RESOLUTION OF THE SLEEPY HOLLOW VILLAGE BOARD
RE-ESTABLISHING A CLIMATE SMART TASK FORCE AND
APPOINTING A NEW CLIMATE SMART COORDINATOR
WHEREAS, on September 23, 2014, the Sleepy Hollow Village Board signed on to the
Pledge to Be a Climate Smart Community; and
WHEREAS, the Certified Sleepy Hollow Pledge was submitted to the NY State
Department of Environmental Conservation (DEC) in January 2015 for posting to its
Climate Smart Communities (CSC) Website, and the Village of Sleepy Hollow has been
officially recognized as a Climate Smart Partner since February 2015; and
WHEREAS, the top two action items listed on the DEC Website, establishment of a CSC
Task Force and appointment of a CSC Coordinator are mandatory in order for the
Village of Sleepy Hollow to fulfill its pledge and advance its Climate Smart status to the
"Silver" level, which levels would qualify the Village for grant eligibility; and
WHEREAS, on January 29, 2019, the Sleepy Hollow Board of Trustees established a
Climate Smart Task Force consisting of 8 community members, Wayne Ballard, DPW
Superintendent, as Village Staff liaison, and Ms. Alexxis Granger, a Pace University
Graduate Student intern, who was appointed as Climate Smart Coordinator; and
WHEREAS, on May 5, 2020, the Sleepy Hollow Board of Trustees re-established a
Climate Smart Task Force consisting of 8 members including Village Administrator
Anthony Giaccio as Village staff liaison and appointed Ms. Claire Davis as the Climate
Smart Coordinator for the Village of Sleepy Hollow; and
WHEREAS, on December 15, 2020, the Sleepy Hollow Board of Trustees re-established
a Climate Smart Task Force consisting of 9 members including Village Administrator
Anthony Giaccio as Village staff liaison and appointed Ms. Sarah Smiley as the Climate
Smart Coordinator for the Village of Sleepy Hollow; and
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of
Sleepy Hollow reestablishes a Climate Smart Task Force to comprise the following 12
members in accordance with the requirements for composition for such task force set
forth on the DEC CSC Website:

Project Description
The Village of Tarrytown is seeking to create an attractive, customized map of the commercial
venues in its downtown. As this is similar to the geolocational map for Tarrytown, Sleepy Hollow,
and Irvington (the Villages) currently presented on the TravelStorys™ tour with the same name,
Richard Slingerland suggested that the two projects be combined. The result will add two new
tracks (channels) to the existing TravelStorys Villages tour.

�The new tracks will display on an attractive artist-drawn (to scale) base map of the Villages. One
track will present the cultural sites from the primary tour track in their existing audio format, and
the other will present the commercial venues also from the primary tour track in their text format.
Both tracks will display the five primary visitor parking lots. The combined sites will continue to be
featured on the primary TravelStorys map (with the parking lots added), but the two separate
additional tracks will give visitors a choice of how they want to experience visitor venues in the
Villages, which will be offered as options when the tour is opened. In this way, users can opt to
see and experience cultural and commercial venues separately or collectively, which will improve
the user experience.
The cultural venues track will present the same 73 geolocated sites chosen by the Villages for the
initial tour and primary track and are curated audio sites. The commercial venues track will
present the same 1 10 sites for the initial tour and primary track and are all the eateries in the
Villages displayed as text and image sites. Tarrytown has asked that the five primary visitor
parking lots be added with icons. Richard Slingerland will submit the coordinates for the parking
lots. As in the case of the original tour track, the sites on the two new tracks can be experienced
as walking and cycling tours of the Villages.
The production package for the new tracks is the Shared Production Package on the TravelStorys
mobile and web-based shared platforms, supported by TravelStorysGPS.
The goals of the two new tracks will be to; 1) To offer visitors options on how they want to
experience Tarrytown and where to park; 2) To enrich the experience of travelers to the region
by interpreting the Villages in an attractive visual manner; 3) To collect useful analytics from the
tracks for future Tarrytown crowd management initiatives.
The new tracks will be added to the Villages' TravelStorys mobile audio tour1 featured on
currently supported iOS and Android mobile and tablet devices and on the TravelStorys website
(www.TfavelStQrvs.eem1 with selected content available on TravelStorysGPS social media
platforms.
The new tracks will consist of specific commercial Map Listings and cultural Story Sites from the
current Villages tour and parking lots. The audio track will include 219 minutes of audio narration
(73 geotags x 3 minutes/geotag), three to five corresponding images from the primary tour track
per geotag, and the complete narration script and links. The Map Listings track will include 1 1 5
(110 from primary tour track &amp; 5 new parking lot sites)) non-audio Map Listings with one image,
and a short description in text.
The stories for cultural track will launch automatically as users approach the corresponding
locotion. The commercial sites on the commercial site track will present automatically as text.
For off-site, remote usage, the audio sites, associated images, scripts, links, and Map Listings can
be manually accessed on the app from any location by manually tapping the individual geotags
on the tour map. The tracks can additionally be accessed on the TravelStorys and Tarrytown
websites with the tour's TravelStorys Website Plugin'M (with the 3-year license agreement). On
both platforms, users can enjoy the audio sites as a podcast using the Play All feature. Off-site

�Project Description
With completion of production and the launch of the Historic Hudson River Towns (HHRT)
TravelStorys™ mobile and web-based audio tours (described below) and as part of the
agreement with HHRT and the New New York Bridge Project (HHRT Agreement),
Tarrytown, as the lead village as designated in the above agreement, and Irvington, &amp;
Sleepy Hollow (Villages) will become the sponsors of the TravelStorys downtown Tarrytown,
Sleepy Hollow, Irvington mobile audio tour (Villages Tour). This sponsorship gives the
Villages all of the benefits of TravelStorysGPS' subscription services as well as the
opportunity to update and promote new Villages visitor information on the TravelStorys
mobile and web-based platforms, the Governor Mario M. Cuomo Bridge (Bridge) Welcome
Center visitor kiosks, and other local and regional websites.

Background
As background, with a grant from the New NY Bridge Project Community Benefits Fund
and overseen by the New New York Bridge Project, which is a project of the New York
State Thru way Authority (NYSTA), HHRT sponsored the development and production of six
hands-free, self-guided mobile and web-based tours of the Historic Hudson River Town
region on the TravelStorys app. The tours are: a self-guided driving tour of both sides of
the Hudson through sixteen towns from Yonkers to the Peekskill across the Bear Mountain
Bridge and the Bridge; two self-guided tours (walking and cycling) over the Bridge; one
self-guided, walking/cycling tour of the Bridge's Westchester terminus towns, Tarrytown,
Sleepy Hollow, and Irvington; one walking/cycling tour of the Rockland terminus towns of
Nyack, South Nyack, and Upper Nyack; and one self-guided walking tour of artist Edward
Hopper's neighborhood in Nyack.

Subscription Payment Schedule
Signing of this subscription agreement was delayed by testing of the kiosks' updating
procedure and Visit Nyack's request due to cashflow issues resulting from Covid. To
synchronize subscription payments, the first Villages tour subscription payment was moved
to January 1, 2022.
TravelStorysGPS will invoice the three Villages individually for their share of the
subscription. Richard Slingerland, Tarrytown Administrator and Project Coordinator, as the
designated lead sponsor under the HHRT Agreement, will ensure that all three payments
are made annually to TravelStorysGPS.

The TravelStorys mobile and web-based audio tours are produced by TravelStorysGPS,
LLC, and presented on the TravelStorys mobile and web-based platforms. The tours are
safe, self-guided audio experiences that are free to download. They are accessible handsfree on-site and remotely from anywhere in the world. The tours promote and interpret
significant cultural, historic, natural history and other sites of interest and provide visitor
information on restaurants and lodging.
TravelStorys is a shared platform with over 200 high-quality, audio tours in 39 states and 3
countries, sponsored by communities, tourism and economic development agencies,
nonprofit organizations, and businesses.

TravelStorys App Benefits
TravelStorys tours offer travelers informative, entertaining, and educational experiences
and wayfinding to points of interest. Tours automatically play as travelers approach sites of
interest, and are easily located as tours nearest to them present first complete with audio
directions to starting locations. Travelers can toggle between tours and tracks, such as
language tracks, where offered.
While the tours are designed to be experienced onsite, virtual travelers can enjoy a full
range of travel experiences on the app or online, including audio, images, scripts, and links
by tapping on each story site. For more enriched viewing, video clips can be added to
enhance the image slideshow, and virtual travelers can remotely look around at their
surroundings using 360 Street View, while listening to the associated audio. Alternatively,
they can listen to the tours hands-free in the continuous-play (Play All) podcast mode.
TravelStorys tours offer tour sponsor promotion and revenue-generating features, which
include:

banners for commercial sponsors, to solicit contributions for local charitable
organizations or to promote the destination while the traveler is enjoying the tour.

Villages TravelStorys Mobile Tours, Story Sites, and Map Listings
Description
This statement of work is part as an attachment to the subscription contract. With the
signing of the contract, the Villages will be the sponsors of the TravelStorys mobile and
web-based Villages audio tour available to the general public and travelers visiting the
Villages or planning their trip there. The tour offers self-guided interpretation of cultural,
history, natural history, and art sites (Story Sites) of the Villages and surroundings. Other
curated visitor information is presented as short, text-based, curated venue descriptions,
(Map Listings) highlighting all local dining and lodging venues. Visitors coming by car or
train are guided by audio wayfinding to the Villages' downtown to explore, learn, and find
places eat, and stay, all encouraging visitors to stay longer.
The Villages tour, along with the other HHRT tours, are featured on TravelStorys currently
supported iOS and Android mobile and tablet devices, on the Bridge terminus kiosks2, and
on other websites, and presented on the TravelStorys website (www.TravelStorys.com).
with selected content shared on TravelStorysGPS social media platforms.
The Villages tour currently features 66 cultural, historic, and recreational audio Story Sites
as well as 119 Map Listings. While the HHRT contract allows for 85 Story Sites, because the
Villages' Map Listings far exceed the number (45 restaurant and lodging sites) allocated
under the HHRT contract, TravelStorysGPS and the Villages consider production of the
extra 74 Map Listings to be a fair exchange for the 19 outstanding Story Sites. Going
forward, additional Story Sites and Map Listings can be added for a modest fee following
NYSTA specifications described below and subject to NYSTA approval.

New Story Sites and Map Listing Tour Additions
Production of future Story Sites and Map Listings will follow the process is outlined in detail
in the HHRT Phase II Statement of Work, dated November 1, 2019, summarized below,
which is part of the HHRT Agreement, and outlined in more detail in Appendix A. "New
Audio Site and Map Listing Production."
