Planning Board Work Session
July 12, 2018
The work session was called to order at 7:00 PM by Deputy Chairman Gordon Swartz

Deputy Chairman Swartz stated that as per a discussion with Mayor Wray and Lisa Santo, it was
decided there should be a separate work session in addition to the hour session scheduled before
each regular meeting. Deputy Chairman Swartz stated that he agrees that a separate work
session should be held a week before the regularly scheduled meeting in order to have more time
for discussion in a systematic approach. The work sessions will include review of the
applications for the upcoming meeting and educational information.
1. Lighthouse Landing Communities, LLC, Edge-on-Hudson Riverfront Development, 199
Beekman Avenue, Trustee Rosenbloom report
Trustee Rosenbloom addressed the importance of the consistency of the communication and
collaboration between the Village of Sleepy Hollow and the Edge-on-Hudson project team as a
partnership with the same goals. In the past, members of the Edge Team had expressed

�frustration dealing with the different Village Departments and Boards. It was decided to have biweekly coordination meetings with members of the Edge Team and the Village to discuss current
and future potential problems and solutions. Trustee Rosenbloom welcomed the idea of attending
the Planning Board work sessions if agenda items require clarification of matters that may have
been discussed in the coordination meetings or actions made by the Board of Trustees for the
Edge-on-Hudson project and or other applications that incorporate Board of Trustees and
Planning Board decisions.
2. Lighthouse Landing Communities, LLC, Edge-on-Hudson Riverfront Development, 199
Beekman Avenue, Engineers report
Anthony Catalano stated that Woodard &amp; Curran Engineering was hired to support the Village
with the technical reviews of Phase II of the Edge-on-Hudson project and the East Parcel. Mr.
Catalano summarized the submittals to date and stated that the applicant has been very
responsive and focused on issues that need to be resolved in moving forward. He presented an
overview of the services provided by Woodard Curran Engineering and a description of the
procedure methods used in the communications of the technical memo format.
3. Lighthouse Landing Communities, LLC, Edge-on-Hudson Riverfront Development,
Special permit process history, Discussion
David Smith summarized the history of the Special Permit Process in relation to the past
Environment Reviews, the approved Riverfront Concept Development Plan, and Design
Guidelines. Discussion ensued on what would be considered a substantial design change that
would require an amendment to the Special Permit and the process in place to handle issues
smoothly.
The Planning Board asked for hard copies of all the approved documents to date.
4. Planning Board submission requirements, Discussion
Discussion was deferred to the next work session due to the absence of Sean McCarthy.
5. Tree Ordinance
A discussion ensued on the permit application process and who should be responsible to resolve
an appeal of the denied application. It was suggested that a review of the Codes Tree Ordinance
be reviewed for possible changes.
6. LL Parcel E, LLC and Lighthouse Landing Communities, LLC, 199 Beekman
Avenue, Phase I, Block-J subdivision
James Natarelli summarized the application and stated that they are no Planning Board issues.
7. Additional work sessions and meetings, Discussion

�A discussion ensued for a possible August meeting and when the Phase II Site plan documents
would need to be submitted in order to be included on the Agenda. A tentative date of August 9 th
was suggested for an August meeting.
Clinton Smith stated that a quorum is necessary to schedule a public hearing.
Deputy Chairman Swartz stated that a separate work session will be held the Thursday before
each regular scheduled meeting and that if needed, additional meetings will be scheduled for the
Edge-on-Hudson Development project.
