Mayor opened the public hearing to the public and invoked the 3 minute rule. This is also a civil service requirement. Trustee Andruss moved to adjourn the public hearing for written comments until next Tuesday, November 16, 2021 at 4:30 p.m. Trustee Gonzalez seconded. Motion carried. Approval of Warrants: On a motion by Trustee Andruss, seconded by Trustee Gebler the warrant was approved and l reasurer DiGiacomo was authorized to pay bills in the amount of $284,167.58. Approval of Minutes: On a motion by Trustee Andruss, seconded by Trustee Gebler the minutes of the September 28, 2021 board meeting were approved with corrections. " - Department Reports: Recreation Superintendent, Matt Arone addressed the Mayor and the Board of Trustees and reported on several events and ongoing projects, (see attached) Trustee Spiro asked about Sykes Park picnic tables that appear to be bent/damaged. Mayor Wray stated that plans for upcoming projects will be posted on our website. There were no further comments at this time. The group discussed a request made by the developer to change the parking lot entrance for Building H. The Planning Board is seeking the Village Board's opinion r ; r t t T T h e y i , l a g e B o a r d h a d n o ° b J e c t i o n t 0 * * request, Since t h e ' d e X e r will shield the entrance from view and this design is less impactful than the original plan. New Business: Mayor Wray stated the North Tarrytown Housing Authority indicated they are interested in providing the services of income verification for the Affordable Housing applications The Mayor will be speaking further with them. Mayor Wray stated a settlement is being worked on regarding a land dispute on Ridge Street. Mayor Wray and the Board of Trustees agreed that the next Board meeting would be on November 30th, due to the upcoming Thanksgiving holiday. Trustee Spiro briefly discussed additional options to post information on the website. Communications: Mayor Wray stated receiving a letter from the Fire Department Chief regarding the thin red and blue lines on flags displayed on village vehicles. Unlike the festival in 2019, all the events were of the o u t d o o r d^ive-i variety, and that was planned that way due to COVID precautions. Good crowds were on hand both nights Beekman Ave. and food truck vendors had successful sales. There was more music and entertainment on he avenue than ever before. The morning of the 23* the Rivertown Roadrunners 10K race was held and they had over 1 1 1 0 people pre-registered for the event. Over 8 0 people registered this year. 50 participants actually went in the water. If you haven't seen he pictures of all the people dressed up paddling in the river, you need to. Special thanks to the Tarrytown fire boat for being out on the Hudson that day. This event went from 14 people in 2020 to what we had this year. I have already had a discussion with the director on making this an event that would include vendors, food and beverages down at the park for next year. The recreation department's Halloween events were held Saturday the 30«\ We had to move the events from Kings and Park to the senior building and the Elm Street lot due to rainy weather. Arts and craft costume photo booth, music and the Truck or Treat portion were all on as scheduled. We moved the costume parade to Sunday the 31". A special thanks goes to the DPW, police, ambulance and fire department for arranging all the vehicles to come to the Truck or Treat portion. Thanks also goes to the recreation department staff for running everything those two days. Upcoming events Youth basketball for girls in grades 3-6 will start practicing this week. Games will start in December This is the second year participating in this recreation program. We began in 2019, but did not run the program last year due to COVID. It is being administrated by Arts Westchester Senior Citizens: The seniors are holding their monthly club meetings in the building. - A senior lunch was held at the senior center on Tuesday, November 2 nd . - A senior holiday luncheon is being planned for December 6 th . - A ceramics class was held October 28 th . - W a l k i n g group is held on Fridays at 8:30am. a n d W e d n e S d a y m 0 r n i n g S in t h e s e n i 0 r - - — outdoors --Senior Yoga class instructed by GymGuyz is on Thursday mornings at 9am-10am . Lunch meals delivery program is running. We also can still help seniors with grocery shopping during K 8 the week if they call to schedule a ride. The after school program The after school program resumed in September. Our registration numbers are back to full as they were prior to the start of the pandemic. The program is running smoothly. Parks Items: --As we discussed last month, Devries Park was affected by the flooding that occurred during Hurricane da. The water level was so high it knocked out all electric power to the parking lot, the building the tennis court lights and the ballfield lights. Both Con Ed and village equipment was damaged and many activities were cancelled. Electricity has been restored to the courts only to this point. This will take some time to get everything back up and running. Kevin and Earl f r o m D P W last week and disassembling the Sykes Park playground work is scheduled for this week. We have agreed to start working with Raymond M i c h a e l , Ltd W h o did the playground units for us at Margotta Park a few years ago. The installation will occur in the next few months so we have the new playground unit up for the spring and summer. �and have the insurance company working on assessing the damage. - A l l new engineered wood chips have been delivered for all the playground surfacing in the parks.
