SLEEPY HOLLOW, NEW YORK
June 23, 1999

A regular meeting of the Sleepy Hollow Architectural Review
Board was held on Wednesday, June 23, 1999 at 8:00 p.m. in the
Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
PRESENT:

Chairman Nazemetz called the meeting to order at 8:05 P.M.

1. Anthony &amp; Kimberly Zuzzolo. 6 Fremont Road. Sleepy Hollow Manor
Mailings presented to Mr. Lammers.
Father of Anthony Zuzzolo presented application for approval of new
house construction &amp; driveway at approximate cost of $225,000. He
is building house for his son. He stated it is a modular home,
3,000 square feet, center hall colonial. Chairman Nazemetz asks if
packet presented to board is accurate. Builder answers that there
will be 2 separate garage doors, not 1.
Mr. Nazemetz moved to open meeting for public comments. Ms. Fina
seconds. Carried.
Neil Whitehouse, 4 Fremont Road, spoke. His home will be most
impacted by new construction. He states that he is in favor of
proposed construction. He thinks proposed home is in keeping with
the neighborhood and will be aesthetically pleasing. Asks board to
approve.
There being no more public comments, Mr. McCarthy moves to close
meeting to public comments, Ms. Aloia seconds. Carried.
Discussion was held regarding details of home not shown on drawing.
Board requests details to be ironed out and be submitted at next
meeting. The Board is concerned that home be in keeping with
neighboring homes and be more traditional in character. Mr.
Nazemetz states that the overall concept is okay but the Board
suggests they come back with specific details regarding the

Window options: shutters or crown moldings
Porch rail &amp; columns: paired or wider in size
Alternate feature for window above portico
Front door trim:, transition or pilasters

Board asks how many steps leading to front door. Answer is two.
Board states if more than two steps, steps will need railing. Steps
will be flagstone surface with flagstone walkway. Windows will be
double hung Anderson windows.
Mr. Nazemetz motions for conditional approval for basic modular box
with condition that a more detailed proposal for items 1-5 above be
submitted to board at next meeting. Mr. McCarthy seconds motion.
Carried. Approval for foundation and site work if building
department has approved permit to install foundation.
2. Shipping Realty (Miguel Jiminez) 196 Cortlandt Street
Mailings presented to Mr. Lammers.
Mr. Jiminez presented application to renovate building by removing
existing clapboard (vinyl) siding and stucco walls with new
shutters, lights and awnings, (drawing prepared by Turuquist
Architects, 95 Beekman Ave, Sleepy Hollow). Mr. Jiminez states that
building is in disrepair and looks ugly and this will improve the
look of the building.
Mr. Nazemetz moves to open meeting for public comments. Mr.
McCarthy seconds. Motion carried. There being no public comments,
Mr. Nazemetz moves to close meeting for public comments. Ms. Fina
seconds. Motion carried.
Discussion regarding the use of stucco may not be in keeping with
the character of the neighborhood. Ms. Fina advises Mr. Jiminez
that the Board is striving to maintain the original character of
the Village. Board maintains that they have insufficient
information regarding the proposed project. Requested that research
be done to determine the original material underneath the aluminum
siding. Ms. Fina requests photographs of existing site along with
photographs of surrounding buildings. Mr. Jiminez threatens to sue
the Board if they do not approve his use of stucco.
Mr. Nazemetz asks Mr. Jiminez if he would come back to the Board at
the next meeting on July 28, 1999 with 1) photographs of what is
underneath the aluminum siding; 2) photographs of surrounding
buildings; 3) a detailed drawing by the architect of the
renovations. Mr. Nazemetz also requests that the architect be
present at the next meeting to discuss the renovations. Mr. Jiminez
states that he will come back next month.

�Mr. Nazemetz makes a motion to reconsider Mr. Jiminez' application
at next month's meeting. Mr. McCarthy seconds. Motion carried.
3. Bill &amp; Leslie Hammer, 10 Highland Ave. Sleepy Hollow
Certificate of mailing given to James Margotta. Architect provides
drawings of details of addition. Two story addition with white
vinyl siding. Mr. McCarthy moves to open meeting for public
comments. Mr. Nazemetz seconds. Motion carried. There being no
public comments, Mr. Nazemetz motions to close meeting for public
comments. Mr. McCarthy seconds. Motion carried.
Discussion by board that the back of house is fine but the front of
the house does^t seem to match. Second story appears to overwhelm
the first story. Ms. Fina suggests that above the portico should be
changed to flat front with painted white crown moldings to conform
with surrounding neighborhood homes. Architect states that a new
front door is to be added which will be 6 panel colonial door.
Ms. Fina motions to approve the application subject to the
suggested changes. Ms. Aloia seconds. Motion carried.

4. Martha &amp; Shawn Duaan. 9 Birch Close
Application for a study, back addition and new deck.
Architect gave presentation. Did not bring proof of mailings. Will
present to building inspector on June 24, 1999. The study will be
an addition to basement at northern corner of house. The deck will
be cedar with access from kitchen. House was built in 1960. Earlier
renovations were made by same architect. Present renovations will
be consistent with earlier renovations.
Mr. Nazemetz motions to open meeting for public comment. Mr.
McCarthy seconds. Carried. There being no public comments, Mr.
Nazemetz motions to close meeting for public comment. Mr. McCarthy
seconds. Motion carried. Discussion that house is at end of cul-desac and most of the renovations will not be seen from the street.
Mr. McCarthy states that the proposed renovations are in keeping
with the rest of the house. Mr. McCarthy motions to approve
application. Ms. Aloia seconds. Motion carried.

�5. Barbara Fink. 270 Millard Ave.. Sleepy Hollow
Application for renovation- new roof over front porch, new window
on the first floor far left. Replace windows &amp; garage doors, side
building with cedar shakes. Mailings given to Mr. Margotta. House
was built in 1960. Ms. Fink states she is trying to make house
attractive. Moving kitchen to sunny side of house to left of
portico. She will add shutters on windows and white window boxes.
Cedar shakes grey stain with white shutters. Garage will have wood
horizontal trellis.
Mr. McCarthy motions to open meeting for public comment. Ms. Fina
seconds. Carried. There being no public comments, Mr. McCarthy
motions to close meeting for public comment. Mr. Nazemetz seconds.
Motion carried.
Ms. Fina wants the ideas presented in this application to go on
record. She likes the ideas. Ms. Fina motions to approve
application as submitted with following changes: two center windows
to left of portico will have shutters and window boxes. Garage will
have horizontal wood trellis across width of garage. Mr. McCarthy
seconds. Motion carried.

6. Beniamino &amp; Anna Fusca-75 Pocantico Street. Sleepy Hollow
Application to cover painted brick. It is too costly to have
someone scrape the peeling paint and repaint every three years.
Install stucco over the painted brick.
Homeowners son presented sample of garden state stucco that they
propose to cover house with. Also presented photographs of present
condition of home. The brick underneath is very old and
deteriorating. If paint was scraped off, brick underneath is too
old and brittle. The proposed stucco will be white. Homeowner
understands that stucco will get dirty and must be powerwashed
frequently.
Mr. McCarthy motions to open meeting for public comment. Ms. Fina
seconds. Carried. There being no public comments, Mr. Nazemetz
motions to close meeting for public comment. Ms. Fina seconds.
Motion carried.
Discussion that proposed application is in keeping with look of
neighboring homes. Mr. McCarthy commented that the project entails
stucco over masonry. Mr. Nazemetz motions to approve application as
submitted. Mr. McCarthy seconds. Carried.

�7. Al &amp; Jane Gunnison- 12 Millard Avenue
Application for approval of additions: front entry of 30 sq. ft.;
laundry room of 45 sq. ft.; 2nd fl. bedroom expansion of 45 sq. ft.
wrap around porch addition of 500 sq. ft. Bradley Olsen, Architect
gave presentation. Presented plans, photos of house and photos of
surrounding homes. Home built in 1960's.
Mr. Nazemetz motions to open meeting for public comment. Ms.
McCarthy seconds. Carried. There being no public comments, Mr.
Nazemetz motions to close meeting for public comment. Ms. Fina
seconds. Motion carried.
Discussion regarding proposed additions. Entrance addition. Second
floor bedroom expansion. Wrap around porch. Asphalt shingle roof.
First floor stucco. Marvin windows. Samples of all materials and
color schemes presented. Ms. Fina motions to approve application as
submitted. Ms. Aloia seconds. Motion carried.
All applicants leave meeting. Mr. Nazemetz reviewed minutes from
last meeting. Ms. Fina comments on proposed changes to codes.
Thinks changes are a good idea. Discussion regarding changes to
include jurisdiction over rear and side elevations. Discussion of
present codes and the criteria to be considered when reviewing an
application.
Ms. Fina states that board is trying to maintain some of the
original character of the village. Wants to come up with a check
list to help applicants come better prepared to meetings. States
that Board wants applicants to succeed.
Mr. Nazemetz motions to approve the minutes. Mr. McCarthy seconds.
Carried.
Next meeting will take place on Wednesday, July 28, 1999. There
will be no meeting held in August.
There being no further business to come before the Board, Mr.
Nazemetz moved, seconded by Mr. McCarthy that the same be duly
adjourned. Carried.
