Mayor Wray called the work session to order at 7:10 p.m. and had a moment of silence for the
passing of Armando "Chick" Galella.
TRUSTEE STATEMENT: Trustee Gonzalez read a prepared statement (Attached).
TRIATHLON DONATION: Veronica Skrelja and Dennis Chillemi of the Sleepy Hollow
Triathlon Committee presented a donation check to the Sleepy Hollow Recreation Department in
the amount of $22,000. The donation came from proceeds received during the 12th annual
Sleepy Hollow Triathlon that took place this past summer. Recreation Superintendent, Matt
Arone was in attendance to accept the donation. The funds will be used for recreation programs
for the purpose of making them affordable to all children and families in the Village The Board
thanked Ms. Skrelja and Mr. Chillemi for the generous donation and for organizing the triathlon.
OVERLAY ZONES: Planning Board Chair, Marjorie Hsu was in attendance to discuss overlay
zones. An overlay zone was created on lower Beekman as part of recent adopted zoning
amendments. Ms. Hsu is recommending that the Board create similar overlay zones in other
sections of the downtown. Mayor Wray asked Trustee Rodriguez to assist with this initiative.
RECREATION REPORT: Recreation Superintendent, Matt Arone gave a recreation
department report for the month of October. A copy of the report was previously sent to the
Board. Mr. Arone reported on recent recreation programs including senior citizen programs and
the after-school program. He also mentioned upcoming events and parks items. The Board had
several comments and questions. Discussion ensued.

Haunted Hayride
event. The event w.11 take place on October 22"' and 23* from 5:00-11:00pm. The HaHoween
Committee has met several times and assigned responsibilities. Tickets went on aleVn aTy

September and are sold out. Mr. Giaccio read the list of sponsors for the event. The Hal oween

HAUNTED HAYRIDE PRODUCTION COMPANY: The Board reviewed a proposal from
sleepy Halloween Animitronics to produce this years Haunted Hayride. The Halloween
Committee has recommended using Sleepy Halloween Animitronics, since they have done the
hayride for many years and have done a very good job. The Board was amenable to approving
this proposal. Mayor Wray requested that this item be on the next Board meeting agenda.
DEPUTY COURT CLERK TRAINING REIMBURSEMENT: A request was made by the
Deputy Court Clerk to be reimbursed for a training seminar she attended. Per the personnel
manual, the Village Board has to formally approve this request by resolution. The Board was
amenable to this and encourages all employees to attend training related to their job function
Mayor Wray requested that this item be on the next Board meeting agenda.
POST MEO POSITON: Mr. Giaccio said the Public Works Superintendent would like to post
a Motor Equipment Operator positon. This position has been vacant due to a recent retirement
and is in the budget. The position has to be posted for ten days per the collective bargaining
agreement. The Board had no objection to approving this request. Mayor Wray asked that this
item be on the next Board meeting agenda.
REQUEST POLICE OFFICER LISTS: Chief Bueti asked the Board to authorize calling for
civil service lists for police officer. There are vacancies in the department. The lists being
requested are a local list and a Spanish speaking list. The Board was in favor of approving this
request. Mayor Wray asked that this item be on the next Board meeting agenda.
MARCH ELECTION SEATS TO BE FILLED: The Westchester Board of Elections requires
that the Village Board provide information about the 2022 March elections. This needs to be
done by resolution. Three trustee positions will be on the ballot. Mayor Wray requested that this
item be on the next Board meeting agenda.
At 8:10 the work session was adjourned.
