' Present: Mayor Kenneth G. Wray Glenn Rosenbloom Rachelle Gebler Denise Scaglione Sandra Spiro Absent: Trustees Leavy and Gonzalez Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Clinton Smith, Village Counsel "Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided later. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Face book page " At 7:00 p.m., Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Stanley Leonard Clark, 92yo, of Kendal Way; Paul A. Wallace, 91 yo, of Kendal Way; Maria Nunez, 88yo, of Beekman Ave; Robert Louis White, 82yo, of Valley St; and Louise Ivorine Poole-Celestine, 83yo, of College Ave. Our thoughts are with their families and friends at this time. Approval of Warrants On a motion made by Trustee Scaglione, seconded by Trustee Gebler, the warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $477,052.10 Motion carried. Approval of Minutes On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Gebler, the minutes of February 23, 2021 were approved. Trustee Spiro abstained. Motion carried. On a motion made by Deputy Mayor Rosenbloom, seconded by Trustee Scaglione, the minutes of March 2, 2021 were approved. Motion carried. �Mayor's Announcement Mayor Wray stated that as of today if you are 60yo or older, OR if you are a teacher re 9ister for the Tarrytown-Sleepy Hollow Pop-up, located at the Sleepy Hollow Middle School to receive the Covid-19 Vaccine (Moderna) To register visit our website no later than March 15th. www.sleepYhollowny.gov The Senior bus will be available for those in need, contact the recreation Dept. Anyone interested in volunteering should contact the Village Clerk. Due to the current pandemic there will be no St. Patricks' Day parade this year. Mayor Wray asked that everyone continue to wear a mask and practice social distancing. Village Elections are next Tuesday, March 16 - Polls will be opened from 6:00am to 9:00pm. Very soon, you will be receiving a card in the mail from the BoE with your voting poll location. Questions if you are not sure of your poll location, please call the Village Clerk's Office at 366-5106. Mayor asked that everyone get out and vote! Department Head Report The Recreation Superintendent, Matt Arone, reported on recent activities and upcoming events. (See attached report) Mayor Wray thanked Matt for his report and for all the recreation events. Public Comments Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Trustee Scaglione asked for an update on the Covid-19 numbers in our Village. Police Chief Bueti responded that we currently have 44 covid-19 cases in Sleepy Hollow Mayor Wray suggested to continue Covid-19 precautions. Mayor Wray stated some communications have been received regarding the police reform and reinvention collaborative and will continue discussions with the committee members.
