action in the way
that we do, for example, a car stop, most of our students and residents most likely have not
experienced a stop. We will then ask the students to have a topic that they would like to
discuss. This will introduce students to our officers and officers to our students. Other
municipalities are interested in adopting this program.

•

Had several snow events in the past month; the Police Department has helped the DPW with
the removal process. I want to thank all our residents for their patience and understanding.
Also want to thank the DPW staff and the Police Officers for their relentless work during these
storms.

•

We currently have 72 active cases of Covid-19, which is a substantial decrease. It is important
to remember to wear a mask and socially distance. Overall Sleepy Hollow has reported that
over 1500 residents have contracted the virus.

•

The Gullota House held their fundraiser "The Horseman Polar Plunge" on Saturday, March
17th, at Kingsland Point Park. There were approximately 100 people in attendance.
Unfortunately, due to Covid-19 concerns, the PD could not have the open gym that is usually
held during the winter break. We are currently discussing options for a similar event for the
summer.

Westchester County Police Officer entrance exam has been scheduled for May 15th and 16th.
The Westchester County Chiefs of Police will be filming a recruitment video for the test. Police
Officer Sosa has volunteered to part take in the video.

Building Inspector McCarthy addressed the Mayor and the Board of Trustees and reported
ongoing projects and code enforcement updates, (see attached report for the month of
January).
Deputy Mayor Rosenbloom asked how many CO's have been issued at Edge-On-Hudson?
Building Inspector McCarthy stated 12 CO's have been issued to date.

�Public Comments:
Mayor Wray opened the meeting for public comments and invoked the 3 minute rule.
Eliot Martone, PMIA, thanked the DPW for all their work during with the snow storms and the
clearing of the snow covered catch basins. Requested a copy of the Devries Design Proposal.
Thanked Building Inspector McCarthy for his updates on Edge-On-Hudson.
Anne White, thanked Chief Bueti for his collaborative high school work with the students;
asked if there could be efforts to recruit more woman and Spanish speaking Officers; asked
when the sidewalks from Beekman Ave to the Riverwalk will be accessible for pedestrians.
There were no comments at this time.

New Business:
Mayor Wray discussed the Pandemic Plan which was distributed to the Board outlining the
Village's practice. The Village is mandated by the State to adopt a pandemic plan by April
1st. Administrative Giaccio stated the plan has been sent to Counsel for review. Also, stated
the Police Reform will be added to the plan.
Communications:
None at this time.

Eliot Martone, PMIA, asked if there is a schedule for replacing the damaged curbs in the
Manors.
At 7:56 pm on motion by Trustee Gonzalez, seconded by Deputy Mayor Rosenbloom
the meeting was adjourned.

PLANNING
• A Special Planning Board meeting was held on January 7, 2021 at 7:00 PM at
which time the Board approved a resolution for the preliminary subdivision and
partial site plan approval for Block O/P at Edge-on-Hudson.
•

The Planning Board held a Zoom webinar meeting on January 21, 2021 and took
the following actions:
o Authorized the preparation of a draft resolution for the approval of the Final
Subdivision plan for the National Trust for Historic Preservation and the Stephens
and Kent House LLC at the Rockefeller Estate property.
o Approved a resolution to grant site plan approval for the proposed change of use
at 45-49 Beekman Avenue.
o Adjourned the public hearing for the proposed site plan approval for Block A at
Edqe-on-Hudson.
o Held a public hearing for the proposed construction of a single-family residence
at 5 Evergreen Wav.

•

The next regular Planning Board meeting is scheduled for February 18, 2021 at
7:00 PM. The meeting will be a Zoom webinar.

EDGE-ON-HUDSON DEVELOPMENT
• Phase III site utilities and infrastructure is underway.
•

Construction of the three Block I apartment buildings continue (188 units).
o 305 Legend Drive &lt;40units) - plumbing, electrical and mechanical systems are
being installed.

•

The interior mechanical systems continue to be installed at 200 Legend Drive (E-1)
o 17 condominium units

•

5 Block J Townhouse structures are complete.
o 2 more Certificates of Occupancy have been issued.

The foundation work and parking garage at 2 Maxwell Drive (Building F) was
completed.
o 246 apartments
