Present: Mayor Kenneth G. Wray Deputy Mayor Denise Scaglione Tom Andruss Jared Rodriguez Rachelle Gebler Sandra Spiro Sam Gonzalez (By Video) Also Present: Trustees Anthony Giaccio, Village Administrator Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00 p.m. RIVERTOWN RUNNERS PRESENTATION: Todd Ruppel of the Rivertown Runners t : T t h e ™ 0 f $ 6 0 ' 0 0 0 t h a t w i U b e d o n a t e d t 0 ™ s community groups in & T ^ y t o w n . The money was raised during last year's Halloween 1 OK run which had over 1,000 partxcipants. Over the past ten years, the Rivertown Runners have donated over a halt a million dollars to community groups. Mayor Wray and the Board thanked the Rivertown Runners and their sponsors for the generous donations that they have made over the years. d f n n epy ENVIRONMENTAL ADVISORY COMMITTEE REPORT: David Avrin and Dan Convissor of the Environmental Advisory Committee (EAC) gave a report Thev both participated by ZOOM. This year's EAC priorities are to enhance the food scrap program improve watershed protection, increase communication and outreach and establish an LED replacement project. Sarah Smiley, Kirsten Hase-McLaughlin and Nick Kaufman then gave an update on the activities of the Climate Smart Task Force, which is a branch of the EAC The n ™ I ' 3 " 1 6 a m L e , m b e r ° f t h e " I n t e m a t i ° n a l Council for Local Environmental Initiatives" iCLbi) this year. The green house gas inventory is near completion. The Task Force would impr Ve ,,A.U ° ° n i t S C ° m p l e t e S t r e e t S p o l i c ^ T h e e n e r g y s m a r t P r o gram is going well and the Village received a grant to fund a climate smart action plan. All of these items will help the Village in its efforts to become a silver certified climate smart community A draft resolution making Ms. Smiley and Ms. Hase-McLaughlin co-chairs of the Task Force was Bgiven to the Board for consideration. PARKING POLICY AT EDGE-ON-HUDSON: Mr. Giaccio started the discussion regarding on-street parking at Edge-on-Hudson. Police Chief Bueti previously sent the Village Board recommendations on what the parking rules should be as well as the speed limit The Village will not know the exact locations of the parking spaces until as-built drawings are done and so the matter was tabled until these details are available. A public hearing will be set at that time �TOURISM APP AND MAP PROPOSAL: The Village of Sleepy Hollow is a member of a onsortium known as Historic Hudson River Towns (HHRT), which is made up of c o m m l L s ocated along on the Hudson River. HHRT secured a grant to fund the creation of a t o Z Z p th Vl l eS f ; and WvnZ t ? ° ^ ^ Sleepy Hollow. Travel Stories of Jackson Wyoming was h.red to create this tourism app and map and have submitted a proposal to maintain both at an annual cost of $2,875. The Village Board found this proposal to be acceptable. Mayor Wray requested that this item be on the next Board meeting agenda. The Board had no objection to this request Mayor Wray requested that this item be on the next Board meeting agenda PUMPKIN PLANTING PROPOSAL: a request was made by Carol Vinzant of New Broadway to have the Village plant pumpkins in various public locations as part of a community e vent. The Board was in favor of this request assuming that appropriate locations can be identified. Mayor Wray requested that this item be on the next Board meeting agenda. PUBLIC WORKS PROMOTIONS: Department of Public Works, Superintendent, Kevin Smith submitted a memo to the Board recommending the promotion of two public works employees. The positions were properly advertised and are budgeted. The Board was in favor of approving these two promotions. Mayor Wray requested that these items be on the next Board meeting agenda. ZONING AMENDMENTS: Mayor Wray said that he received a letter from Planning Board Chair, Marjone Hsu requesting that the Village Board rescind the downtown zoning amendments that were made last summer. The code changes are conflicting with other codes causing confusion. Mayor Wray feels that the Board should change the zoning code back to the way it was prior to when the amendments were made. The Board can then reevaluate them The first step is to set a public hearing to rescind the downtown zoning amendments made last summer. At 8:30 p.m. the work session was adjourned.
