Wray Tom Andruss Sam Gonzalez Rachelle Gebler Sandra Spiro Jared Rodriguez Trustees Deputy Mayor Denise Scaglione (Absent) Also Present: Anthony Giaccio, Village Administrator Diana Loja, Community Liaison Mayor Wray called the work session to order at 7:05 p.m. SPECIAL SESSION Motion was made by Trustee Andruss, seconded by Trustee Gebler to go into special session. Motion passed 6-0 Motion was made by Trustee Gebler, seconded by Trustee Spiro to approve a resolution appointing Kevin Smith to the position of Superintendent of Public Works. Motion passed 6-0 Motion was made by Trustee Gonzalez, seconded by Trustee Andruss to approve a resolution to recommend Sage & Coombe Architects to design a new public works facility. Motion passed 6-0 Motion was made by Trustee Gebler, seconded by Trustee Andruss to go out of special session. Motion passed 6-0 ZONING AMENDMENTS PUBLIC HEARING: Mayor Wray solicited comments from the public regarding proposed zoning amendments. There were no comments. SPEED HUMP ON CHESTNUT STREET: There was a discussion about installing a permanent speed hump on Chestnut Street between Valley Street and Cortlandt Street. A temporary speed hump was installed at this location on a trial basis. Mayor Wray said that the temporary speed hump was successful and recommended making it be permanent. Local residents Rene Leon and Jose Zhinin supported this idea and thanked the Board for slowing traffic down on Chestnut Street. They also thanked the DPW for installing a handicap ramp. �Co™ n t G R A Z APPLICATIONS: Mr. Giaccio summarized the proposed f — ^ H e V n ° P m e n i B1°Ck G m n t aPPlications the Consolidated Fund^g Applications hat the Board will consider approving. David Jenkins from Millennium Strategies was also in attendance. There are a total of six grant applications that are due by the end of July. ARPA FUNDING: Mayor Wray started the discussion about the ARPS Coronavirus Local Fiscal Recovery Fund. The Village will be receiving $1,026,166 from this fund. There are certain criteria for how the funds can be used. Mayor Wray suggested that the Board come up with ideas for projects and submit them for consideration. Continued discussion on this will take place at the next Board meeting agenda under New/Old Business. TRAFFIC CALMING ON LOWER BEEKMAN AVENUE: Trustee Rodriguez provided a plan to install a raised crosswalk at the corner of Hudson Street and Beekman Avenue The Village Board previously authorized this crosswalk, but there have been concerns about drainage. The plan includes a drain that will help address these concerns. Mr. Giaccio will solicit a proposal from the Village Engineer to complete construction drawings for this project. ON-STREET DINING AT HUDSON ANCHOR: The Board discussed how the on-street dining in front of Hudson Anchor is working. The restaurant owner has complied with everything the Village has requested. The concern from a neighbor regarding line of site issues does not appear to be valid. The Board will continue to monitor this initiative. CORTLANDT STREET PLAZA: Trustee Rodriguez provided a plan for the plaza at the top of Cortlandt Street. Temporary barricades have been installed and tables set up. Trustee Rodriguez is asking that the area be beautified to attract more interest. This would include planters and lighting. The Board believes that the temporary stop sign heading eastbound on Beekman Avenue has been effective and will consider making it permanent. Discussion ensued. FLAG AND BANNER POLICY: Mayor Wray started the discussion regarding the prohibition of displaying flags and banners on Village owned vehicles and property. The Board reviewed a draft policy prepared by labor counsel. The Board was in favor of setting this policy. Mayor Wray requested that this item be on the next Board meeting agenda. MAHONEY PLACE WALKWAY: The Board discussed the walkway connecting Mahoney Place and Katrina Avenue. Currently the walkway is blocked off for safety reasons. There are legal concerns regarding repairing the walkway and the matter was referred to the Attorney. AUGUST MEETING SCHEDULE: The Board discussed the August meeting schedule At 8:45 the work session was adjourned.
