                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
January 25, 2022 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment
of silence for village residents Dominga Pina, 47yo, Juan Toribio, 69yo, Jie Zhang, 84yo,
Adele Petta, 93yo. Our thoughts are with their family and friends.
Approval of Warrants:
On a motion made by Trustee Gebler, seconded by Trustee Andruss the warrant was
approved and Treasurer DiGiacomo was authorized to pay bills in the amount of
$624,610.29. Motion carried. Trustee Gonzalez absent
Approval of Minutes:
On a motion by Trustee Andruss, seconded by Trustee Rodriguez the minutes of the
January 11, 2022 meeting were approved. Motion carried. Trustee Gonzalez absent.
Trustee Spiro abstained.
Mayor's Announcement:
Mayor Wray made the following announcements/comments:
- Avoid Route 117/448 due to a film shoot in the evening on: January, 28th, February
3rd, February 4th
- Mayor Wray gave an update on the Sleepy Hollow Common project
o Design of the new DPW facility is in the schematic phase
o The fill has settled 5 feet to date
o Contract to remove the Viaduct has been awarded and starting in June
o LDC was awarded a $2 million grant from the Economic Development Council
for the Sleepy Hollow Common project

o Grant applications are continuing to be submitted for additional funds
The Public Space Council to review and come up with recommendations for the Parklet
on Cortland/Beekman project
Mayor Wray thanked Counsel Clinton Smith for his many years working with the
Village and wished him a healthy and happy retirement.

Department Reports:
Community Liaison Loja gave her report to the Board (see attached report).
DPW Superintendent Smith gave his report to the Board (see attached report).
Building Inspector McCarthy gave his report to the Board (see attached report).
Public Comments;
Mayor Wray opened the meeting to the public for comments and invoked the 3 minute rule.
Anne White, of Kendal-on-Hudson, addressed the Mayor and Board of Trustees with a
suggestion that a group be established to look at all transportation modes and parking
issues.
Mayor Wray stated the Village has been proactive in looking at transportation issues including
looking at costs to have a local transportation system servicing Sleepy Hollow and perhaps
Tarrytown.
Resolutions:
R1 - Set Public Hearing on Route 9 Speed Limit
R2 - Approve St Patrick's Day Parade
R3 - Approve the Corrpro agreement
R4 - Set Grievance Night
R5 - Approve Action of the Fire Warden
R6 - Approve Actions of the Ambulance Corps
Communications:
Trustee Rodriguez discussed communication received from Carol Vinzant about planting of
pumpkins to defray the decorating costs during Halloween. This will be added for discussion
at next week's work session.
Public Comments:
Mayor Wray opened the meeting to the public and invoked the 3 minute rule.
There were no comments.

�At 8:05 p.m. Mayor Wray asked for an Executive Session to discuss a personnel matter.
Trustee Andruss moved to go into Executive Session, seconded by Trustee Gebler. Motion
carried. Trustee Gonzalez absent.
At 8:25 p.m. Trustee Andruss moved to go out of Executive Session. Seconded by Trustee
Gebler. Motion carried. Trustee Gonzalez absent.
On a motion from Deputy Mayor Scaglione and seconded by Trustee Andruss action was
taken to approve disciplinary action with two Village employees. Motion carried. Trustee
Gonzalez absent.
At 8:27 p.m. on a motion by Trustee Andruss, seconded by Trustee Rodriguez the meeting
was adjourned. Trustee Gonzalez absent.

�Report of Community Liaison 01-25-2022
1) Community Wardrobe/ PTA we help 138 families which includes 345 adults , 217
childrens, We had provided cold weather clothing items for 66 childrens spread between
John paulding school, Morse and washing irvington school by working together with the
school nurse or social workers for those buildings.
We are still looking for a permanent place.
2) AFHT
December - We collaborated with The Public Schools of Tarrytown's Asociacion de Familias
Hispanas de los Tarrytowns (AFHT) for the Literacy Programs, in theri annual family holiday
celebration on December 13th, 14th 15th at John Paulding Schools. We help with 180
Christmas hots
3) Work with Joy Sampaio from People helping people to provide toys to our families in
Sleepy Hollow, Tarrytown we give a total of and we . I help The organization also help
families in sleepy hollow and tarrytown who were really in need this referrals come from
our local non-profit such as Rock of Salvation, St theresa Church
Thank you to the Village of Sleepy hollow for allowing us to use the front of the village
hall to give out 150 toys for kids.
2a) Help the police dept in find families in need {thank you the police department)
4) Cooking with the community with our sleepy Hollow local chef Rene Leon
Topic -learn how to make a chocolate cake (30 families)

5) Also want to thank the police department on behalf of St therese church for helping with
permit requests for the Christmas parade that took place on 12-25-2021.
On January 19, 2022 from 6:30-8:30 p.m (end it 10:00 ) we had a community workshop
in Spanish for Domestic Violence/Makeup
• Thank you to the chief and office Luis Llivisaca for attending
• 25 spots (we need to open 30) (waiting list 20)
• Topic: where a woman can get help, why they should not be afraid to call the
police.
• Makeup- by Mayra Montero hair salon in Cortland Street
• Ingrid's -Baked sweets - who donated a cake
• Crukybalioonsdecor- decoration with the balloons
• Social Worker/teraphys - Lucy Marie Notaro
• Brenda Arango - who donated 35 bags of travel size (personal hygiene
supplies)

1) Feeding Westchester - Help Rock of salvation Church become a member with Feeding
Westchester they started last week they get their delivery fridays and they give out food
on saturdays (approximately 150- families)
2) St Theresa Church - application get approved we are waiting for the inspection to be
done, (due to covid waiting)

The Planning Board held a work session on December 8th at 6:30 PM to review the
Edge-on-Hudson Block O/P site plan and the propped apartment development at
135 Beekman Avenue.

• The Planning Board met on December 16th and took the following actions:
o Continued the public hearing for Lighthouse Landing Communities. LLC
Site Plan approval for Block H.
o Held a public hearing for Phelps Memorial Hospital/ Northwelt Health to
alter the cellular monopole antenna,
o Held a public hearing for FPS to construct a 14 unit apartment building at
135 Beekman Avenue.
• The next regular Planning Board meeting is scheduled for January 20th at 7:00 PM.

Phase I roads were paved and striped.

Phase III utilities and infrastructure work is ongoing.

o 100 Legend Drive (15 units) exterior main framing continues.

started.
• 2 Maxwell Drive (246 apartments) - the exterior superstructure construction
continues:
o Exterior main frame construction is complete; brickwork and siding
continues.
o Mechanical, electrical, plumbing and fire sprinkler systems are being
installed.
CODE ENFORCEMENT

1/25/22
• Snow and Ice. We have had 9 events requiring treatment to the Village
streets. Totaling 254 Man Hours and Roughly 275 Tons of Salt.
• The guys have done a fantastic job on these weather events.
I Have implemented forms that are filled out after every event to keep
track of how much Salt we are using, and time spent on the route.
We have made it a priority to thoroughly wash all trucks as soon as
weather allows after a storm. This will hopefully extend the life of the
vehicles.
• We have been staying on top of any potholes that we discover or are
reported.
•

Research was done and PO's were cut and we are waiting for delivery
of a new Backhoe and a new Pick Up truck. Hopefully they will arrive in
the next few weeks.

• We continue to research options for the other approved vehicles. The
Bucket truck and Vac Truck. Unfortunately, there is not a lot available.
Morabito Electric has been assisting us when we are in need of a
bucket truck.
• All Christmas decorations have been taken down
•

Leaf season has ended we have not been picking up loose leaves. We
continue to pick up bagged leaves and Christmas trees.

• The water department will begin Meter reading the first few weeks of
February.
• The water department has been able to clean up the storage area of
the Pump House. They discarded a large amount of obsolete material
that has built up over the years.
• We hope to have the work for Riverside Dr going to bid in the next few
weeks, that would get rid of the giant pump there.
•

I continue to work with LDC and Sage and Coombes on the New DPW
building.

• This is the first month of our new schedule. I want to remind everyone
that Bulk pick up is with your second garbage pick up of the week. And

�to be mindful of the changes during holiday weeks. The next Holiday is
February 21. Check your calendars there is a lot of good information in
there. The sanitation schedule is available on the Village web site as
well.
