Present: Mayor Kenneth G. Wray Deputy Mayor Denise Scaglione Sam Gonzalez Rachelle Gebler Sandra Spiro Tom Andruss Jared Rodriguez, Trustees Also Present: Anthony Giaccio, Village Administrator Sara DiGiacomo, Treasurer Sean McCarthy, Village Architect Matt Arone, Recreation Superintendent Mayor Wray called the work session to order at 7:00 p.m. MAYOR'S ANNOUNCEMENT: Mayor Wray sent well wishes to those who were impacted by the recent hurricane. AMERICAN RESCUE PLAN ACT: Trustee Andruss started the discussion about the ARPS Coronavirus Local Fiscal Recovery Fund. The Village will be receiving $1,026,166 from this fund. There are certain criteria for how the funds can be used. Trustee Andruss solicited project ideas from other Village Board and summarized the current list. Continued discussion on this will take place at future Board meetings. PAYMENT POLICY: The Board discussed establishing a payment policy that would enable more residents to pay bills and fees by credit card. Sara DiGiacomo has compared paying by credit card or e-check. She feels that credit cards may not be cost effective. Discussion ensued. EMPLOYEE TRAINING: Mr. Giaccio talked to the Board about a Village Official's Committee training initiative. The Village Officials Committee is made up of six villages that work together to find ways of improving efficiency. The training initiative will address current issues facing employees and will be available to all employees. Details about when and where the training will take place has not yet been determined. �RAISED CROSSWALK ON LOWER BEEKMAN AVENUE: Trustee Rodriguez provided the Board With a handout showing a raised crosswalk design for lower Beekman Avenue There are drainage concerns with a raised crosswalk and so several options are being explored A meeting was held with the Village Engineer to discuss various ideas and to determine which option makes the most sense. Discussion ensued. SPAGHETTI DINNER REQUEST: The Board reviewed a request made by the Sleepy Hollow Fire Department Bingo Committee to hold a spaghetti dinner at the senior center on October 9 from 3:00-7:00pm. The dinner will be free to residents. The Board was amendable to this request. Mayor Wray requested that this item be approved at the next Board meeting. ZONING AMENDMENTS: The Board received a draft resolution related to the environmental review for proposed zooming amendments. Mayor Wray asked the Board to review the resolution in preparation for the next Board meeting. At 8:20 the work session was adjourned.
