                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, June 29,
2021 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

At 7:08 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment
of silence for resident Robert Bischoff, 89 years old; Artie Dale King, 91 years old; and sadly
at the young age of 32 years old, Manny Salazar. Our thoughts are with their family and
friends.
Mayor Wray stated the Board of Trustees went into Executive Session before the meeting
began to discuss an on-going police investigation. No action was taken.
Mayor Wray introduced and welcomed the LDC Chair, Mike Dawley and Project Manager, Dan
Briar of the Sleepy Hollow Local Development Corporation, [LDC]. A quarterly report
regarding the East Parcel was presented, (see attached)
Mayor Wray announced that Police Chief Bueti reported the prime suspect from last night's
shooting has been apprehended and is in custody.
Approval of Warrants:
On a motion made by Deputy Mayor Scaglione, seconded by Trustee Andruss the warrant
was approved and Treasurer DiGiacomo was authorized to pay bills in the amount of
$586,856.73.
Approval of Minutes:
On a motion by Deputy Mayor Scaglione, seconded by Trustee Gebler the minutes of the
May 11, 2021 meeting were approved. Motion carried.
On a motion by Trustee Gebler, seconded by Trustee Andruss the minutes of the

�May 25, 2021 meeting were approved. Motion carried.
On a motion by Deputy Mayor Scaglione, seconded by Trustee Rodriguez the minutes of the
June 8, 2021 meeting were approved. Motion carried.
On a motion by Deputy Mayor Scaglione, seconded by Trustee Gebler the minutes of the
June 15, 2021 meeting were approved. Motion carried.
Mayor's Announcement:
Mayor Wray made the following announcements/comments:
•

Mayor Wray thanked and congratulated Richard (Richie) Gross on his recent
retirement. Richie is a lifelong resident of North Tarrytown and Sleepy Hollow, and has
worked for the Department of Public Works for the last 39 years. He continues his
involvement and dedication to the community as a member of our volunteer fire
department, and is very much appreciated. Mayor Wray and the Board of Trustees
wished Richie all the best.

•

Congratulations and best of luck to the SHHS Class of 2021 who graduated last week.

•

Reminder that village taxes and water bill payments are due by the end of the day
tomorrow, June 30th. Online payments can be made up to 11:59 p.m with no
penalty.

•

The Independence Day fireworks will be displayed this Sunday, July 4 th at dusk by the
Riverfront.

•

Village Hall offices and Public Works will be closed on Monday, July 5 th in observance
of Independence Day.

•

Bulk pick-up will be on Monday, July 12th and Monday, July 26th.

Public Comments:
Mayor Wray opened the meeting to the public for comments and invoked the 3 minute rule.
Anne White of Kendal Way, addressed the Mayor and the Board of Trustees and asked if the
Police Reform Collaborative will continue to hold meetings, she suggested that a Spanish
translator would help improve communication between residents and the Police Department.
She also suggested that a facilitator from the Restorative Practices Seminar come to a Work
Session to talk to the Board of Trustees.
Gregg Hayden of River Street, addressed the Mayor and the Board of Trustees expressing
concerns about the sinkhole repair at the Riverwalk. He thanked the Board for the progress
with the project and for obtaining the McLaren Engineering report. He discussed the 3

�proposed options and stated that Ichabod's Board feels that option #2, riprapping, would be
the best option.

R4 - Approve Salary Adjustment for Recreation Superintendent
R5 - Set Public Hearing for Community Development Block Grant projects

R9 - Appoint Actions of the Fire Wardens
RIO - Approve Actions of the Ambulance Corps
New Business:
Trustee Andruss thanked Mr. Hayden of Ichabod's Landing for coming in to discuss the
McLaren Engineering Design report for the Riverwalk Bulkhead. The Board of Trustees will
discuss it further at a future work session.
Trustee Rodriguez asked if on-street dining could be added to the next agenda. He would
also like to implement the temporary plaza at the top of Cortlandt Street and Mayor Wray set
a deadline for it to be installed week of July 12th.
Communications:
Mayor Wray announced that numerous communications were received from residents at 120
Gorybrook and 1 Ridge Street regarding a property dispute. The Village's Counsel stated this
is a dispute between two property owners and may need to be resolved by the courts.
Mayor Wray received an email from Dan Convissor in which he stated a fee should be
implemented for parking on the streets. Mayor Wray does not agree with this idea.
Deputy Clerk Bucci received a letter from Gregg Hayden, River Street, regarding the
Bulkhead Reconstruction Project, which was distributed to the Board.
