Present: Mayor Kenneth G. Wray Deputy Mayor Denise Scaglione Thomas Andruss Rachelle Gebler Sam Gonzalez Jared Rodriquez Sandra Spiro, Trustees Also Present: Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Anthony Bueti, Police Chief Matt Arone, Recreation Superintendent Clinton Smith, Village Counsel At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for former resident Patsy Lupi of Florida and ex-Fire Chief of Pocantico Hook & Ladder; and Marianne Gasko,84 yo, a longtime resident of Webber Avenue and beloved mother of Police Lieutenant Mike Gasko. Our thoughts are with his family and friends. Presentation: Mayor Wray welcomed members of the Scenic Hudson who will be presenting the Scenic Hudson Commuter Study by FHI Studio, (see attached). Public Hearing: Local Law Amending Chapter 450 of the Village Code Entitled "Zoning." Village Clerk McCarthy read the public hearing notice aloud for the record. Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White of Kendal on Hudson addressed the Mayor and the Board of Trustees and urged the Board to offer incentives for builders to include affordable housing. Clara Tigle of Hudson Street addressed the Mayor and the Board of Trustees and asked about certain zoning areas on Hudson Street. There were no further comments. Trustee Andruss moved to close the Public Hearing, Deputy Mayor Scaglione seconded it. Motion carried. �Approval of Warrants: On a motion made by Deputy Mayor Scaglione, seconded by Trustee Andruss the warrant was approved and the Treasurer DiGiacomo was authorized to pay bills in the amount of $996,095.60. Approval of Minutes: On a motion by Trustee Rodriguez, seconded by Deputy Mayor Scaglione the minutes of July 13, 2021 were approved as amended. Motion carried. On a motion by Deputy Mayor Scaglione, seconded by Trustee Andruss the minutes of July 27, 2021 were approved as amended. Motion carried. Abstain: Trustee Gonzalez On a motion by Trustee Rodriguez, seconded by Trustee Gebler the minutes of August 3, 2021 were approved as amended. Motion carried. Abstain: Trustees Gonzalez & Spiro Mayor's Announcement: Mayor Wray made the following announcements/comments: - Encouraged residents to continue practicing COVID safety measures and asked that everyone get vaccinated as our Covid-19 numbers have recently increased in our community - Thank you to Arts Westchester and Diana Loja for a wonderful and successful Ecuadorian Festival at Barnhardt Park Trustee Gonzalez thanked the artist, Cristobal Ortega of Ecuador, for the donation of one of his paintings. Also, thanked Diana Loja for all her work on the Ecuadorian Festival. Department Head Reports: Recreation Superintendent, Matt Arone presented his August report. Anne White of Kendal on Hudson, addressed the Mayor and the Board of Trustees and made suggestions about ARPA funds. Ms. White stated the funds should be spent and invested in the downtown. Ms. White stated the people who live and work in the downtown should have a voice on how these funds are spent. She stated there needs to be more communication, and suggested having more meetings. Luke Sheeran, owner of Beekman Ale, addressed the Mayor and the Board of Trustees and asked if the outdoor patio at his restaurant could be used for the month of October. �Resolutions; Mayor Wray asked the Board of Trustees for a motion to appoint Joe Mahood to the Village's Tree Committee. Motion to approve the appointment was made by Deputy Mayor Scaglione moved, Trustee Gebler seconded. Motion was carried. Trustee Rodriguez thanked Earl Tompkins and the Public Works staff for the great job they have done at the Plaza at the top of Cortlandt Street. Also, thank you to Administrator Giaccio and the DPW for stenciling in STOP on Pocantico Street. Trustee Spiro stated she observed DPW workers going out on their own time over the weekend gathering information for their assessments to help improve our community. She thanked them for all they do. Our popular Paddle boarding and SUP Yoga classes continued on Saturdays at Koran's Landing. July 9th and August 6th- we held outdoor movie nights for families at Barnhardt Park. The outdoor youth Summer Basketball League resumed this year. We entered three teams (as opposed to the one team we entered in 2019) and played other villages. 3rd/4th Grade Girls had 12 3rd/4th Grade Boys had 13 5th/6th Grade Girls had 11 All three teams played very well. I'd like to thank the coaches who volunteered their time and all the players and parents who participated. Train Like a Pro soccer camps ran all summer both in Kingsland Park and Barnhardt Park. Horan's Landing hosted four concerts thus far this summer. Three were directly run by the recreation department. The bands "Lords of Hawthorne", "Country Fresh" and "Blackstone Southern" all played to big crowds. In addition to those three events, on Thursday, August 19th, the Westchester Arts sponsored a concert at the park. Also, of note, the Jazz Forum Arts concerts were held at Horan's on Tuesdays in August. Another first-time concert at Barnhardt Park was held on July 22nd in conjunction with Anna Mayor's arts camp program. The previously mentioned Tarrytown Arts Camp (affiliated with the school) ran their summer camp program out of the KD Pavilion for three weeks this summer. The program received good reviews and we will discuss with Anna if they would like to come back next summer. Congratulations and thanks go out to Diana Loja for her successful Ecuadorian Festival which was held at Barnhradt Park on Sunday, August 15th. Diana also helped organize an art show at the KD Pavilion the week before. ��--Smaller replacement playground pieces at both Devries and Barnhardt have been installed. -The Devries Park bathroom has been renovated with new toilet, sink, hand dryer and wall paneling. - T h e long-lasting heating project for the platform tennis courts at Devries is progressing. The propane company dropped off the tank this month and we are ready to dig and bury it. It was scheduled to be done this week, however the heavy rains made the water table rise so we rescheduled for next week. To recap, New England Propane laid the propane lines out to the courts in the trench in May. Our parks department backfilled the trench on the ballfield so the kids could use it in the spring. The next step is actually digging and placing the propane tank underground as I just mention. Once we get it in the ground, the tank is connected to the lines that run out to the courts. We bury and secure the tank and then we can begin filling the tank and trying it out. --We have had a lot offence work/projects in the park this summer. We have had to repair hand rails at the KD Pavilion, repair fencing at the dog park, at Devries ballfieids, near the train tracks at Kingsiand and we also put a gate at the bridge at the lighthouse. Fencing quotes for a possible dog run area at Barnhardt are also being collected. - H e n r y Steiner has opened the lighthouse for tours this summer. He has September 19 th and 26 th booked for his September dates and has promised us he would open up more frequently in October for tourist season. ~ Westchester County is sponsoring a volunteer program at Kingsiand Point Park. "Green Squad" is where community organizations commit to weekly cleanups in a specific park in April-November. All supplies and insurance paperwork are handled through them. This specific organization called ARC of Westchester volunteers in many of the county parks but would like to expand to Kingsiand this year. They began visiting and picking up litter back in April and having been doing a nice job each Thursday. Miscellaneous A "better late than never" thanks to Joe Siakas and his co-worker Lindsay for donating items from his now closed coffee and ice cream business to the village. Joe owned the Lighthouse Ice Cream and Coffee Shop in Tarrytown which closed over the winter. They donated, plates, napkins and cups for the senior center. They also donated 10 round outdoor tables which we already have spread out through the parks. The coolest donation was the model of the Sleepy Hollow Lighthouse which you can see is sitting in the board room now. I'm working on an outdoor fitness equipment project for one of the parks, preferably Kingsiand.
