Wray Deputy Mayor Denise Scaglione Rachelle Gebler Sam Gonzalez Jared Rodriquez Sandra Spiro, Trustees Absent: Thomas Andruss, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Anthony Bueti, Police Chief Clinton Smith, Village Counsel At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for Jeannette P. Rojas, 53 years old of Pocantico St, Eva Marie Sarli, 76 years old of Harwood Ave, Lubna Riaz Sipra, 74 years old of North Washington St., Martha Rabassa 89 years old of Valley St, Kathryn Mary Sinclair, 90 year old of Kendal Way, and Wallace J ' Cooper, 95 years old of Kendal Way. Our thoughts are with their families and friends. Approval of Warrants: On a motion made by Deputy Mayor Scaglione, seconded by Ttrustee Gebler the warrant was approved and Treasurer DiGiacomo was authorized to pay in the amount of $660,661.16 Approval of Minutes: On a motion made by Deputy Mayor Scaglione, seconded by Trustee Gebler, the minutes of September 14, 2021 were approved. Motion carried. On a motion made by Deputy Mayor Scaglione, seconded by Trustee Gebler, the minutes of October 19, 2021 were approved. Motion carried. Mayor's Announcement: Mayor Wray thanked all the staff and volunteers that worked at the block party and during the hayride. Mayor Wray stated that on November 2, 2021, there is a Village event-taking place at the cemetery to celebrate the "Day of the Dead", for children 5 to 10 years of age. �Mayor Wray reminded everyone that Election Day in on November 2 and early available. Department Reports: Kevin Smith, Superintendent of Public Works addressed the Mayor and the Board for the first time since his starting date, and reported on ongoing projects being completed, repairing drain basins, removal of trees, repairing stone wall, street lights repair, hydrant flushing. Mr. Smith also reported on a recent water main break and sewer break. Mr. Smith has accepted numerous applications for the MEO position, and will be conducting interviews. A new truck has been received and ready for snow season. Ongoing work and meetings with the LDC on the new DPW facility and looking for new software options. Mr. Smith attended the annual NYCOM training recently and stated it was very informative. Police Chief Bueti, addressed the Mayor and the Board of Trustees and reported on recent events and schedules (See report attached) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White - of Kendal on Hudson, addressed the Mayor and the Board of Trustees and referred to some concerns regarding recyclables and rides from the train station. There were no further comments at this time. Resolutions: R1 R2 R3 R4 R5 - Set Public Hearing for Residency Requirements for Public Officers Close New Broadway on Halloween for Trick-or-Treaters Approve PMIA Halloween Parade Approve Actions of the Fire Wardens Approve Actions of the Ambulance Corp New Business: Mayor Wray said that a third-party administrator for the affordable housing units at Edge on Hudson has not yet been identified. Tenants will be chosen in this order; Ambulance and Fire department volunteers, Village employees, senior citizens who live in the Village and any individual who works in the Village. In addition, all individuals will have to be financially eligible and pass a background check. Discussion ensued. �Public Comments: Mayor Wray opened the meeting to the public and invoked the 3-minute rule. There were no comments at this time. McCarthy Tompkins Village Clerk PM/jb / �Police Chief Bueti, Met with coned regarding the first noreaster of the season thus far, and there are no power outages to report, but the forecast is for strong winds tonight lasting to the early morning. Coned has stated that they have crews available for power lines and have contracted for additional crews if needed. I would remind everyone to do a 360 look around their vehicle and under for down power lines and tree branches before entering or touching their cars. - Parkway Status (Westchester County Police) BRP(Partially Closed): Bronx River Parkway closed from County Center to Sprain Split northbound and southbound. Hutchison River Open): Open Sawmill River(Partially Closed): Northbound closed at Taconic State Parkway, as well as ramp from TSP NB to SMRPNB. Northbound closed at Marble Ave in Mount Pleasant. Southbound closed at Manville Rd in Pleasantville Heavy ponding north and south at Route 119 in Elmsford. Heavy ponding north and south at Clarence Ave in Hastings. North bound lanes closed at Ashford Ave in Ardsley to Rt 119 in Elmsford due to flooding Cross County(Open): EB and WB ramps to the BRP Southbound are closed due to flooding Playland PKWY(Open): Open We have had a significant number of events this fall season; all have been well attended, and no incidents to report of. Specifically, the hayride we will be having and, after the event, a hotwash meeting to discuss what worked, what didn't, and what can be improved on. I have briefly spoken to Superintendant Smith he has pointed out a few things, it is good to have a fresh set of eyes. We have several events planned for this weekend an including a truck or treat where there will be several police vehicles that the truck or treaters can visit look at, treats will be given at each vehicle. �Halloween is this Saturday I would request that we close the street to New Broadway as we have in the past, and the officers assigned will do their best to escort residents to their homes. I would like to remind both drivers and trick to: • When wearing masked costumes, make sure vision is not obstructed • Use hand sanitizer • Cross streets only at corners and cross walks. • Work one side of the street at a time. • Stay out of the roadway • Visit less homes than usual, stick to those you know • Observe social distancing • If driving, use the appropriate car seats, and have children enter & exit the vehicle from the passenger side. • Carry a flashlight • Only accept candy that is totally wrapped and sealed. • Take COVID precautions at home before consuming candy • Be vigilant when driving • Obey all traffic signs and signals • And it goes without saying, if you're attending an adult Halloween party where alcohol is being served, be sure to have a designated driver Try some of these alternatives that can keen kids safer from both • traffic and COVID: Hold a scavenger hunt for treats in your home or yard • Host an outdoor movie night featuring favorite Halloween movies • Host a Halloween zoom party or "Zoom-o-Ween." • Decorate your house as you normally would! We have sent out thirty canvass letters for the position of a police officer, and we have several candidates that have scored in the 90's I believe that this is a direct result of our efforts in the prep exam. All prospective candidates will be required to complete a background �investigation, agility test, medical evaluation, psychological testing. It has been recommended (not required by DCJS) to have candiadates take a polygraph this year. This is a practice that we have done with past candidates, so it is not new for us. We continue to rotate officers through the Procedural justice training; they will all be trained in the new taser, the X7. This new taser has a feature where it will automatically activate the Body-worn camera once the taser breaks the holster. Several officers have attended the 911 diversion training, where they are trained to divert calls to the county for people with a mental emergency that does not require a police response. Finally, we will be meeting with Diana Loja and several community members this Thursday to talk about how the department can provide better services that they may need. we have experienced a slight increase in covid cases in the village 7, I would like to thank all the villages employees for the effort that they displayed this month for the events that were in the village with a special thanks to the officers of the P D . Most of these events required additional hours on weekends that they may have been scheduled off.
