                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
Dec. 7,2021 at 7:00PM at Sleepy Hollow Village Hall 28 Beekman Ave., Sleepy Hollow, N.Y.

Mayor Wray called the work session to order at 7:00 p.m.
MAYOR'S ANNOUNCMENTS: The Mayor announced that December 10 marks the 25th
anniversary of the Village's name change to Sleepy Hollow. The mobile shredded will be
Village Hall this Saturday. Covid vaccines and booster shots are being given by the ambulance
corps on December 18 and January 8 at the senior center. The Recreation Department is
presenting a drive-in movie at Kingsland Point Part this Saturday. The movie is Elf.
PUBLIC HEARING: Mr. Giaccio read the public hearing notice on amending the tree code.
Mayor Wray solicited comments from the public. There were no comments. Mayor Wray
acknowledged a letter from Doug Maas and a letter from Shelly Robinson on the matter. Both
letters were entered into the record. Motion was made by Trustee Rodriguez, seconded by
Deputy Mayor Scaglione to close the public hearing. Motion passed 6-0.
ENERGY SMART PRESENTATION: Lauren Bious of Sustainable Westchester made a
presentation on an Energy Smart initiative involving Sleepy Hollow, Tarrytown and Irvington.
The three villages received a grant from Sustainable Westchester to educate the community
about home energy efficiency. Ms. Bious asked the Board if they would consider waiving
building department fees for heat pump installation, to encourage more people to install them.
The Board will discuss this as an agenda item.
INVASIVE SPECIES PRESENTATION: Taro Ietaka, Recreation Supervisor for the
Westchester County Department of Parks, Recreation, and Conservation made a presentation on
invasive species of flora and fauna. There is a major concern regarding how these invasive
species are damaging the eco-system. This education is part of a grant the Village received from
the Department of Environmental Conservation to control invasive species.

�WAIVING FEES FOR HEAT PUMP INSTALLATION: Sustainable Westchester made a
request to waive building department fees for residents installing heat pumps. The Board was
amenable to this and will pass a resolution to approve this request at the next Board meeting.
APPROVE POLAR SWIM: The Board discussed a proposal from the High School senior
class to hold a "Polar Plunge" fundraising event at Kingsland Point Park. Mayor Wray requested
that this item be on the next Board meeting agenda.
WAIVING FEES FOR LIGHTHOUSE: A request was made by Westchester County to waive
Building Department fees for the renovation of the Lighthouse. The Board was amenable to this
and will pass a resolution to approve this request at the next Village Board meeting.
DECEMBER MEETING SCHEDULE: The Board discussed the December meeting
schedule. It was decided that there will be no meeting on December 28,2021.
BAG PARKING METERS: The Board discussed bagging parking meters for the holiday
season. A draft resolution was provided to the Board. Mayor Wray said that the resolution will
be voted on later in the meeting because there is a timing issue.
SPECIAL SESSION
Motion was made by Trustee Gebler, seconded by Trustee Andruss, to go into special session.
Motion passed 6-0
Motion was made by Trustee Gebler, seconded by Trustee Andruss at approve a resolution
related to Community Liaison, Diana Loja's employment status. Motion passed 6-0
Motion was made by Deputy Mayor Scaglione, seconded by Trustee Andruss, to approve a
resolution hiring a Deputy Treasurer. Motion passed 6-0
Motion was made by Trustee Gebler, seconded by Deputy Mayor Scaglione, to approve a
resolution to bag the parking meters for the holiday season. Motion passed 6-0
Motion was made by Trustee Andruss, seconded by Trustee Gebler to come out of special
session. Motion passed 6-0.
At 8:20 p.m. the work session was adjourned.
