Wray Deputy Mayor Denise Scaglione Tom Andruss Sam Gonzalez Jared Rodriguez Rachelle Gebler Trustees Sandra Spiro (Absent) Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Anthony Bueti, Police Chief Kevin Smith, DPW Superintendent Mayor Wray called the work session to order at 7:00 p.m. DOWNTOWN REVITALIZATION INITIATIVE GRANT APPLICATION: Grant Writer Jennie Nolon gave a presentation on New York State's Downtown Revitalization Initiative (DRI)' Ms. Nolon has been working on a grant application to solicit funds through this program and the Village Board will have to approve the submission of the application. The DRI is a $10,000,000 grant intended to transform downtown neighborhoods into vibrant centers that offer a high quality of life and are magnets for redevelopment, business, job creation, and economic and housing diversity. There are a total of ten DRI grants awarded each year, one for each region in the State Ms. Nolan summarized the area of the Village that is identified in the grant application and the potentially projects that could be funded through the DRI. Mayor Wray requested that this item be on the next Village Board meeting agenda. PRESENTATION ON VILLAGE PROJECTS: Lynn Moffat of the Public Space Council gave a background on three projects being designed by Margie Ruddick Landscape Architects. The projects include the Statue Island Project, the Pocantico River/Devries Park Project and the Sleepy Hollow Common Project. Representatives from Margie Ruddick's firm then gave a power point showing the schematics for each project. The Board was generally pleased with the designs. DPW CAPITAL BUDGET PRESENTATION: Department of Public Works Superintendent Kevin Smith summarized his department's capital budget requests. Also in attendance was Highway Foreman Earl Tompkins. Many of the requests included vehicles. Mayor Wray asked for a list of all DPW vehicles with information about each vehicle. Discussion ensued. �POLICE CAPITAL BUDGET PRESENTATION: Police Chief, Anthony Bueti summarized his department s capital budget requests. Requests included new vehicles, computers cameras and equipment. Discussion ensued. PARKING POLICY AT EDGE ON HUDSON: The Board discussed setting a publie parking policy at Edge-on-Hudson. Certain streets in the Edge-on-Hudson project will be ready for dedication in the near future. A map of the site was provided. Police Chief, Bueti joined the discussion. The Board asked the staff to study the matter and make a recommendation. A public hearing would need to be set on this prior to adopting a parking policy. BLOCK PARTY REQUEST: The Board reviewed a request to hold a block party on Farrineton Avenue on Saturday, Sept. 11,1 l-5pm (the rain date is Oct 2). Mayor Wray will ask the Board to go into special session later in the meeting to approve this request. LDC BY-LAWS: Discussion regarding the Sleepy Hollow Local Development Corporation bylaws was tabled. LOWER BEEKMAN CROSSWALK: Discussion regarding the lower Beekman crosswalk was tabled. SPECIAL SESSION Motion was made by Trustee Andruss, seconded by Trustee Gonzalez, to go into special session Motion passed 6-0 Motion was made by Trustee Gebler, seconded by Trustee Rodriguez, to approve a resolution to accept the environmental assessment form for zoning amendments. Motion passed 6-0. Motion was made by Trustee Rodriguez, seconded by Trustee Gebler, to approve a resolution allowing a block party on Farrington Avenue on Saturday, Sept. 11, 1 l-5pm (rain date is Oct 2) Motion passed 6-0. Motion was made by Deputy Mayor Scaglione, seconded by Trustee Andruss, to approve a resolution allowing the Fire Department to hold a Spaghetti Dinner on October 9 at the senior center. Motion passed 6-0. Motion was made by Trustees Gonzalez, seconded by Trustee Andruss to come out of special session. Motion passed 6-0. 9/11 MEMORIAL: A 9/11 memorial ceremony will be held this Saturday at 10:30am at Patriot's Park. At 9:30 p.m. the work session was adjourned.
