Present: Mayor Kenneth G. Wray Glenn Rosenbloom Rachelle Gebler John Leavy Denise Scaglione Sandra Spiro, Trustees Absent: Trustee Gonzalez Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Clinton Smith, Village Counsel "Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided later. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " At 7:20 p.m., Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Arlene Towers, 72yo of River Street and Jose Javier Salazar Soriano, 54yo, of Chestnut Street. Our thoughts are with their families and friends at this time. Mayor Wray stated a member of our Public Works Department was traveling in a village vehicle with a confederate flag in it. Mayor Wray stated he is: 'Very upset about it and there is absolutely no place for these hateful symbols in any of our Village's property. This situation is being investigated and we will use the resources we have to address this problem. A policy to prevent this from happening again is being drafted." Trustees Scaglione and Leavy agreed that these kind of actions are unacceptable and disappointing. Approval of Warrants On a motion made by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $933,656.83. Motion carried. �There were two large payments in this warrant and Treasurer DiGiacomo stated that $201,969.63 was the monthly health Insurance payment (NYSHIP) and the second one for Joken Development, for the Cortland Street Sewer and drainage project for $416, 863.34. Approval of Minutes On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom the minutes of March 9, 2021 were approved. Trustee Leavy abstained. Motion carried. Mayor's Announcement Mayor Wray stated that this Friday, April 2 nd , Village Offices will be closed in observance of Good Friday. Village Offices will be back opened to the public as of Monday, April 5. Social distance and facial masks will be required. The Westchester County Department of Transportation is offering rides for seniors and disabled adults that need to travel to receive the Covid-19 vaccine. Call 995-7272 The annual Easter Egg Hunt "Eggstravaganza" will take place this Saturday at Kingsland Point Park but must register in advance. Call 366-5109 Congratulations to Police Officer Guzzo and his wife Lisa, on the birth of their new son. Mayor Wray thanked Deputy Mayor and Trustee Leavy for their service and time to the Village, as this is their last meeting in office. They have been strong members of this board, and together have done a lot of work for our community. Deputy Mayor Rosenbloom and Trustee Leavy both thanked the Mayor, Boards and staff for their support during their time in office. Mayor Wray welcomed Trustees Rodriguez and Andruss to the Board of Trustees. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Public Comments Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White of Kendal on Hudson addressed the Mayor and the Board of Trustees and thanked both Deputy Mayor Rosenbloom and Trustee Leavy for their service on the Board. Ms. White would like her recommendations to be included in the police reform and reinvention plan. Marjorie Shu of Sleepy Hollow addressed the Mayor and the Board of Trustees and thanked Deputy Mayor Rosenbloom and Trustee Leavy for their service. Ms. Shu stated that in addition to the Police Reform, it is just as important that our residents report incidents. To encourage more reporting, the County's Human Rights Commission and District Attorney's Office has launched a new webpage to report incidents of bias, hate or discrimination anonymously, or with your contact information at www.westchestergov.com/biasreporting. You can also call 995-TIPS. There is also a graphic available in five different languages with instructions on what to do. Mayor Wray stated that the collaborative is continuing and there will be opportunities to make additional recommendations.
