Mayor Wray called the work session to order at 7:00 p.m.
WATER CONSOLIDATION PRESENTATION: Phil Zegarelli made a presentation to the
Board related to water consolidation. The Villages of Sleepy Hollow, Briarcliff and Tarrytown
are exploring the idea of consolidating water services. A study is currently being conducted by
Woodard and Curran Engineering and is near completion. The prevailing idea is to have one
pump station that services all three villages. Discussion ensued.
EDGE-ON-HUDSON: Planning Board Chair, Marjorie Hsu was in attendance to discuss a
proposed change to the Edge on Hudson project. Ms. Hsu explained the proposed change and
said that the Planning Board is in favor of approving this change. The majority of the Village
Board had no objection to this change and the matter was referred back to the Planning Board.
SANITATION SCHEDULE: Department of Public Works Superintendent, Kevin Smith
addressed the Board. Mr. Smith is proposing slight changes to the sanitation schedule for the
upcoming year. The first change will apply only to weeks in which there is a Monday holiday.
The second change is to increase bulk pick-up to once a week while limiting the amount of trash
that can be put out at one time. The Board said that Mr. Smith has the authority to adjust the
scheduled as proposed. Discussion ensued.

�CORTLANDT STREET PLAZA: The Board discussed the Cortlandt Street Plaza project.
Department of Public Works Superintendent, Kevin Smith joined the discussion. There is an
issue related to the turning radius for large trucks including school buses. Mr. Smith proposed
trimming the tree at the existing traffic island and removing a portion of the island. This will
widen the area to accommodate large vehicles. The Board was in favor of this plan.
LOWER BEEKMAN AVENUE CROSSWALK: Mr. Giaccio started the discussion related to
the lower Beekman Avenue crosswalk. The Village Engineer has proposed different options for
the crosswalk. The Board discussed the options, but also requested cost estimates for each of
option. Mr. Giaccio will work with the Village Engineer to get these cost estimates.
POLICE REFORM UPDATE: Trustee Spiro gave an update on police reform. Some of the
recommendations made by the Police Reform Committee have been implemented by the Police
Department. They include de-escalation training, crisis intervention and coordination with other
communities. There is a plan to have additional town hall style meetings at various locations in the
Village. The thought is that smaller settings will encourage more individuals to share their questions and
concerns. The Board thanked Trustee Spiro for spearheading this project.
STATUE ISLAND ENVIRONMENTAL REVIEW: The Board reviewed a resolution related
to the environmental review of the Statue Island Project. Village Attorney, Clinton Smith
prepared the resolution and associated forms. Mayor Wray asked that this item be on the next
Board meeting agenda.
BOOT DRIVE REQUEST: The Board considered a request made by the Sleepy Hollow Fire
Department to hold a boot drive on each Saturday and Sunday in October from 1:00-4:00pm.
The Board was amenable to this request. Mayor Wray asked that this item be on the next Board
meeting agenda.
SPECIAL SESSION:
Motion was made by Trustee Andruss, seconded by Deputy Mayor Scaglione to go into special
session. Motion passed 6-0
Motion was made by Trustee Rodriguez, seconded by Trustee Andruss to approve a resolution to
install a stop sign eastbound on Beekman Avenue at Cortlandt Street. Motion passed 6-0
Motion was made by Trustee Andruss, seconded by Trustee Gonzalez to approve a resolution
hiring a water maintenance worker. Motion passed 6-0
Motion was made by Trustee Andruss, seconded by Deputy Mayor Scaglione to go out of special
session. Motion passed 6-0

�MAYOR'S ANNOUNCEMENTS: Mayor Wray commented on the successful Doyle's Fest
event that took place this past weekend and reminded residents that Oktoberfest is this coming
weekend. Mayor Wray wished Trustee Spiro a belated happy birthday.
At 9:10 the work session was adjourned.
