Approving a Request from Sleepy Coffee, Too
BE IT RESOLVED that the Mayor and the Board of Trustees of the Village of Sleepy Hollow
approve a request made by Sleepy Coffee, Too to hold an inclusion outreach event, on
Wednesday. March 2ndf 2022 from 7:00 a.m. to 6:00 p.m. at the Cortlandt Street Plaza.
BE IT FURTHER RESOLVED the Board of Trustees directs the Chief of Police to coordinate
the public safety issues with the applicant, if necessary.

Village of Sleepy Hollow to Approve Proposal from
A1 Engineers for Storm Water Management Report
WHEREAS, The Village Board is desirous of hiring an engineer to complete the Village's
annual storm water management report, and
WHEREAS, A1 Engineers has submitted a proposal to complete this work at a cost of
$3,000, and
WHEREAS, The Village Administrator has recommended approving this proposal;
NOW BE IT RESOLVED that the Board of Trustees hereby approves the attached
proposal between the Village of Sleepy Hollow and A1 Engineers to complete the

PROPOSAL FOR ASSISTANCE IN PREPARATION OF THE MS4 ANNUAL STORMWATER REPORT
PROGRAM YEAR 2021-2022

Please accept this proposal to provide assistance in the preparation of the Annual Report to
NYSDECfor activities undertaken by the M S 4 t o Implement Minimum Measures 1-6 of the
General Permit GP-0-15-003 for Program Year 2021-2022. The MS4 shall designate a
Stormwater Contact Person (SCP) for the purpose of coordinating the completion of the report
by AIE if you wish to have AIE prepare the Annual Report for you.

Independent Contractors (IC) Michael Ritchie and James Maxwell will conduct remote meetings
with members of your MS4 Stormwater team, as designated and assembled by your SCP to
obtain data and information necessary to complete the Annual Report. With information
provided by the MS4 team, a draft Annual Report will be prepared and provided for their
review. Upon acceptance, if requested, we will do a virtual presentation as required to the
governing body at a meeting that the public is invited to ask questions and make comments.
After the presentation, the report shall be signed, by the SCP and mailed to the NYSDEC by the
June 1, 2022 deadline.

AIE is to be listed on the report as the preparer. However, neither AIE nor the independent
contractor in any way warrants the accuracy of the data or information obtained by AIE or the
independent contractor from the municipality, in order to complete the report. It is important
to note that AIE as the report preparer is in no way responsible for verifying the information
obtained from the MS4 in order to complete the report. The MS4 is solely responsible for
reviewing, documenting, and verifying the information on the report as signed, filed, or audited
by any State or Federal Agency or Department, AIE will make every effort to meet the NYSDEC
deadline of June 1, 2021, however, cannot be responsible for any delays that may occur that
are beyond our control.
The fee for this service is to be $3,000.00.

ENTITLED "VEHICLES AND TRAFFIC"
CONCERNING INSTALLATION OF STOP SIGNS
ON CRANE AVENUE WESTBOUND AT ANDERSON
AVENUE AND EASTBOUND AT NEW BROADWAY
BE IT ENACTED by the Board of Trustees of the Village of Sleepy Hollow, New York,
as follows:
Section 1. Section 400-5 of the Code of the Village Sleepy Hollow entitled "Stop and yield
intersection" is hereby amended by adding in alphabetical order to subsection A. thereof entitled
"Stop intersection designated", the following:
