The meeting was broadcasted live. Residents could not attend in person due to the Covid-19 pandemic. The Village Board participated by video. Present: Mayor Kenneth G. Wray (By Video) Deputy Mayor Glenn Rosenbloom (By Video) Sam Gonzalez (By Video) Rachelle Gebler (By Video) Sandra Spiro (By Video) Denise Scaglione (By Video) Trustees John Leavy (Absent) Also Present: Anthony Giaccio, Village Administrator (By Video) Edye McCarthy, Village Assessor (By Video) Mayor Wray called the work session to order at 7:00 p.m. and read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.I, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. I have also confirmed with our Village clerk that this meeting has been duly noticed, by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " Roll call was taken and the following Village Board members responded "present": Deputy Mayor Glenn Rosenbloom, Sam Gonzalez, Rachelle Gebler, Sandra Spiro, Denise Scaglione BOARD OF ASSESSMENT REVIEW: The Board of Assessment Review convened to discuss tax grievances and adjourned with action was taken. DOWNTOWN ZONING: Simon Kates of BFJ Planning was in attendance to update the Board on the downtown zoning study. Mr. Kates gave a power point presentation. The study identifies five areas where improvements might be made. They include map changes, permitted uses, parking, development incentives and the approval process. The zoning steering committee has met and discussed possible recommendations. The next steering committee meeting will be on March 24,2021. �POT HOLE KILLLER: Mr. Giaccio said the Village Officials Committee (VOC) would like to again share the cost of a pot hole killer machine. The VOC is a consortium made up of the six villages in Greenburgh and Sleepy Hollow created to improve efficiency. Sharing the pot hole killer is an example of this. The Board was in favor of this initiative. MARCH MEETING SCHEDULE: The Board discussed changing the meeting schedule for March. There are five Tuesdays in March. The Board was in agreement to not have a meeting on March 16. A work session will be on March 23 and a regular Board meeting will be held on March 30. ICHABOD'S BULKHEAD PROPOSAL: The Board reviewed a proposal from McClaren Engineering to complete a design and contraction drawings for the Ichabod Landing Bulkhead Repair Project. Funds have been allocated for this project in the capital budget. The Board was in favor of approving this proposal. Mayor Wray requested that this item be on the next Board meeting agenda. MAYOR'S COMMENTS: Mayor Wray reminded residents that they must pick up after their dog. At 8:00 the work session was adjourned.
