Resolution of the Board of Trustees of the Village of Sleepy Hollow
Support a Grant Application for Downtown Revitalization
WHEREAS, the Village of Sleepy Hollow was named as Westchester's most beautiful spot
according to a report released by newyorkupstate.com which took a look at each county
statewide and determined some of the state's most desirable locations; and
WHEREAS, notwithstanding such beauty, the original Village Downtown area along the
waterfront has been destroyed in prior years due to urban renewal projects, which ended
up separating, rather than uniting, the Village; and
WHEREAS, the renewal of the old General Motors plant area will provide a significant
economic opportunity to the Village; and
WHEREAS, the Village has undertaken significant public engagement efforts to identify
projects that will enhance, encourage, and contribute to the redevelopment of the
Village—creating a vision for Downtown revitalization; and
WHEREAS, the Village of Sleepy Hollow is applying for a ten million dollar grant from
New York State's Downtown Revitalization Initiative in order to implement this vision; and
WHEREAS, the Downtown, for the purposes of this grant, runs from the intersection of
Beekman Ave. and North Washington, south down Valley Street (including parcels on
both sides of the street) west to lower Cortlandt Street, north on Cortlandt Street to
Beekman Avenue (including parcels on both sides of the street) to conclude back at the
intersection with Beekman and North Washington; and
WHEREAS, if the funds are granted, the Village will use this opportunity to revive the
Downtown area by fostering economic vitality, social equity, and placemaking; and
WHEREAS, this grant will provide planning services and implementation funding to
ensure effective and efficient development; and
WHEREAS, this funding will enable the Village to leverage the economic activity
sparked by the Edge development of the Old General Motors site to rebuild the
Downtown; and
NOW, THEREFORE BE IT RESOLVED, that the Board of Trustees supports the
Village's grant application and all efforts to revitalize the Village Downtown as defined
for the purposes of this grant.

RESOLUTION OF THE BOARD OF TRUSTEES OF THE
VILLAGE OF SLEEPY HOLLOW
HIRING SEASONAL STAFF FOR THE DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Department of Public Works Highway Foreman has conducted
interviews for seasonal positions, and
WHEREAS, the Highway Foreman has recommended to hire Heyssen Hidalgo of Sleepy
Hollow as seasonal employees, not to exceed sixteen weeks.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of
Sleepy Hollow hereby approves the Highway Foreman's recommendation of
Heyssen Hidalgo a seasonal employee effective September 16, 2021 at an hourly rate of
$16.00, not to exceed sixteen weeks, and be under the direct supervision of the
Highway Foreman.
BE IT FURTHER RESOLVED a background check for this applicant has been
completed and is satisfactory.

and Board of Trustees to install a little free library in front of the Police Department,

Whereas, the little free library is a small book case structure that will enable a
community based, free book-sharing program, where anyone may take a book or share
a book. It will inspire readers, promote literacy and expand book access for all.
Now Therefore Be It Resolved the Mayor and Board of Trustees approve this
request by the PBA.

Good Evening,
On 08/04/2021, the Sleepy Hollow PBA voted on a motion that was made for the PBA to purchase and
install a little free library in front of the Police Department. A little free library is a small book case
structure (photo inset) that will enable us to have a community based, free book-sharing program,
where anyone may take a book or share a book. It will inspire readers, promote literacy and expand
book access for all. If permission is granted, we will begin with organizing a book collection by asking for
book donations. The post we would install with this little free library is a large screw into the ground
device (photo inset). This will enable us to be able to move the little free library as needed (if anyone is
unhappy with its location, its causing some kind of problem, etc). The funds for this have already been
approved and if or when we have your blessing, we will make the purchase and begin the process.

Whereas, Christina Fischer submitted her letter of resignation as Staff Assistant-Finance
Department dated September 10, 2021 and effective September 24, 2021, and
Whereas, said letter of resignation must be formally accepted by the Village of Sleepy
Hollow Board of Trustees, and
Whereas, the Village, by resolution number 07/138/03 dated July 15, 2003, adopted a
policy for employee termination and rehire, and
Now, Therefore, Be it Resolved, that the Village accepts the letter of resignation of
Christina Fischer and finds that the termination/rehire policy of July 15, 2003 applies,
