Motion carried. �Mayor's Announcement: Mayor Wray shared a letter from the Police Department regarding the HEARTS program. (See attached) Mayor stated that his good friend and dear Village resident, Loraine Levy, passed away recently and will be greatly missed. She would have turned 91 years old just yesterday. Mayor Wray announced that Village Offices will be closed on January 17th in observance of MLK Birthday, and that the new sanitation schedule goes into effect. Mayor Wray stated that the Vaccine clinic this past Saturday at the Senior Center was a success. Over 255 adults and children were vaccine or boostered. He thanked the Sleepy Hollow Volunteered Ambulance Corps and the Ossining Volunteer Ambulance Corps as well. Department Head Reports? Village Clerk, Paula McCarthy reported for the annual year of 2021. (See attached) Recreation Superintendent, Matt Arone, reported on recent events and programs. (See attached) Police Chief, Anthony Bueti, reported on recent events. (See attached) Public Comments: Mayor Wray opened the meeting to the public for comments and invoked the 3-minute rule. Anne White of Kendal on Hudson addressed the Mayor and the Board of Trustees, via zoom and stated she has urged the Board to go to virtual meetings due to Covidl9 numbers going up in our Village. She reported that there are 588 active cases in Sleepy Hollow, but as of today, there are less cases being reported daily. Resolutions: Rl: Authorize Administrator to Solicit Bids for Ichabod's Landing Bulkhead Repair R2: Approve Tree Ordinance (This resolution was tabled) R3: Approve Bus Shelter IMA with Westchester County R4: Approve Tuition Reimbursement for Police Chief R5: Approve Inter-Agency Agreement with Northeast Consortium �Communications: Village Clerk stated that an email from Brenden Vickers was received regarding NYS marijuana legalization decision. Mayor Wray stated that the use of cannabis products are legal throughout New York State, and there was a provision in the law that gave municipalities the opportunity to opt out. To opt out means the municipality can choose to not allow a dispensary or a salon to sell this product. The Village of Sleepy Hollow did not out opt. It is important to know that municipalities currently cannot impose a "do not use" cannabis policy on sidewalks or public areas. New York State will be licensing dispensaries, at which time the State will instruct on where one can set up an establishment to sell this product. Since New York State legalized this product, it is now allowed and legal to smoke marijuana anywhere on the street, public areas, throughout the State. In Sleepy Hollow, smoking of any kind is banned in all our parks and in schools surroundings. Mayor Wray stated we will decide what is best for Sleepy Hollow but the bigger issue regarding this subject is public consumption in public areas. Trustee Rodriguez stated he attended a meeting related to this subject and said many folks are waiting for State authority before adopting their own rules. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Anne White of Kendal Way, addressed the Mayor and the Board of Trustees via zoom and, was thankful for being able to review the agenda and resolutions on our website ahead of the meeting, and stated she agreed with Mayor Wray regarding the use of cannabis products and she hopes the State does what is appropriate. Respectfully Submitted, Village Clerk ��Vital Records Office: Revenue for 2021: approximately $47,670.00 ($44,751.00 in 01/11/2022/PM �January 11, 2022 Sleepy Hollow BOT meeting Recreation Department Report Recent programs Back in November, a 2-day design program for teenagers was held at the senior center. Arch For Kids ran the program called "Revisioning Sleepy Hollow's Vacant Spaces" and this project was made possible with funds from the statewide community regrants program, a regrant program from NY State Council on the arts with the support of the Office of the Governor and the NY State Legislature. It was administrated by Arts Westchester. The program had more kids registered than expected and was a huge success. We were able to run our holiday events again this December. A tree lighting/pictures with Santa and horse-drawn carriage event was held back on December 3rd. Prepackages snacks and drinks were given to the kids. The number of people in attendance was higher than in past years. Santa Clause brought a large inflatable snow globe this year to sit in. Thanks to the recreation staff and Margaret and Tim for taking pictures for us. "Letters to Santa" program occurred this December as our staff helped deliver holiday wish-lists to the North Pole for all the kids. A holiday drive-in movie night was held on December 17th at Kingsland Park. Movie-goers came to watch the holiday favorite "Elf" in the comfort and warmth of their own vehicles. Thanks to the police department and parks department for assisting us that night. Upcoming/Ongoing events The youth basketball program for girls in grades 3-6 started their season in December. Unfortunately, we have had a few canceled games due to Omicron, but the season has continued. This is the second year participating in this recreation program. We began in 2019, but did not run the program last year due to COVID. In this league, we play games with other local communities such as Ossining, Irvington and Dobbs Ferry. Sadly, Tarrytown Recreation was sponsoring a similar program for the same age group for the boys which was cancelled. We've started planning some of our spring programs already. We have the dates set for our Tee Ball and soccer clinics for April and we will also be running a multi-sports camp for the kids the week they are off from school for spring break. Senior Citizens: The seniors are holding their monthly club meetings in the building; however, they did cancel some gatherings last week. - A senior holiday luncheon was held December 6th at Tappan Kill. A ceramics class was held in December before the holidays so they could make hand-made gifts for friends and family members. --Walking group is held on Fridays at 8:30am. �--The exercise classes are Monday and Wednesday mornings in the senior building. -Senior Yoga class instructed by GymGuyz is on Thursday mornings at 9am-10am . Lunch meals delivery program is running. We also can still help seniors with grocery shopping during the week if they call to schedule a ride. The after school program The after school program resumed in September and has been running we!!. We didn't have any hiccups or disruptions until last week when the school chose to go remote. We also did have a few of our staff members out sick, but we were able to continue the program. Parks Items: - The Parks Department removed the old and damaged rubberized surfacing at the Bernhardt spray park. ! have had three companies come in to inspect the existing plumbing and the old water features. They are submitting quotes for new features. This is part of a previously approved capital improvement project and we are looking forward to a new and updated water spray area for 2022. --We are still struggling with the electrical issues at Devries Park which was caused by the flooding that occurred during Hurricane Ida. The water level was so high it knocked out all electric power to the parking lot, the building, the tennis court lights and the ballfield lights. Both Con Ed and village equipment was damaged and many activities were cancelled. Electricity has been restored to the courts and the maintenance building to this point. The ballfield lights and the timer for the heaters for the platform courts are still being worked on. Morabito Electric spent time working on the hook up for the heaters this past weekend. This has taken some time to get everything back up and running. -Thanks to the DPW and Parks crew for disassembling the old Sykes Park playground. The equipment for Sykes Park is scheduled to ship the week of 1/17. We can schedule the install at any point after we take receipt of the delivery. Temperatures will be a factor in completing the project, namely any repairs to the poured-in-place surfacing, so we'll need to plan accordingly. We have agreed to start working with Raymond Michael, Ltd. who did the playground units for us at Margotta Park a few years ago. The installation will occur in the next few months so we have the new playground unit up for the spring and summer. -The fence company has begun working at Quattro Field at Devries Park. During a wind storm the last week of October, a tree came down at Devries on the other side of the Pocantico River and destroyed portions of the outfield fence at Quattro Filed. Our insurance company was able to help the village with paying for the repairs. --Plans for an outdoor exercise equipment area at Kingsland Point Park are ongoing. I have met with Deputy Mayor Scaglione to discuss ideas. Two companies have submitted plans and ideas thus far and we will continue moving forward with this capital project. - A new snow-blower attachment for the utility tractor and a new commercial front mower for the parks have been ordered. �� Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
