                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
March 23,2021 at 7:00 P.M. The meeting was broadcasted live. Residents could not attend in
person due to the Covid-19 pandemic. The Village Board participated by video.
Present:

Mayor Wray called the work session to order at 7:00 p.m. and read the following statement:
"Tonight's work session is being convened in accordance with the Governor's Executive Order
Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State
Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In
accordance with the Executive Order, the public has been provided with the ability to view
tonight's work session and public hearing, and a transcript will be provided at a later date. /
have also confirmed with our Village clerk that this meeting has been duly noticed by posting a
notice on the Village's bulletin boards, posting a copy on the Village's website, and listing it on
the Village's Facebookpage"
Roll call was taken and the following Village Board members responded "present":

ORGANIZATIONAL MEETING: The annual organizational meeting will be held on Monday,
April 5 at 7:00pm. The meeting will be held in-person at Village Hall.
BUDGET PRESENTATION SCHEDULE: Mr. Giaccio provided the Board with the schedule
for the upcoming budget presentations that will be given by the department heads. Presentations
will be made on April 6, April 13 and April 20.

�BLACKBOARD CONNECT AGREEMENT: The Board reviewed a draft agreement submitted
by Blackboard Connect to provide noticing services including mass e-mails and a reverse 911
system. This is a renewal agreement. The Board was amenable to approving this agreement.
Mayor Wray requested that this item be on the next Board meeting agenda.
PANDEMIC PLAN: Mr. Giaccio informed the Board that the pandemic plan needs to be
adopted by the Board before April 1,2021 per the Governor's Executive order. The Board had
previously reviewed the plan and will formally approve it at next week's Board meeting.
DPW STUDY: Trustee Spiro updated the Board on the DPW study. The consultant is currently
collecting data and will then schedule a kickoff meeting with the steering committee to solicit
input. The steering committee is made up of department heads and other stakeholders. The goal
is to have the study completed this summer to address current issues such as staffing,
organizational structure, potential grants, design of the new DPW garage, the capital budget and
the future impact that Edge-on-Hudson will have on Village services.
POLICE REFORM RECOMMENDATIONS: The Board reviewed a list of possible
recommendations discussed at the Police Reform Collaborative meetings. The police reform
plan must be submitted to the State by April 1. The recommendations are a big part of the plan.
The proposed recommendations were posted to the website to solicit public input. The Board
narrowed down the recommendations and will approve the plan at the next Board meeting.
TRAFFIC STUDY: Mayor Wray informed the Board that a traffic study is needed for the area of
Route 9 between Pocantico Street and the Pierson Avenue. The study will be used to try and
encourage the New York State Department of Transportation to improve traffic signals,
intersections, crosswalks and traffic patterns in that area of the Village. A proposal was
submitted by Frederick P. Clark Associates to conduct this traffic study at a cost of $11,500. The
Board was in favor of approving this proposal.
MAYOR'S ANNOUNCEMENTS: Mayor Wray announced that the Mayor's 2021/2022
operating budget has been submitted to the Clerk's office. The final budget is due by the end of
April. Mayor Wray thanked Deputy Mayor Rosenbloom for his many years of service to the
Village of Sleepy Hollow
