Present: Mayor Kenneth G. Wray Deputy Mayor Scaglione Thomas Andruss Sandra Spiro Sam Gonzalez J a red Rodriguez, Trustees Absent: Rachelle Gebbler, Trustee Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Treasurer Paula A. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Clinton Smith, Village Counsel "Tonight's Board Meeting is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided later. I have also confirmed with our Village clerk that this meeting has been duly noticed by posting a notice on the Village's bulletin boards, faxing a copy to the Warner Library, faxing a copy to the Journal News and the Hudson Independent newspapers, posting a copy on the Village's website, and listing it on the Village's Facebookpage " At 7:02 p.m., Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence Juan A. Rodriguez, 86yo, of Valley St, Ernesto Torres, 79yo, of College Ave, and Mario DeFelice, a lifelong resident, former SH Police Officer and former Board Member, founding member of the SHVAC and a life time member of the SH Fire Department. Our thoughts are with their families and friends at this time. Public Hearing; Proposed Operating Budget for 2021/2022 and Override Tax Cap: The Village Clerk read the public notice for the record. Mayor Wray opened the meeting to the public (via zoom) and invoked the 3-minute rule. Mayor Wray stated the proposed budget is available on the Village's website and at Village Hall. Mayor also stated that the Board has chosen to override the tax cap for several years now, since it was first instituted by New York State. There were no comments from the public at this time. Mayor Wray stated that written comments would be accepted until Tuesday April 20. �Trustee Andruss moved and Deputy Mayor Scaglione seconded to adjourn the public hearing for the proposed operating budged. Motion carried. Trustee Rodriguez moved, and Trustee Andruss seconded to close the public hearing for the Tax Cap Override. Motion carried. Approval of Warrants On a motion made by Deputy Mayor Scaglione, seconded by Trustee Andruss the warrant was approved and Treasurer DiGiacomo was authorized to pay bills for $510,451.86. Motion carried. There were two large payments in this warrant and Treasurer DiGiacomo stated that $198,078.12 was a payment to Tony Casale for the Hudson Park Plaza project and the for New York City Board for February's Water Consumption for $85, 810.75. Approval of Minutes On a motion by Deputy Mayor Scaglione, seconded by Trustee Rodriguez the minutes of March 23, 2021 were approved. Trustee Gonzalez abstained. Motion carried. On a motion by Deputy Mayor Scaglione, seconded by Trustee Andruss the minutes of April 6, 2021 were approved. Trustee Gonzalez abstained. Motion carried. Mayor's Announcement Mayor Wray announced that the Wishing Wall received an award from Arts Westchester, "Certificate of Merit". Mayor thanked Kersten Harries and 250 volunteers who participated, including the artists, the organizers, and those that donated paint; it turned out to be a great project. Budget Presentations; Fire Chief Korzelius and Dana Tavano addressed the Mayor and the Board of Trustees, and made several requests to the Department's budget. EMS Chief Martello addressed the Mayor and the Board of Trustees and made several requests to the Department's budget. Public Comments; Mayor Wray opened the meeting to the public and invoked the 3-minute rule. There were no comments at this time. �Resolutions On a motion by Trustee Andruss, seconded by Trustee Gonzalez, employee number 1091 is hereby suspended without pay for a period of two weeks effective April 14, 2021. Motion carried. Communication: Village Clerk received communications from Chizuko Mitsumoto of Hunter Avenue concerning Kingsland Point Park and Sonya Munroe of New Broadway, concerning Douglas Park. Old Business/New Business Mayor Wray stated that on Thursday, April 15, a Planning Board meeting will take place for a presentation regarding improvements to some downtown zoning area. Trustee Rodriguez stated that Trustee David Kim from the Village of Tarrytown will join in this presentation. Trustee Rodriguez shared a presentation regarding suggestions for multiple improvements at intersections and pedestrian safety along Beekman Avenue. (See attached) Trustee Rodriguez also stated that anyone that has old lawn signs may join in to make birdhouses on Saturday April 24 at Barnhart Park, this is a community event and everyone is welcome. Trustee Rodriguez suggested that through public spaces, lighting and public art a lot could be created to help the local businesses thrive. Anne White of Kendall on Hudson addressed the Mayor and the Board of Trustees stating she is excited about Trustee Rodriguez's presentation and suggested not ignoring Cortlandt and Valley Streets, as these areas are underserved. Many people came to enjoy the open air and field, too. And I started to notice a lot of trash all over the park. So last summer I I started to pick up trash. I'm still doing it, and I know and appreciate the village crew does a good job, but it's a losing battle. I hope the village will start an anti-littering campaign now. Please place placards telling visitors "Keep our park clean" "Do not litter" "Put trash in trash can," etc. I hope the village officials agree with me and do it now before the crowd get to the park. And one more thing, please place more trash cans. Thank you. They were frightened and left immediately. The man did not seem a threat to anyone else. The neighbor is new to Webber Park, reluctant, and asked me to speak for them. I wanted you to know.
