Present: Mayor Kenneth G. Wray Deputy Mayor Denise Scaglione Rachelle Gebler Thomas Andruss Jared Rodriquez Sandra Spiro, Trustees Absent: Trustee Gonzalez Also Present: Anthony Giaccio, Village Administrator Paula McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Kevin Smith, Village DPW Superintendent Anthony Bueti, Village Police Chief Sean McCarthy, Village Building Inspector Clinton Smith, Village Counsel At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for residents Patricia Seldin, Anna Gilroy and Brian Acosta. Our thoughts are with his family and friends. Mayor Wray said that the public hearing to amend the tree ordinance was properly noticed. Village Clerk, Paula McCarthy read the public hearing notice. Mayor Wray noted that the idea behind this revision is to better manage both public and private trees. A letter from Shelley Robinson was entered into the record. Mayor Wray opened the Public Hearing invoking the 3 minute rule. Shelley Robinson of Kendal-on-Hudson, addressed the Mayor and the Board of Trustees and stated that the tree ordinance should not be completely changed. Private trees should still be under the jurisdiction of the Village. She said there still needs to be a checks and balances when reviewing tree permits and not up to only one person. Ms. Robinson recommended re-structuring the tree committee to have 5 members, establish monthly meetings and define the job of the tree officer better. Trustee Andruss said he is in favor of focusing on public trees. Anne White, of Kendal-on-Hudson addressed the Mayor and the Board of Trustees and stated she is pleased about the Village becoming a steward of the trees. She emphasized that a penalty fee be included and enforced. �Mayor Wray said that the current system of managing trees is poor and the tree permit process needs to be amended. He said the Village needs to be proactive instead of reactive when managing trees. The public hearing was adjourned until 7:00pm on Tuesday, December 7th. Written comments can be submitted until then to the Clerk's office. Approval of Warrants: On a motion made by Trustee Andruss, seconded by Deputy Mayor Scaglione, the warrant was approved and the Treasurer DiGiacomo was authorized to pay bills for $1,138,533.66. Approval of Minutes: On a motion by Trustee Gebler, seconded by Trustee Andruss the minutes of the November 9, 2021 meeting were approved. Motion carried. Abstained: Deputy Mayor Scaglione. On a motion by Trustee Andruss, seconded by Trustee Rodriguez the minutes of the November 16, 2021 meeting were approved with amendments. Motion carried. Abstained: Trustee Spiro. Mayor's Announcement: Mayor Wray thanked the volunteer Fire Department for assisting the District of Thornwood during a fatal house fire on Thanksgiving morning. Mayor Wray stated that Covid-19 infections are now in the double digits in our Village, and suggested that everyone continue to practice safety measures such as wearing a mask, social distancing and being vaccinated. Department Head Reports: DPW Superintendent Smith presented his report, (see attached) Building Inspector McCarthy presented his report, (see attached) Public Comments: Mayor Wray opened the meeting to the public for comments and invoked the 3 minute rule. �Directors of Lighthouse Swim Inc. Terry McGlynn, Sue Klein, and Marty McGinnity, addressed the Board. The group held a fundraising swim event in September to raise funds for Feeding Westchester. They came to present $250 checks to the Police Department and Fire Department as a thank you for helping make the event a success. Anne White of Kendal-on-Hudson, addressed the Mayor and the Board of Trustees and requested that the meetings be improved to enable better access to the public. People should be able to make their comments from home. There should also be Spanish translation. Shannon Fitz of 18 Fremont Road addressed the Mayor and the Board of Trustees and agreed that there needs to be more bHingual access. She proposed updates to the code should be clearer. Ms. Fitz also stated that a foot path connecting Sleepy Hollow Manor and Philips Manor is needed. Resolutions: R1 - Approve IMA's with Westchester County Youth Bureau R2 - Approve Stop DWI IMA with Westchester County R3 - Approve Oktoberfest Band R4 - Approve Change Order for Beekman Avenue Sidewalk Project R5 - Approve Residency Requirement for Public Officials R6 - Authorize Clerk to Canvass Assistant Building Inspector-Civil Service List R7 - Approve Actions of the Fire Wardens R8 - Approve Budget Transfer R9 - Set Public Hearing to De-Map a Section of Ridge Street A motion was made by Deputy Mayor Scaglione, seconded by Trustee Andruss to approve a request made by Gullotta House to hold a fundraiser polar swim event at Kingsland Point Park on February 12. Motion passed 6-0. Old Business/New Business: Trustee Spiro said she is researching ways to conduct Spanish-speaking meetings and will share what she learns with the Board members when available. Trustee Gebler said she met with Trustee Rodriguez, Anthony Giaccio and Kevin Smith to discuss placing year-round decorative lights on trees along Beekman Avenue. This will be done on a trial basis. Trustee Rodriguez said that he has received a proposal to design the plaza at the top of Cortlandt Street. �Communications: Michael Fernandez of Anderson Avenue requested a stop sign on Crane Avenue. John Leavy sent correspondence about de-mapping paper streets. Rachel Brecker sent an e-mail regarding parking concerns. Clerk's Announcements: There will be a Tree Lighting event this Friday and Santa letters will be received starting tomorrow. The PBA is doing a holiday toy drive. People Helping People sent a plaque to the Village Board as a thank you for helping provide meals during the pandemic by providing use of the senior center kitchen. The Mobile Shredder will be at Village Hall on December 11, 2022. The Mobile Passport unit was on-hand two weeks ago and was well attended.
