                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, September
28, 2021 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment
of silence for Roberto Gabarro, 84 yo, longtime resident of Depeyster Street. Our thoughts
are with their families and friends.
Approval of Warrants:
Trustee Gebler moved and, Deputy Mayor Scaglione seconded to approve the warrant and
authorize the Treasurer to pay bills in the amount of $342,309.73. It was unanimous.
Deputy Mayor's Announcements;
Mayor Wray thanked Brian Doyle and Nicky Bell for a successful block party. Mayor Wray
also congratulated Anthony Giaccio on the release of his new record.
Mayor Wray encouraged everyone to attend the upcoming cultural festival taking place this
Saturday at Kingsland Point Park.
Department Head Reports:
Ms. Loja, Community Liaison, addressed the Mayor and the Board of Trustees and stated that
The Wishing Wall photo contest is ending and a winner will be chosen.
The Ecuadorian Festival at Barnhart Park was a success and well attended.
The community wardrobe is an ongoing project with the Horsemen PTA helping, and the COC
housing it for now. Multiple families have already benefited from it.
The cultural festival is scheduled for October 2nd, many vendors will be attending and there
will be lots of entertainment for kids and adults. Ms. Loja thanked all the volunteers that
have assisted in organizing this event.

�Mr. McCarthy, Building Inspector, addressed the Mayor and the Board of Trustees and
reported on recent meetings and projects (See attached report)
Discussion ensued regarding the Edge-on-Hudson ongoing construction project.
Public Comments:
Mayor opened the meeting to the public and invoked the 3-minute rule.
Terry McGlynn of Fremont Road addressed the Mayor and the thanked the Village for
making it possible to have the Lighthouse Swim Organization have their swim on the Hudson
River and raising money for Feeding Westchester.
Anne White addressed the Mayor and the Board of Trustees and suggested how ARPA
funds should be spent in Sleepy Hollow. Ms. White stated that the public has had no
opportunity to have a conversation with the Village Board and stated, "they are not
represented here", She suggested more meetings to have real discussions with the Board of
Trustees.
Edgar Carillo of Coco Taqueria on Beekman Avenue addressed the Mayor and the Board of
Trustees and asked if he could put two tables on the sidewalk in front of his restaurant.

Mayor Wray stated that a resolution has been added to the agenda to hire an afterschool
staff person, per Mr. Arone's request. (R5 - Approve Part-time After School Staff)
Old Business/New Business:
Mayor Wray stated some of the guidelines for the new affordable housing lottery is as
follows:
Must be work for the Village
Must Volunteer for the Village in Emergency Services ie: Fire or Ambulance
A senior already residing in the Village and working for the Village.
Must be income eligible to qualify based on Westchester County's Area Medium Income
(AMI)
An outside group will be doing the income verification for all applicants, confidentially.
Mayor Wray stated a resolution would be introduced soon to set these guidelines. A brief
discussion ensued as to the next steps to start this process.

�Trustee Gonzalez stated that in addition to the having a separate organization handle the
application process for the EDGE/Toll Brothers affordable housing, he recommended that
they also handle the "lottery" or evaluate each applicant for selection purposes.
Trustee Spiro asked if the position in the Finance Dept. is being advertised and Treasurer
DiGiacomo stated that she is working on it.
Trustee Rodriguez thanked the Public Works Dept. for the work they have done on the island
at the top of Cortland Street. Trustee Rodriguez suggested having loading zone schedules on
Beekman Avenue and would like to discuss this further.
Mayor Wray stated that lights would be installed on Valley Street, same as the top of
Cortlandt Street.
Discussion ensued regarding light fixtures at the Riverwalk, and lights at DeVries Park.
Communications:
Village Clerk McCarthy stated that communication was received from Laura Lopes regarding
traffic jam concerns on Beekman Avenue, and a letter was received from Michael Dawley,
which was read aloud for the record. (Attached)
Trustee Gonzalez responded to Mr. Dawley's letter and stated he would have preferred if this
letter was read in person by Mr. Dawley himself, and that the letter was "longer then the
Gettysburg address". Trustee Gonzalez stated he would not continue to be involved in this
rhetoric. Trustee Gonzalez stated he had introduced three recommendations to improve
transparency in the Village, to give the public an understanding of a business deal that
almost went down, to make sure there was no conflict of interest. Trustee Gonzalez stated
he stands behind his previous comments. Trustee Gonzalez stated he will be making
additional recommendations to the Board of Trustees with regards on how to improve ethics
on the LDC Board and how to document this kind of transactions in the future to avoid the
appearance of a conflict, and would love for the LDC Board to share their expertise in
identifying other economic development opportunities in the Village and embrace being more
transparent in their interactions.
Mayor Wray stated Trustee Gonzalez had the opportunity to speak at an LDC meeting where
all Trustees are welcome to attend and are extended courtesy to speak. Mayor Wray stated
the discussion put forth by Trustee Gonzalez at a Board Meeting was inappropriate.
Trustee Gonzalez stated he emailed his recommendations to the Mayor and the Board of
Trustees several weeks before he came forward in public. He stated he is looking out for the
interest of the community, not one's feelings. Trustee Gonzalez requested that his
statements be made part of the record.
There were no further comments regarding this matter.

�Treasurer DiGiacomo stated that most Hayride tickets online are sold out, but that students
tickets are still available.
Public Comments:
Mayor Wray opened the meeting to the public and invoked the 3-minute rule.
Anne White of Kendal on Hudson, addressed the Mayor and the Board of Trustees and
stated it would be beneficial for the Board of Trustees to engage in a restorative justice
process regarding this issue, and would recommend an expert.
Ms. White also stated that the guidelines for the affordable housing should be made public
and it will be an issue the Village Board should pay attention to.
There were no further comments.
At 8:35pm on motion by Trustee Andruss, seconded by Trustee Spiro the meeting was
adjourned.

This goes on every day. I never see a police officer, morning, afternoon, or night. I see them in front of the fire

nice on cortlandt, why not take care of the traffic problems too, not important?

Dear Mayor Wray and Members of the Board of Trustees:
I respectfully ask that this letter be entered into the public record.
At a recent Board of Trustee meeting,Trustee Gonzalez made a
statement about a real estate auction in which he demonstrated an
appalling lack of knowledge and called into question my personal
ntegrity.
Despite my interest in this property, I did not ultimately bid on it in
direct response to the Village Trustee's decision made at the
eleventh hour to do so which also required me to absorb various
costs. Having served on over a dozen boards and chairing many of
them, I am well versed in fiduciary duties and conflict
management. Long before the auction, I'd sought and received
advice and opinion from Trustees, Village and Sleepy Hollow Local
Development Corporation Counsel regarding any potential conflict
of interest given my role as Chairman of the S H L D C . Since the
property in question was not part of the Village Master Plan, not
part of any properties evaluated by the S H L D C on behalf of the
Village, and, to the best of my knowledge, never identified or
discussed by the Board of Trustees prior to 48 hours ahead of the
public auction, there was no conflict of interest or any appearance
of one.
Mr. Gonzalez knows that the S H L D C has met publicly every other
week for at least 5+ years . The public and BoT have been invited to
our meetings and Mr. Gonzalez has attended one, maybe two
meetings during his terms which was only within the last month or
so. He knows that the S H L D C minutes are posted after every
meeting and Mr. Gonzalez has been reminded multiple times that
they are available for his review.
Mr. Gonzalez's public attack on me was outrageous. He made
comments he knew to be false under the false guise of making
recommendations to change the S H L D C charter. Some have
suggested that I take legal action for defamation and others
suggest I ask for a public apology and an acknowledgment from Mr.

�Gonzalez that he had his facts wrong. When Mr Gonzaler

divisive environment and do nothing to help the VHIaae m o ^
