PRESENT: James Nazemetz, Chairman Robert Barstow Thomas Capossela Elvira Aloia Barbara Fina Louis Falasca ABSENT: Sean McCarthy ALSO PRESENT: James Margotta, Building Inspector Edward Lainners, Attorney \ Chairman Nazemetz called the meeting to order at 8:00 P.M. 1. ROTARY CLUB OF THE TARRYTOWNS-Sign at entrance to Phelps Memorial hospital. CONTINUATION. Mr. Robert Spencer appeared for the Rotary Club and outlined the sign that the Club would like the Board to approve. Mr. Spencer stated that the sign would be a double sided 30-inch sign. Mr. Nazemetz stated he had inspected the area and presented pictures for the Board's review. Mr. Falasca moved, seconded by Mr. Capossela to open the meeting for public comments. Carried. There being no public comments, Mr. Nazemetz moved, seconded by Mr. Falasca to close the meeting for public comments. Carried. Discussion followed regarding placement of the sign, size of sign and type of sign to be installed. Mr. Barstow stated that the area should be considered for future requests for the installation of signs. Mr. Falasca moved, seconded by Mr. Capossela that the application be approved as submitted for a thirty-inch, double faced sign at the north entrance to Phelps Memorial Hospital. Carried. 2. ELIZABETH MASCIA CHILD CARE CENTER (LESSEE)-174 VALLEY STREET-STOREFRONT RENOVATION AND NEW AWNING AND SIGN. Mr. Sam Vieria, Architect representing the Child Care Center outlined the proposed project and presented plans and pictures of the renovation. He stated that at present the building has a large glass and aluminum garage door which would be replaced with a door and a window. He informed the Board that the building was being renovated for the use of a day care center for infants from 6 weeks to 18 months of age. There being no public comments Mr. Nazemetz moved, seconded by Mr. Aloia to close the meeting for public comments. Carried. Discussion followed regarding type and size of opening and type of material to be used. Mr. Falasca moved, seconded by Ms. Aloia to approve the application as submitted. Carried. 3. STEPHEN & E.B. SERINA, 222 BEEKMAN AVENUE-ADDITION OF A GABLED ROOF OVER EXISTING STRUCTURE. Mr. Sam Viera, Architect representing Mr. Serina outlined the project. Mr.Viera presented affidavit of proof of mailings to the Building Inspector. Mr. Viera stated that the building was a cement block building and needs a new roof and Mr. Serina would like to erect a pitched roof and change the front elevation. The building is stucco and the addition will match the rest of the building. Mr. Nazemetz moved, seconded by Mr. Falasca to open the meeting for public comments. Carried. There being no public comments, Mr. Nazemetz moved, seconded by Ms. Aloia to close the meeting for public comments. Carried. Mr. Nazemetz stated that the plans are self-explanatory and stated he felt the entire building should De re-stuccoed white. Discussion followed regarding type of stucco and various other materials that could be used, and typw of roof construction. Members felt that the building should remain stucco due to the fact that the front of the building abutted the sidewalk and felt that the stucco would present a nicer appearance. Mr. Barstow stated he felt some molding around the door would help dress up the front of the building. Mr. Falasca moved, seconded by Mr. Capossela to approve the plans as submitted with the following suggestions: casing molding to be installed around the door and window one by four inches, and Mr. viera was to submit revised drawings when he applies for a building permit, that tne new audition be stuccoed to match the rest of the building and that the casing be wrapped with aluminum. Carried. . KEN & FRALNICINE KAUFMAN-15 Kelbourne Aveue-Approval of addition. Mrs. Kaufman presented affidavit of proof of mailings to Clerk. �-3Mr. Sam Viera, Architect presented Plans and Drawings for the Boara to review, and outlined the project, stating that: the addition over the garage would create another room, add a fireplace and brick chimney and a dormer witn a gable roof and would natch tne rest of tne existing Coionial nouse. ivir. Falasca moved, seconded by Mr. Capossela to open the meeting for public comments. Carried. There being no public comments, Mr. Nazemetz moved, seconded by Ms. Aloia to close the meeting for public comments. Carried. After discussion regarding type of construction and materials to be used Mr. Falasca moved, seconded by Mr. Capossela to approve the plans as submitted. Carried. 5. KARL DIBBLE, 315 NORTH BROADWAY-APPROVAL OF ADDITION AND RENOVATIONS, NEW FENCE Sam Viera, Architect appeared before the Board and stated that Mr. Dibble was making minor repairs and did not know that he needed permission of various Boards. Mr. Nazemetz stated on advice of Counsel the matter could not be reviewed as we have no proof of affidavit of mailings. Mr. Viera stated that Mr. Dibble was making electrical and plumbing repairs and landscaping but no major changes to the building. Mr. Falasca stated that residents of the area were concerned about the repairs that were being completed. Mr. Viera stated that Mr. Dibble was in the process of naving the property surveyed as he wants to construct a garage at the rear of the property for storage of his vehicles, and stated that Mr. Dibble was in the landscaping business. Mr. Nazemetz informed Mr. viera that Mr. uibble should appear before next months meeting and present plans and drawings at least ten days before the "meeting in order tor the Board to review the proposed changes and additions. Mr. Nazemetz stated that the next meeting of the Board will be held on May 24th, 2u00. MINUTaS ivir. Nazemetz moved, seconded by Ms. Fina to approve the Minutes of the meeting held on March 22nd, 2000 as submitted. Carried. Mr. Lammers stated that tne Board had to appoint a new Chairman and Mayor zegarelli left it up to the Board members to appoint their own Chairman. �-4After discussion Mr. Capossela moved, seconded by Mr. Barstow that Mr. Nazemetz continue to be Chairman of the Architectural Weview Board, carried. Discussion followed regarding the proposed addition to the ti&asr located at Phelps Memorial Hospital. The proposed addition or extension is approximately fifteen feet to be added to the tower which is one hundred ten feet hign. Ihere oeing no further business to come before the Board, Mr. Nazemetz moved, seconded by Mr. Falasca that the same be duly adjourned. Carried.
