The Chair stated that the returns have been received. Sam Vieira summarized the proposed work Sam Vieira stated that there is one amendment to the drawings. The exterior will be changed from clapboard siding to cedar shingles. The Chair opened the public hearing Lou Falasca seconded It was unanimous. Since there were no public comments, Lou Falasca made a motion to close the public hearing Sean McCarthy seconded. It was unanimous. �The Chair asked if the cornerboards would remain Sam Vieira responded that it would remain as the drawings indicate Sean McCarthy suggested using a double bay window as opposed to an oval window He also suggested using clapboard on the bottom floor and shingle on the top floor. Tom Capossela made a motion to approve the application as submitted. Lou Falasca seconded It was unanimous b) Peter & Beth Hildick-Smith Lee Kennedy represented this application He summarized the proposed work especially the extensive remodeling on the backside of the house The Chair asked if the Board had any comments Sean McCarthy made a motion to open the public hearing Elvira Aloia seconded. It was unanimous Since there were no public comments, Sean McCarthy made a motion to close the public hearing. Elvira Aloia seconded. It was unanimous. Lou Falasca made a motion to approve the application as submitted Barbara Fina seconded. Robert Barstow stated that he had a concern with the addition in relation to the existing facade. Lee Kennedy responded that he is only repeating what is already there Sean McCarthy stated that the addition did not match the first floor Lee Kennedy responded that it was arbitrary He added that if the Board wants the drawings to match then he would correct the drawings to reflect it. Robert Barstow asked if the existing roof was a composition roof. Lee Kennedy responded yes. The Chair asked how far back is the addition set. Lee Kennedy responded about 15 feet. The previous motion made by Lou Falasca was passed unanimously. c) David Perlmutter Roland Scharfspitz, the project architect, represented this application. Architectural Review Board Meeting, September 27, 2000 2 �The Chair asked if the mailings were received The applicant stated yes and presented the mailings to the Board Roland Scharfspitz summarized the application He discussed the proposed renovations. He also stated that the existing roof will be matched Roland Scharfspitz stated that the addition would be slightly extended from the existing structure Sean McCarthy made a motion to open the public hearing. Elvira Aloia seconded. It was unanimous Since there were no public comments, Lou Falasca made a motion to close the public hearing Barbara Fina seconded. It was unanimous. The Chair asked if the Board had any comments The Chair asked if the roof would be the same on the garage. Roland Scharfspitz responded yes The garage roof would have the same clay tiles as the main house Sean McCarthy made a motion to approve the application with the addition of clay tiles on the garage Tom Capossela seconded It was unanimous. There was an open discussion on Architectural Review Board fees and the cost of construction d) Philipsburg Restoration This application was pushed to the next meeting since there was nobody present for this application. e) Paul O'Donohue Joe Bruno, the project architect, and his partner represented the application He summarized the proposed changes to the property. He proposed 3 dormers (see DWG A3) to minimize modifications to street. Sean McCarthy made a motion to open the public hearing. Lou Falasca seconded. It was unanimous. Polly Waldman (163 Palmer Ave.) spoke. She stated that she lives next door to this property and they share a common driveway She stated that her family would feel Architectural Review Board Meeting, September 27, 2000 3 �overpowered by the size of the house as proposed The houses are currently very similar in size She also stated that she had not seen a copy of the proposed changes The Chair provided a copy of the plans to Polly Waldman Sean McCarthy asked about the lot coverage Joe Bruno responded 60% Joe Bruno stated that DWG A-3 shows the expanded sun room Sean McCarthy stated that the survey indicates that the neighbor has less than 10 feet Polly Waldman submitted a survey of her (adjacent) property Sean McCarthy asked if the house would have a sprinkler system installed. Joe Bruno stated that he did not know if it was required Sean McCarthy stated that he did not know if you could upgrade without adding a sprinkler system Jim Margotta stated that Bob Stilotski would review the drawings. Robert Barstow asked if the applicant or the architect had any comments to alleviate the neighbors concerns. Lou Falasca made a motion to pass this application off to next month to allow the neighbors time to discuss and try to resolve. The Chair made a motion to close the public hearing until next month. Elvira Aloia seconded. It was unanimous Elvira Aloia seconded Lou Falasca1 s motion to adjourn the application until next month. It was unanimous The Chair stated that the Board needs to have a discussion with Jim Margotta and Bob Stilotski on sprinkler requirements. 0 Miller/ Berenbaum Demetri Sarantitis, the project architect, represented the applicant. It was unanimous 2) Weitzner/Tygard The Chair acknowledged receipt of the mailings Mitch Weitzner appeared before the Board as the applicant He stated that the fence was already constructed He did not know that he needed a permit to erect a fence. He also stated that the purpose of the fence is to contain his children within the boundaries of his property The Chair opened the public hearing Sean McCarthy seconded. It was unanimous. Since there were no public comments, Elvira Aloia made a motion to close the public hearing Sean McCarthy seconded It was unanimous The Chair asked if the applicant had a certified survey of the fence Mitch Weitzner responded no The Chair asked if the fence was installed on Village property Mitch Weitzner responded that he was not sure He stated that he thought that he was erecting the fence on his property There was an open discussion on whether a certified survey is needed and whether the fence is on Village property or not Lou Falasca made a motion to approve the fence not the location of the fence Barbara Fina seconded. It was unanimous h) Unique Auto Body Sean McCarthy, the project architect, represented the application. Sean McCarthy summarized this application. He stated that this application was previously approved but needs to be changed to include the addition of a second story. Tom Capossela seconded It was unanimous Sean McCarthy stated that the building would be stuccoed in the spring Barbara Fina asked what is the minimum temperature to be able to apply stucco. Sean McCarthy responded 40 degrees. The Chair asked if the Board had any other comments. Robert Barstow made a motion to approve the application. Tom Capossela seconded with the comment of refacing with stucco on the portion that is visible from the street It was unanimous.
